Members present: Chairman Donald Stanford, Commissioners Harvey D. Bennett, Gordon Cleveland, Carl M. Smith and Henry S. Welker. Members absent: None The minutes of the June meetings were read by the Clerk and approved after certain corrections were made. Chairman Stanford read a letter from John W. Lesley, III, of Chapel Hill, N, C. Said letter contained the resignation of Mr. Lesley from the Chapel Hill x Planning Board. The following road petitions were submitted and the Clerk was requested to mail same to the State Highway Commission, 1. Road 1525 & 1543 2. Road 1956 Upon motion of Commissioner Bennett, seconded by Commissioner Walker, and unanimously adopted Hezekiah Dobson was appointed to fill the unexpired term of Don Lowe on the Carrboro Planning Board, The following Blind Aid Grants were presented by Jim Wight, Welfare Director. Chairman Stanford was authorized by the Board to sign some. 1. Callie Durham - revised 2. Ada B. Roberts - revised 3. Annie T. Vincent - revised Jim Wight, Welfare Director, informed the Board that the Public Assistance Budget for AFDC (Aid to Families of Dependent Children) as recommended by the State Welfare Board was based on twenty five (25) more recipients than the local Welfare Board's estimate. It was the opinion of the Welfare Director that the original estimate should be held with a provision to match expenditures in the event expenditures should run in excess to the proposed amount. The Board approved the position taken by the Welfare Board and the Welfare Director on this matter, Mr. Wight stated that Old Age Assistance and Aid to the Permpnently and Totally Disabled wore recommended by the State in the same amount as recommended by the local Welfare Board, R. J. Smith, Sr., Chairman of the A.B.C. Board and members of the A.B.C. Board along with Carl Parnell, the auditor, presented the annual audit for the A.B.C. Pro ram, To date the following 88183 were reported. Sold $1,868,000.00 Profits: 205,000.00. Chairman Smith estimated that for the fiscal year of 1964-1965 the A,B,C, Board would be able to turn over to the county $200,000.00 plus a bonus of $25,000.00. Chairman Smith stated also that due 'to the opening of stores in Alemance and Person Counties and a new store at Brogtown in Durham County the revenue realized by the Orange County System in the past years would be greatly decreased. Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, and unanimously adopted, the Welfare Director was authorized to make the grants of $300.00 each per year to Mrs. Vivian Foushee and Mrs, Sandra Sipp during their educational leave from the Orange County Welfare Department. A budget discussion ensued. the follow motion of Walker, Commissioner each Cleveland, fund, department and agency receiving monies from the Orange County budget for the 1963-1964 fiscal year is..authorizQd to spend one twelfth (1112) of their annual appropriation from the current budget pending the adoption.of a final budget. There being no further business to come before the Board the meeting was adjourned to most again on Wednesday, July 10th, for further budget study.
