BACKGROUND: The file floor in the Forma0on Center and the main corridors on the first and third level of the RWHSC are badly in need of replacement. The rubber tile installed several years ago in other areas of the RWHSC has proven to be a good solution as it respects durability, safety, aesthetes and ease of maintenance. It is therefore recommended that the same application be carried out in these locations. The majority of existing tile in the Recreation Center contains non-friable asbestos. The file is in poc condition in some Instances and would not provide a good bass upon which to install the new rubber tile. A bid for removal and disposal of the existing the was solicited, as well as follow up air quality monitoring to ensure a clean environment after the abatement process was completed (bid 41266). Based on a preliminary assessment of potential bids and bidders, it became evident that splitting the bids into separate components would provide the most economical outcome. The combined dollar amount of all components does not reach the threshold for formal bidding and,therefore, Informal bids were solicited 0 accomplish the following work: 1. Purchase the rubber floor his (bid #1249) 2. Removal and abatement of existing asbestos composition tile in Recreation Center(bid #126( 3. Air quality monitoring ofashestos abatement (bid#1266) 4. Installation of the rubberfloor tle and cove base molding (bid#1262) x Bids were solicited from interested vendors as well as advertised on the Purchasing Department website. Pre-bid conferences were held for the installation and asbestos abatement portions of the project. The attached bid tabulations i aflecl the low bidders for each section of work to be as follows: 1. Installation of rubber floor tile and base molding (bid #1282), Fluor Masters, Burlington, NC - $28,250.00 As the scope of work in the Whined Building includes only removal of carpel and replacement with rubber tile, work can be scheduled to cause minimal dismption to the clients and employees. In order to minimize the possibility of damage to the new tile,the file replacement will be set to coincide with the completion of the HVAC replacement in that area. FINANCIAL IMPACT: Total cost of this action, H approved by the Board,would be $78,586.90. Sufficient funds are available in the Counlys current Long—Range Capital Plan, RECOMMENOATION(5): The Manager recommends that the Board award bids to the low bidders as identiFled above at a total cost of$78,586.90 for all phases; and authorize the Purchasing Director to execute the necessary paperwork.
