Chapel Hill Fire Department Fund Balance Request PURPOSE: To approve budget, grant, and capital project ordinance amendments for fiscal year 2022-23. BACKGROUND: Economic Development 1. The Orange County Economic Development Department has received a $2,500 donation from the North Carolina Railroad. The purpose of this donation is to assist the County to market the rail-served industrial sites, totaling approximately 166 acres, which are located in the Buckhorn Economic Development District. This amendment provides for the receipt of these funds in the Article 46 Sales Tax Fund. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this item: • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. 2 Transportation Services 2. Transportation Services has received approval to utilize Federal Transit Administration (FTA) 5307 grant reimbursement funds to construct new bus shelters at the Orange County North Campus facility, Hillsborough Library and Fairview Community Center. These shelters will be funded with $100,000 in Metropolitan Planning Organization (MPO) funds and $25,000 in County funding. The County funding portion will be transferred from unspent operations budget in the Transportation Services Department. Criminal Justice Resource Department (CJRD) 3. The NC Department of Public Safety has awarded the Orange County Local Reentry Council (LRC) in CJRD new funds in the amount of $25,000. This is the second $25,000 legislative funding award toward this project. These direct funds have been deposited pursuant to a legislative mandate in NC Senate Bill 105. These funds are to be used to provide additional support services to LRC clients. Library Services 4. Orange County Library Services has received a donation for $6,573 from the Friends of the Carrboro Branch Library and the Town of Carrboro. These additional funds will be used to support staff attending an American Library Association conference to continue education on library services, inclusive programming, outreach efforts, as well as materials processing. This budget amendment provides for the receipt of these additional funds for the above stated purpose. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this item: • GOAL: CREATE A SAFE COMMUNITY The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity, substance abuse and domestic violence. • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY The fair treatment and meaningful involvement of all people regardless of race or color; religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background; age; military service; disability; and familial, residential or economic status. 4 Fire Districts 5. The Orange Grove Volunteer Fire Department has requested $75,000 to be drawn from the district's available, unassigned fund balance. The district will use these funds, along with $25,000 of the district's own reserve funds for vehicle replacement, to purchase an administration/incident command vehicle. The vehicle will allow for the district to meet the demands of its increasing call volume and service demands. With this appropriation, approximately $75,000 remains in the district's unassigned fund balance. This amendment increases the appropriation of Fund Balance in the Fire District Fund, outside the General Fund. (See Attachment 2.) 6. The Chapel Hill Fire Department has requested $12,000 to be drawn from the district's available, unassigned fund balance. These funds, along with other funds from the Town of Chapel Hill, will be used to outfit two new fire engines arriving this summer. With this appropriation, approximately $11,000 remains in the district's unassigned fund balance. This amendment increases the appropriation of Fund Balance in the Fire District Fund, outside the General Fund. (See Attachment 3.) SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this item: • GOAL: CREATE A SAFE COMMUNITY The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity, substance abuse and domestic violence. Fleet Services 7. One of the County ambulances was totaled in a motor vehicle accident in May 2022. The County's insurance policy will provide $240,458 to purchase a replacement vehicle. Some equipment, to include the LifePak heart monitor, stretcher, and stretcher power load, also sustained damages during the incident and are unable to be repaired and recertified by the vendor. These assets will need to be replaced as part of the upfit process for the new ambulance. In order to upfit the new ambulance, $159,951 from the County Capital Reserve Fund will be transferred to the County Capital Fund. FINANCIAL IMPACT: Financial impacts are included in the background information above. This budget amendment provides for the receipt of these additional funds in FY 2022-23 and increases the General Fund by$6,573, the Multi-year Grant Fund by$25,000, Fire District Funds by$87,000 the County Capital Fund by $525,409, and the Article 46 Fund by $2,500. In doing this, it is also our goal to protect our responders by operating safely and effectively at all times. We have identified the need for an administration/incident command vehicle to place into service for the department. We are currently using pickup truck style vehicles that are setup to respond to medical incidents in the district. As our call volume and service demand continues to increase,the needs to utilize these vehicles will also increase. In addition, we need to provide more transportation for our personnel for training and meeting attendance through-out the county and state. Currently, volunteer personnel are driving personal vehicles or take the emergency response vehicles out of the service area for these trips. Our estimate for purchasing the new vehicle and up fitting the existing medical pickup trucks is 100,000 dollars. This purchase would help meet the needs of providing safety for our responders and improve service to the community. In speaking with the county finance department, Orange Grove currently has a Fund Balance held with the county at 150,000 dollars. We would like to make a request for your consideration to withdraw 75,000 dollars from the Fund Balance and our department will make up the remaining 25,000 dollars through use of our vehicle fund savings account. Your assistance and support will help in addressing this issue both for our department and the community we serve. We are requesting these funds for the equipping of new fire apparatus with new equipment. The money, along with other funds from the Town of Chapel Hill budget, will be utilized to purchase equipment needed to outfit two new fire engines that will be arriving this summer. Please let me know what additional steps need to be taken on the part of the Town and our department to finalize this request.
