PURPOSE: To consider an appointment to the Board of Health.
BACKGROUND: The Board of Health makes policy and is charged with protecting and promoting
public health in Orange County.
The Board of County Commissioners appoints all eleven (11) members with representation from
specific health-related professions and the general public.

I have practiced dentistry in North Carolina since 2014. 1 have experience in private practice,
community health, and education. My experiences range from other community boards and
planning committees to being on my HOA board. Participating in and leading volunteer clinics
has also given me great perspective into the needs of the community.
Reasons for wanting to serve on this board:
I hope to serve on the Orange County Board to make a greater impact on the health and
wellbring of my community. Through living and practicing in the area, I see the vastness in the
need for health and dental education among the population. Those is positions to help others
should. This is an opportinuty where I hope to better serve my community.
Contribution to the diversity of viewpoints on this board:
Over the past 9 years, I have been fortunate to practice in a variety of locations, each differing in
the patient demographics which they served. From community health to private practice to
working on UNC's campus, this varience in patient populations have given me a range to be
able to relate to and better treat patient's from all walks of life. This insight provides me with a
unique perspective that the board will benefit from.

I am a public health professional with graduate degrees in public health (MPH and PhD). I bring many
years of experience working in public health organizations on issues including surveillance, access to
health care, tobacco and alcohol policy, vaccinations, and other health promotion programs. I served as a
community health planner and evaluator for a county based public health agency and thus would bring
practical experience in the field to the Board. Additionally, I bring fiscal and programmatic oversight skills
from leadership roles in public health organizations and prior Board experiences.

Reasons Want to Serve Board #1
I am deeply committed to ensuring that all members of our community are able to live healthy lives and
seek opportunities to bring my public health training and skills to volunteer roles within the community. I
previously served a partial term on the Board of Health and then fulfilled a term on the Orange County
Unified Transportation Board. My tenure on the OUTBoard provided me with a much broader
understanding of the OC planning department and transportation issues which I would like bring back to
the BOH. Since my term on the BOH, the health department has played a lead role in addressing the
COVID-19 epidemic. I am very interested in rejoining the Board to assist in these efforts and efforts to
build back and strengthen our health systems to best serve our community as we (hopefully) move out of
the pandemic phase.

I agree by my signature below that, if appointed, I pledge to comply with the following ethics
guidelines for advisory boards and commissions as adopted by the Orange County Board of
Commissioners.
• Conflict of Interest
1. During advisory board meetings, a member shall immediately disclose any potential
conflict of interest and request to be excused from voting when he or she has a conflict of
interest.
2. During appeal proceedings, the applicant has the right to question the interest of any
voting member. The advisory board chair should consult with the County Attorney or
staff attorney on any potential conflict of interest in appeal matters.
3. In determining from existing facts and circumstances whether a conflict of interest exists
the determining party shall consider the facts and circumstances as would an ordinary
and reasonable person exercising prudence, discretion, intelligence, and due care.
• Gifts
1. An advisory board member shall not directly or indirectly ask, accept, demand, exact,
solicit, seek, assign, receive, or agree to receive any gift or honorarium for the advisory
board member, or for another person, in return for being influenced in the discharge of
the advisory board member's official responsibilities.
2. This section shall not apply to gifts or awards authorized by Orange County Policies,
Resolutions, or Ordinances.
• Code of Ethics
1. Advisory board members should act with integrity and with independence from improper
influence as they exercise the functions of their offices. Characteristics and behaviors
that are consistent with this standard are:
1. Adhering firmly to a code of sound values.
2. Behaving consistently and with respect towards everyone with whom they interact.

3. Exhibiting trustworthiness.
4. Living as if they are on duty as appointed officials regardless of where they are or
what they are doing.
5. Using their best independent judgment to pursue the common good as they see it,
presenting their opinions to all in a reasonable, forthright, consistent manner.
6. Remaining incorruptible, self-governing, and not subject to improper influence, while
at the same time being able to consider the opinions and ideas of others.
7. Disclosing contacts and information about issues that they receive outside of public
meetings, and refraining from seeking or receiving information about quasi-judicial
matters outside of the quasi-judicial proceedings themselves.
8. Treating other advisory boards and advisory board members and the public with
respect, and honoring the opinions of others even when they disagree.
9. Being careful not to reach conclusions on issues until all sides have been heard.
10. Showing respect for their appointed office and not behaving in ways that reflect
badly on the office, the advisory board, Orange County, or the Orange County
Board of Commissioners.
11. Recognizing that they are part of a larger group and acting accordingly.
12. Recognizing that individual board members are not generally allowed to act on
behalf of the board, but may only do so if the board specifically so authorizes, and
that the board must take official action as a body.
13. Being faithful in the performance of the duties of their offices.
14. Acting as especially responsible residents whom others can trust and respect.
15. Faithfully attending and preparing for meetings.
16. Carefully analyzing all credible information that is properly submitted to them, and
when applicable, being mindful of the need not to engage in communications
outside the meeting in quasi-judicial matters.
17. Being willing to bear their fair share of the board's workload.
18. To the extent appropriate, they should be willing to put the board's interests ahead
of their own and shall avoid the appearance of a conflict of interest and shall, under
no circumstances, use their position on any board for personal gain or profit.
2. Members of the Planning Board, Board of Adjustment, Economic Development
Commission, and Board of Equalization and Review shall upon initial appointment, and
prior to December 31 annually thereafter, disclose:
1. Any interest he or she or his or her spouse or domestic partner has in real property
situated in whole or in part in Orange County and the general description of that
property.
2. Any legal, equitable, beneficial or contractual interest he or she or his or her spouse
or domestic partner has in any business, firm or corporation, which is currently
doing business with Orange County pursuant to contracts awarded by Orange
County, or which is attempting, or has attempted in the past calendar year, to
secure the award of a bid from Orange County or the approval of any Board or
Agency of Orange County.
3. Failure to file a disclosure statement setting out the above required information shall
result in immediate removal of the member from the applicable board.

I am broadening my community involvement following graduation from nursing school in
2021 . 1 am building my professional support system as a nurse by engaging with the
internal committees at UNC Health and becoming an active member of the NC Nurses
Association. So far, I have lobbied state representatives and reviewed scholarships for
nurses continuing their education on behalf of the NCNA. Equipped with the knowledge,
skills, and abilities of a nurse, I hope to find new opportunities to positively impact the
community.
Prior to nursing school, I had extensive engagement in the local food community. As
Assistant Manager and Food Outreach Coordinator for the Carrboro Farmers Market, I
served in capacities impacting public health and welfare. I worked with the Orange County
Partnership for Young Children to bring local produce into the Pre-K setting, and I
facilitated healthy food demonstrations and education with Orange County Cooperative
Extension, El Centro Hispano, and others. Additionally, I was a member of the Orange
County Food Policy Council and Co-Facilitator of the Food Access Workgroup to identify
gaps in our food system.

I am a nurse in the UNC Hillsborough ED with a MSN in Nursing. My experience and education
as a nurse, as well as rotations through nursing homes as a Nurse Aide, provide insight into the
function these facilities.

I want to serve on this board because I am interested in working upstream from the ED. I want to
gain an understanding of these facilities as well as be a patient advocate. We see patients from
these facilities in our ED, where they are removed from the facilities where they originate. I wish
to gain a more comprehensive understanding of this system of care by working on this
committee.
How would your particpation on this board contribute to the diversity of viewpoints?
I provide perspective as a practicing nurse in an ED with geriatric certification.

Please explain how your background, education and experience is relevant to this board
My background is in public service, food access, and healthcare. I began my career as an
AmeriCorps volunteer in a rural county in western North Carolina. I spent two years there
expanding the reach of the farmers markets, equipping the markets to accept SNAP benefits,
and supporting local farmers. I continued in the vein of public service and food systems by
similarly embedding myself in Orange County as the Assistant Manager and Food Outreach
Coordinator at the Carrboro Farmers Market. I built partnerships to expand the reach of the
farmers market to the greater community and bolster our access programs. During this time, I
also served on the Orange County Food Council and was co-facilitator of the Food Access
Working Group. While this work was tangential to public health, I saw nursing as a concrete
foundation which I could build an impactful career. I attended nursing school at The Johns
Hopkins School of Nursing, ultimately achieving a Masters of Science in Nursing AE" Entry into
Nursing degree. This degree enabled me to accept my current role as Clinical Nurse in the UNC
Hospitals Hillsborough Campus Emergency Department. This experience is critical to
understanding first-hand the experiences of the sick and vulnerable in our community. I believe
this background, education, and experience is relevant to service on the Board of Health.
Please explain your reasons for wanting to serve on this board
I hope to leverage my work at the bedside to impact policy and public health on a broader level. I
believe that serving on this board would compliment my work at the bedside, and I am excited to
re-engage with the Orange County community and contribute to its health and wellbeing.
How would your particpation on this board contribute to the diversity of viewpoints?
I have a variety of interests and experiences that would contribute to the board, and if I am not
mistaken, I would be the only practicing nurse on the Board of Health.

I currently serve as Secretary of the Orange County Board of Elections. I am very active
in various non-profit organizations, providing support in organizational development,
coalition building and sustainability. The most recent with the Board of Club Nova in
Carrboro. I have been asked to be a part of their advisory committees until I am appointed
officially in the summer. I mentor young adults attending college in personal development
and support them on their journey when I can. I am a global development consultant and
work with international organizations and governments as opportunities arise. I have a
growing attachment to this community and would welcome any volunteer opportunity to
serve.

I have over 25 years experience working with communities and special population groups
domestically and internationally. My career highlights include increasing awareness and
reducing alcohol and substance abuse, teen pregnancy, school dropout, and violence. I ve
assisted nongovernmental organizations and governments in strategic planning to address
critical needs in mental health services expansion, substance abuse services expansion, suicide
prevention, improving law enforcement response and even community policing relations, as well
as other social issues that contribute to public health.
I ve served with the Health Resources and Services Administration since 2010, providing consult
work in reviewing major grants addressing vital health and human needs. I have a keen
understanding of financial trends within government agencies and how it effects community
strategies.
I worked with the President s Task Force on 21st Century Policing in the Obama Administration

and contributed through conducting topic research and synthesized and analyzed thousands of
data from verbal and written testimony, contributing to the Presidents Report.
My education includes a Bachelors degree in management and organizational development,
MBA in Finance, and currently a PhD Candidate in Public Policy and Administration scheduled to
graduate in Spring of 2020.
Reasons for wanting to serve on this board:
I want to serve because I have a responsibility to further the work of human relations, as a
member of this community. I believe in empowering people and community groups to make a
difference and to ensure that opportunities for personal growth can be achieved. It is an honor
to serve my community and I believe my extensive experience in various social justice issues as
it often relates to public health and prevention, contributes insight into effective community
responses and strategies providing another voice at the table.
Contribution to the diversity of viewpoints on this board:
I bring with me 25 years of diverse experience in working with underserved and marginalized
population groups in the United States as well as internationally, bringing about awareness and
putting forth solutions that address equality and justice. I have also worked within depressed
regions with people who are underrepresented and have little resources. i.e. people with
disabilities, gender-based violence, alcohol and substance abuse prevention among youth,
community policing.

Background, education and experience relevant to this board:
I have served 25 years in the public health sector serving community interests in the following
areas: Rural Health; Substance abuse prevention and recovery; Gender-based violence;
community policing; human trafficking; suicide prevention; miscarriage, stillbirth, and newborn
baby death; food safety; and government and community relations. I earned a Ph.D. in Public
Policy and Administration; MBA in Finance, and a BS degree in Management and Organizational
Development. I have served in numerous capacities working internationally and domestically
alongside marginalized populations addressing critical issues within individual peers, family,
schools, and community domains. I served for over 20 years working with International, Federal,
state, local, and foundational and corporate grants either administering them directly, writing and
submissions, pre and post-award responsibilities, and as a peer-reviewer on national review
boards. I have a very broad perspective of public health and how decisions and policies impact
real people on the community level. I bring with me knowledge, experience, and particular skill
sets that would add to the positive work being accomplished in Orange County.
Reasons for wanting to serve on this board:
My reason for wanting to serve on the Board of Health is to be able to continue to contribute my
knowledge, experience, skills, and my hands-on dedication to people, so as to improve the
quality of life of those who reside in my community.
Contribution to the diversity of viewpoints on this board:
My contributions to the diversity of viewpoints would include my extensive experience
internationally and domestically working on the community level. My expertise within the public
health sector is community coalition building and sustainability and that also brings extensive
knowledge of how communities come together to solve problems and enhance their way of life
for the better. It is my hope that I can offer a unique perspective of problem-solving and
relationship-building vital to the success of our public health and individual health initiatives.

Please explain how your background, education and experience is relevant to this board
I am a board-certified specialist in dental public health. Earlier in my career I practiced dentistry
in neighborhood health centers in Boston. I am the Rozier Douglass Distinguished Professor of
Dental Public Health at the UNC Adams School of Dentistry and Gillings School of Global Public
Health. I am a former dean (2011-2016) of the UNC Adams School of Dentistry.
Please explain your reasons for wanting to serve on this board
I have served in leadership positions in national dental organizations and feel it is time to give
back to my community to improve the public s health and oral health. I have talked to other
dentists who have served on this and other NC County Boards of Health and they all say it is a
very worthwhile experience.
How would your particpation on this board contribute to the diversity of viewpoints?
Oral health is an often overlooked part of the body. However, research continues to show the
strong connections between oral health and other systemic conditions. My research over the
years has focused on disease prevention and oral health disparities, initially in children and more
recently in older adults (e.g., relationship between tooth loss and cognitive decline, loneliness

and social isolation). I have written about social determinants of health and am currently
engaged in a project that combines mobile dentistry with teledentistry.
