PURPOSE: To approve the expenditure of$6,000 in Master-Aging Plan funds earmarked to
develop and complete a senior housing needs assessment.
BACKGROUND: Of the top 20 Master Aging Plan's issues/objectives, three address the need
to ensure an adequate supply of senior housing. Goal IIB-a1 (ranked number 7) recommended
a county wide assessment of current senior housing and recommended needs projected
through the year 2020. An adequate supply of senior housing was prioritized as one of the top
issues to be funded for FY 2002, and $6,000 was act aside In the adopted Master Aging Plan.
Implementation of the pretest was postponed unfil staff could respond to the BOCC's inquiry as
to whether information on senior housing needs was already available from County housing
agencies, Jack Chestnut,Vice-Chair of the Orange County Advisory Boat on Aging,
investigated the matter because he was a member of the Orange County Affordable Housing
Board and a member of other local and state senior housing groups. Based on his research and
assistance from Tam Fikes, Director of Orange County Housing and Community Development,
it was determined that a special needs survey on senior housing (ownership and rental)did not
exist that covered all socioeconomic groups. The Orange County Affordable Housing Board
was presented the issue and, in light of the fact that the senior population will double by 2020,
recommended proceeding with goal II6-a1 at its meeting on February 12, 2002.
The attached Orange County Senior Housing Assessment Plan was approved by the Orange
County Advisory Boat on Aging on May 10, 2002. The plan would be implemented by the
Orange County Department on Aging with the assistance of Carol Woods Retirement
Community and the County Housing and Community Development Department. The plan
would cover all of Orange County including the mal areas.
The four project objectives are:
(1)Prepare an environmental seen of key information needed to help identify housing needs
for alder adults at present and in the future.
(2)Develop and implement the surrey that measures future housing needs of persons 55+
in Orange County.
(3)Compile and analyze data from the housing assessment Into a comprehensive report
with recommendations.
(4) Disseminate Information and recommendations developed from the Orange County
Senior Housing Assessment to include holding a"State of Senior Housing in Orange
County' Breakfast.
This funding request would cover all expenses of the project including employing a temporary,
part time graduate student from the DNC School of Social Work who would work from June,
2002 through May, 2003, providing approximately 1000 hours of we*for this project. The
graduate student wouM be under the supervision of Department on Aging Director and Vice-
Chair of the Aging Board,with consultation provided by the Director of the County's Housing
and Community Development Department
FINANCIAL IMPACT: The estimated cost to the County of carrying out the Senior Housing
Assessment Budget Is$6,000_ Carol Woods Retirement Community will provide in-kind office
space, a telephone and a computer for Ne graduate student and senior volunteers far the
survey phase. Adequate funds to cover the County's cost for this undertaking are available In
the FY 2001-02 operating budget and can be carded forward to cover project expenses in FY
2002-03.
RECOM1IMENOATION(S): The County Manager recommends that the Board approve the
expenditium of funds for the planning and implementation of the Senior Housing Assessment
Project beginning June, 2002.

proposed housing assessment will supplement the research completed by the Affordable Housing Board. The final senior bousirrg assessment
report will not only provide insight into the ant trusting issues,but will make Ermad rewmm®damns to governmental bodies,nm-pmfit
