PURPOSE: To discuss and receive comment on the Orange County 2002 — 2003 Seconder
Road Improvement Progrem proposed by North Carolina Department of Transportation (NCDOT).
BACKGROUND: Chapter 136 .S of the General Statutes of North Carolina (NCGS) require,
that NCDOT meet with the Board of County Commissioners at a public meeting to present to am
discuss with the Wad and other citizens proposed secondary mad paving projects (Seconder
Road Improvement Program). NCDOT, in compliance with NCGS 136-04.8, has poste l in IN
county courthouse a county map showing tentative secondary road paving projects and he
published notice (see attached) of the public hearing in county newspapers (Me Mebam
Enterprise,The News of Orange and The Chapel Hill News).
The anticipated 2002 —2003 allocation for Orange County secondary made tobale $ 1,330,804. 1
includes Me following:
Paving Rural Unpaved Roads(11 mad segments-8.40 miles) $1,273,000
Contingency 57,804
Total $1,330,804
The anticipated 2002 — 2003 allocation represents a decrease of 18.7% from the 2001 — 200:
Orange County Secondary Road Improvement Program allocation.
FINANCIAL IMPACT: There is no direct financial impact associated with this item.
RECOMMENDATION(S): The Administration recommends that the Board hold the public hearing
to discuss and receive comments regarding the 2002 — 2003 Secondary Road Improvemen
Program for Orange County.

7:30 p.m. In the F. Gordon Battle Courtroom of the Orange County
Courthouse in Hillsborough, North Carolina to discuss with the Board
