Amy Cole would like a DOT representative to be present during the meeting added to the 17 minutes. Nish explained that he sent out invites to several representatives and they are not responding, 18 and Chuck Edwards was on vacation. Nish informed the group that he would reach out again and 19 provide update at the next meeting. Group had a discussion on vacancies 27 and townships. It was suggested that we discussed later to determine if we need a motion of district 28 representation. It was referenced that the County Commissioner was not concerned. We are currently 29 using the facts of the members geographic representation. Earlier it was area of interest that 30 determined the application process for members. Micheal made the motion to move the geographic 31 discussion to a later date. OUTBOARD POLICY AND PROCEDURES 36 Chair opened the floor for questions and discussions about the policy and procedures. The members 37 decided on 14 voting members, without alternates and each member shall represent demographic, 38 geographic, cultural, and professional characteristics, as follows: Seven (7) members, one from each 39 township: Seven (7) at-large members, with expertise or specific interests in as many of the following 40 areas as possible: Bicycle transportation, Pedestrian access, and safety, Public Transit, Environmental 41 issues, Economic Development, Planning and Public Health. 42 43 We updated the Date, Time, and Location of Regular Meetings as follows: Meetings are held on the third 44 Wednesday of the month. The start time and location of the meeting shall be included on the agenda 45 and shall typically be 6:30 p.m. at the Orange County West Campus Office Building located at 131 West 46 Margaret Lane, Hillsborough, North Carolina. 47 48 Made changes to Orientation as follows: Each member shall attend an orientation presented by the 49 Planning and Inspections department to familiarize the advisory board members with the operation of 50 County government, the Planning and Inspections department rules, and the operating procedures of the 51 advisory board. Each voting member will be encouraged to complete the orientation within six weeks of 52 his or her appointment. 53 54 No discussion was made about in person voting, it was suggested to say encouraged in person attendance. 55 After a long discussion about the outboard policies and procedures Micheal made the motion of all in 56 favor, all approved unanimously. 57 58 B. Non-STIP project Update 59 Chapel Hill received some spot safety funds for a cross walk at NC 86, MLK BLVD and Kritz Drive where 60 there have been multiple fatalities. It's a good demonstration of how spot safety can benefit. The 61 outboard has talked about safety and enhancing pedestrian experience. Additionally, the funds will 62 construct a concrete Median across walk, some of the flashing lights that are along; some sidewalk 63 construction for the other side of the street to fill in a little bit of the gap. The empty gas station is going 64 to redevelop and fill some of the gap and we believe the spot safety project will fill the rest of the gap at 65 least right by that intersection. 66 Stock program update on the Orange Grove Road from Patriots Point Drive to New Grady Brown school 67 road. Update is the school zone was added and speed reduced. Main priority for implementing Orange 68 County's new complete street and vision is zero policy. Help me understand what that is again? Update 69 the study went through a MSA. The study resulted in creating a school zone for the area and reducing 70 the speed in that area. The study also recommends more improvements to the road and access to the 2 DRAFT 71 school, but the funding is outside of the DOT budget. We are submitting a 57 project for improving 72 Orange County Road and modernizing the road with bike pad accommodations and adding to highway 73 to the complete street. The state and county complete streets both apply and once we explore funding 74 should be available. Last month we had a NCDOT meeting about implementation of the practice and 75 Nish presented how the county is trying to get into the sidewalk/ bike pad business. Orange County 76 adopted a complete street and vision zero policy for the county in October 2022. The resolution given 77 earlier involved three different funding sources and how we can fund them. One the Transit grant, the 78 5307 grants require a bus stop at them all around the bus stop. It would be done in the sidewalk city 79 through a 7-capital project, it's a reinforcement project to the Orange County that would manage and 80 organize the project and didn't get reimburse for grant funding. The transit tax that requires us the 81 update on the transit plan with the transit accesses project. By updating the transit plan, the transit tax 82 can help fund projects like the sidewalk and bike pad projects for transit access. So, transit tax can help 83 funds projects like sport complex and Home Depot for the bus stops and improvements to make the 84 transit grants. The Transit Tax funds can help fund projects to provide the local match for spot and bike 85 pad projects submissions and service transition block for the SBD 88 projects at the NGO, etc. 86 During the discussion about Patriots point and another location down Orange County closer to 40 87 overpasses, at that location the bus stop is not accessible for anybody right now. Is there another 88 source that we can look at for funding for accessibly reasons? Go Triangle has reached to up funded bus 89 stop, we would have to work with DOT. Has this been discussed at the lunching with DOT? We need 90 additional funding, and one suggestion is putting one of those temporary stop lights on the Oakdale 91 sections, so that cars can only travel in one direction at a time over that overpass which gives the 92 pedestrian the students access to much more of a wide birth to cross over, it would be a limited amount 93 of time. But if it is timed correctly, it would allow just that one way of transportation to go across or 94 something similar during those hours. Student have been hit on that overpass and we don't want 95 another accident to happen, so we need to do whatever we can to increase the safety that is an interim 96 measure. 97 The new Transportation Authorization Bill was created about two years ago. The bill started with State 98 Practice School Plan for funding. Last year funding was received, so the outboard should consider 99 revisiting the State Practice School Plan. 100 Question: So, you saying there is funding sources available again? Now that part of the school area 101 before was outside of that space. Orange County Transportation would have to research the new 102 program. Now it is considered non infrastructure, you can't build things, but you can encourage kids to 103 walk and bike. Orange had school plan, and it has not been touched because there have been incidents 104 after incident, we need the school board here to talk and educate us. We could consider having sheriff 105 department to consider supporting during the hours. They have the sheriff departments support 106 schools; however, the problem is kids are walking half a mile along Orange Grove were there are no 107 side walks over the pass and no space for pedestrians. 108 We could create a safety action plan like Graham County. The focus is safety, they implemented the 109 plan by doing subcommittees and workshops. They cover the west side of Orange County to address all 110 safety, and this involves all kinds of stakeholders/groups and the school. DCAC has received funding for 111 their safety action planning process. They are in the process of doing a scoping of the plan, action, and 3 DRAFT 112 implementation, because of the urban areas of Orange County and Durham. This is a long-term process 113 to help address the safety concerns. 114 DOT does not want to put a light at the intersection, I would still like to encourage them to do an 115 evaluation of the area and a feasibility study to determine the possible location of where the light 116 should be placed during certain hours, and they could track the account. Orange County will submit a 117 spot safety request for the intersection, rely on their data and contact the sheriff office for additionally 118 data. 119 On Franklin Street project, where they created the bike lanes, there was a fatality where a guy ran into 120 an open door. So as part of the street design they put in vertical elastic. Would like to ask Chuck Edwards 121 that question, why couldn't DOT do that on the white stripe on the bridge that denotes the travel light 122 because the other side of that looks like there's 3 feet. It's low cost and it would help give drivers and 123 pedestrians a visual they don't currently have. Was Orange County the Franklin Street project a 124 highway project, called the road diet? During the normal resurfacing, we worked with DOT for a new 125 pavement marking. We worked with DOT to do a traffic analysis to show that the paint would move 126 narrower and cut down a couple of lanes. I think the vertical delineators. The white posts were paid for 127 and maintained by Chapel Hill. When they get knocked down, we put them back up. We've got a stock of 128 them in our warehouse for the project. Franklin street was a resurfacing. Yes, however we have had a 129 little bit of success with getting DOT to allow us to put in some of those vertical delineators, but it does 130 cost the local government, it's something that's worth exploring. Its not the most expensive thing in the 131 world, but you do have to buy them, and you do have to have folks who can put them in the ground, 132 which I think is where the county kind has a little bit of a leg behind the towns. The town has Public 133 Works department that is used to maintain and pave our streets in Chapel Hill and the county doesn't 134 have the history of maintaining streets. So, that's a skill that would have to be added or added to 135 existing towns. Orange County does not have funding mechanism for transportation. Could Orange 136 County and Chapel Hill work together and Orange County do contract with Chapel Hill? Or Could the 137 School Board get involved? Chapel Hill could ask and see. Could you provide the cost of Chapel Hills cost 138 of the delineators? Chapel Hill would provide Orange County follow up email regarding the cost. 139 140 Another item from the DOT is called the ninth of vitamin, highway maintenance improvement program 141 in Hillsborough. The HMIP is a 4-year plan updated every year, it's the roads being resurfaced. DOT has 142 maintenance improvement list and anytime Orange Grove is on that list we will have contact DOT. 143 Orange County will work the resurfacing the bill and cost and see what other opportunities we can 144 provide and work with the team. 145 146 Topics for new meeting: 1. Resident Nash Street wants to create an arboretum and they have drafted a 147 resolution. They would like to come to the August meeting and talk about the arboretum that connects 148 on the E trail and get local support improving the residential community. 2. Two studies, planning 149 projects the require online access that will run locally. 150 4 DRAFT 151 Where is the highway 70 projects?The consult is working to do some alternative designs. Engineering is 152 developing recommendations to provide several alternatives. Subject: Transportation Multimodal Plan and Short Range Transit Plan Attachment: TMP Scope SRTP Scope PURPOSE: To provide comments on the Orange County Transportation Multimodal Plan (TMP) and Short Range Transit Plan (SRTP). BACKGROUND: Orange County Transportation Services (OCTS) seeks to conduct two planning projects: Orange County Transportation Multimodal Plan (TMP) and Short Range Transit Plan (SRTP). Both projects are programed in the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) Fiscal Year 2024 Unified Planning Work Program. DCHC MPO and North Carolina Department of Transportation (NCDOT) requests Orange County procure the contracts and manage the projects. DCHC MPO will reimburse the County 80% ($280,000). Summary of both projects is identified below. • Orange County Transportation Multimodal Plan (Attachment 1): $150,000 - Consolidates all Orange County transportation plans, programs, policies and projects into a single document and map, with member jurisdiction participation and public engagement. Plan will include transportation performance matrix to assist in determining County transportation priorities, funding to achieve County objectives and recommendation necessary to realize County's transportation goals. • Short Range Transit Plan (Attachment 2): $230,000 - Five to ten year fiscally constrained plan for Orange County specific transit projects and programs. It takes into consideration all transit funding opportunities (e.g. grants, transit tax, local funds, etc.) and possible improvements to the County's transit system. Local towns will participate in the planning process for a coordinated, collaborative, and comprehensive transit plan. A Request for Letter of Interest review committee selected WSP USA, Inc., an international architecture, engineering and geospatial (AEG) firm to conduct the Transportation Multimodal Plan to be completed by June 2024. While Nelson Nyggard was selected to write the Short Range Transit Plan to be completed by June 2025. The cost of these contracts requires approval by the Board of County Commissioners. FINANCIAL IMPACT: There is no financial impact to the County. OCTS is conducting this update in-house through department resources and being reimbursed by DCHC MPO through federal planning funds. WSP concluded the Comprehensive Transportation Plan for the Town of Wake Forest in 2019.At the onset,our team and the technical review committee formulated a vision,goals,and objectives for the project.For the development of the transportation plan,our team started by analyzing the existing and future populations and employment,commute and other travel patterns,existing plans and studies in the area,existing,planned,and funded transportation network, and traffic and safety data. During this review,we realized that the official future population and employment projections in the ETJ of Wake Forest have been severely undercounted.We recalculated the population and employment data in each TAZ in a workshop with the Town based on the ongoing and planned development projects,and available area for future development.This change had a significant impact on the future traffic volumes and patterns,which led to more informed decision making along the project. The project also included two rounds of public engagement,one at the onset to solicit comments about existing concerns and desired outcomes,and another after development of multi-modal recommendations.Our team developed recommendations for roadway improvements,new roadway alignments,intersection improvements, bicycle and pedestrian network,and transit.We also developed short-and long-term recommendations for six hotspot intersections spread across the study area. We prepared the final report using ESRI's StoryMaps platform;an interactive,easy-to-use,web-based tool which uses text,maps,videos,and other graphics to make reports more useful for the community,stakeholders,and the Town staff.The report was designed such that each recommendation type was readily identifiable as a pop-up on the map. Our team received several accolades from the Town staff,the planning board,and the board of commissioners for this innovative approach to report-writing.The report format has since been revised by the new Town staff using the latest version of StoryMaps.Many details from the original StoryMaps report have been transferred to a PDF based report. Our team formulated a methodology of estimating the future population and travel demand by creating granular TAZs in the study area based on the current roadway network.Using the future land use plan,parcel data,environmental data,travel demand model,and Streetlight Data,we identified the number and tentative locations of`access points'for each TAZ where future travel patterns may necessitate collector street access. A steering committee comprised of members from the public,NCDOT,and developer groups was continuously engaged throughout the project in addition to solicitation of public comments using online and paper surveys.The roadway sections stipulated by the plan ensured incorporation of bicycle and pedestrian infrastructure as an integral part of the collector street network.As a result of this exercise,instead of deterministic lines on the map denoting the location of future collector streets,we developed a probabilistic corridor for each collector street to provide enough opportunity to the developers and the Town staff to route the collector streets in the upcoming developments to their optimum benefit. The plan achieved the overall goal of the County to significantly reduce the total length of the planned collector streets from the previous plan by 75%,change the deterministic nature,and simplify multiple roadway sections in the previous streets plan.StoryMaps website was used for public and stakeholder engagement and as a final project website. Within the 2045 LRTP,all urban MPO widening projects and intersection projects,as well as all rural RPO widening projects and intersection projects,were put through a project prioritization scoring,developed by our team member High Street.In working together on the LRTP update,a project prioritization tool was developed that automates the project evaluation scoring process to develop CMCOG's Staged Improvement Program.Project ratings were determined for each identified data-driven criterion.The criteria were established to achieve CMCOG's strategic priorities and improve alignment with SCDOT plans.The criteria included considerations for project impact on infrastructure condition,safety risk reduction,mobility improvements,emissions reductions,transit impacts,and economic benefits. Criteria were diversified to be representative of geographic regions within the CMCOG planning area. A key component of the CMCOG and COATS 2045 LRTP is a Bicycle&Pedestrian chapter focused on understanding barriers to biking and walking across the region,identifying areas of safety concerns,coordinating with existing bicycle and pedestrian plans,developing recommendations for bicycle and pedestrian projects,programs,and policies,and prioritizing projects based on a set of criteria. Additionally,WSP updated the Congestion Management Plan(CMP)for the MPO urbanized area.The CMP used performance measures to characterize current and future travel conditions,track progress toward meeting regional objectives,identify locations of congestion,assess the effectiveness of congestion mitigation strategies,and to communicate system performance.The CMP included a congestion mitigation toolbox that provides a hierarchical methodology for congestion mitigation that begins with the most cost effective and efficient strategies and ends with the most cost prohibitive and intrusive strategies. WSP is conducting a corridor study of the US 401 corridor from Banks Road in southern Wake County to NC 210 in Lillington in Harnett County.The study also included evaluating alignment alternatives for the proposed US 401 Bypass around Fuquay-Varina.The goal of the study is to recommend multi-modal improvements along the existing US 401 such that they could be broken down into individual projects and prioritized into short-,medium-,and long- term projects to be included in the NCDOT SPOT prioritization process.This required sub-dividing the segments into sub-segments to provide comprehensive recommendations for bicycle-pedestrian facilities,transit improvements, roadway,railroad safety and land-use. Another major goal of the study is to explore different alignment and cross-section alternatives for US 401 Bypass and provide a planning-level final alignment that addresses the mobility concerns of the high-growth areas in southern and eastern Fuquay-Varina.The travel patterns of the vehicles using the Bypass were examined using Select Link Analysis.The Bypass was divided into three sub-segments and five to six alignment alternatives were created for each sub-segment.One alternative in each sub-section used existing roads,and another used the MTP alignment. The remaining alternatives were created considering the property boundaries,developed parcels,minimal footprint on hydrology and other local concerns.Public input was sought to obtain insights on tradeoffs between property, environmental,agricultural,and cost impacts;and each alignment was ranked based on the combined weights of each tradeoff calculated using more than 1000 public comments and additional stakeholder inputs.Our team developed and maintained a StoryMaps-based project website to communicate with the members of the public. WSP will work with the CTT to identify evaluation criteria for which specific projects can be scored against.Our team will strive to develop the criteria and matrix that can be evaluated easily without the need of intensive calculations and complex GIS operations. Wake BRT: Rapid Bus Extensions, Wake County, NC (2021-Ongoing) Contact: Shelby Powell,Deputy Director,919-996-4393,Shelby.Powell@campo-nc.us The voter-approved Wake Transit Plan laid the groundwork for expanding transit service throughout Wake County, NC. One of the key elements of the plan was to implement four different bus rapid transit(BRT)corridors radiating from downtown Raleigh. A Major Investment Study(MIS)and subsequent project development processes have helped define and move several corridors closer to construction and completion. This study analyzes how to best position the region for extending two of the original Wake BRT routes, including assessing the tradeoffs associated with each extension option and defining when such an extension is warranted. Nelson\Nygaard is leading the effort to develop a reasonable set of conceptual alternatives and define evaluation criteria and metrics that will lead to informed recommendations for future Rapid Bus and BRT investment. To get there,we've conducted an inclusive public engagement campaign that both educates the public about Rapid Bus and BRT and their significance to the region, as well as collects feedback about the community's vision and priorities. Our work has included analyzing the travel market, conducting a high-level environmental review, identifying and evaluating alignment alternatives,and recommending an alternative. We are working to finalize the operating, capital,and implementation plan of these corridors. Each SRTP set the strategic direction for the transit system's development over the next five years in terms of an operating and capital improvement plan. The Cape Fear Public Transportation Authority's Director of Planning and Development called the plan,"a significant contribution to improving the quality of life for the residents of southeastern North Carolina."After successfully implementing the 2013 SRTP, Wave transit hired the combined team of Nelson/Nygaard and AJM and Associates in 2018 to develop a new SRTP and build on the past plan's success. The planning process combined extensive outreach with a thorough analysis of market demand and existing transit services. The SRTP used these inputs to create a practical set of transit improvements to be implemented from 2018 through 2023. This has helped Wave Transit keep pace and support the growing Cape Fear region. Most recently, Nelson\Nygaard and P3 were hired by Wave Transit to develop their 2024 SRTP. This ongoing project will provide a path for Wave Transit to improve transit services within an uncertain funding environment, through data-driven analyses and in-depth community and stakeholder outreach. Chapel Hill Transit SRTP and Financial Sustainability Plan (2013-2022) Contact: Nick Pittman,Transit Planning Manager,919-969-4958,chtransit@townofchapelhill.org Chapel Hill Transit(CHT), providing over seven million rides per year, CHT serves the communities of Chapel Hill, Carrboro, and the University of North Carolina at Chapel Hill(UNC). The two towns and the university share annual operating and capital costs associated with CHT on a contractual basis. As part of the plan, Nelson\Nygaard looked at a variety of methods for generating revenue and reducing expenses to improve CHT's overall financial outlook, including operational efficiencies, service contracting, bus size and alternative fuels, university partnership models, and the revenue impacts of re-instituting fares. This plan also included an in-depth assessment of the ridership characteristics of existing bus routes. A public process and surveys were conducted to understand priorities for service improvements. Three different service options were developed to address mobility concerns and presented to the public, leading to a preferred alternative that included additional weekend service, reduces overlapping services, and provides more frequency in key corridors—all within existing budget levels. Nelson\Nygaard also performed a reliability and scheduling analysis of the recommendations, developed relevant performance measures,and conducted a 2019 update of the agency's Capital Plan. CHT implemented service recommendations in August 2020. CAT 2020 Network Redesign, Harrisburg, PA (2019-2022) Contact: DeRon Jordan,Transit Planner,717-233-5657 x5157,djordan@cattransit.com Capital Area Transit(CAT)operates local and commuter bus service in Harrisburg and neighboring communities. Faced with declining ridership and a 24% deficit in their operating budget, CAT needed to make major changes to meet this significant budget shortfall. However, CAT also seized this challenge as an opportunity to rethink their existing system and better match transit service with current passenger needs and changing travel behavior. The Nelson\Nygaard team conducted a detailed analysis of existing conditions and worked closely with regional stakeholders and the public to identify major challenges and opportunities for transit service in both urban and rural communities. The resulting recommended plan included a redesigned network that can be deployed immediately, as well as two"expansion" phases that can each be implemented as resources become available. The immediate cost-saving recommendations included a redesign of the existing network that added new crosstown connections, streamlining of confusing routes, better connections for riders to regional destinations, and new Sunday service for the first time in CAT's history. The Nelson\Nygaard team also identified areas where other types of service, such as microtransit and vanpools, could better serve riders while making more effective use of operating dollars. The SRTP identified six potential on-demand zones on the periphery of the city where fixed- route ridership and residential density are low but where mobility needs of the community remain high. The purpose of the Microtransit Planning Study was to investigate service scenarios and provide recommendations for three of these zones. Nelson\Nygaard developed goals and objectives for the potential microtransit services. A market review of each zone identified key activity centers, existing fixed-route ridership, and populations with higher transit propensity. Service design concepts and delivery models were identified for each zone and evaluated for how well they met the client's goals and objectives. By identifying the tradeoffs between different operator models and geographic zones,we developed both a service implementation strategy and evaluation plan. P3 managed the development of two BRT systemwide virtual open houses which provided information to residents and stakeholders on all four BRT corridors. Building upon the 2018 Short Range Transit Plan and the 2022 Orange County Transit Plan Update,this SRTP effort will identify gaps and opportunities for transit service in Orange County, develop and refine strategies to address these gaps, and create an implementation plan that maximizes public benefits out of limited funding. The SRTP will be conducted in collaboration with stakeholders,transit riders, and the general public,with recognition that partnerships with the regions'other transit providers are crucial to the success of transit in Orange County. By land area, most of Orange County's service area is very low density; much of the county does not have the population or employment density to support fixed-route transit. Yet, individuals in these areas both have mobility needs and contribute to the Orange County transit tax. Nelson\Nygaard understands that balancing the competing goals of transit access and frequencywill be a key goal of this project's effort.There are opportunities to improve ridership on existing services that serve areas with higher concentrations of jobs and populations. We will also explore policy requirements such as the timeframe of fleet electrification goals. After determining the funding and policy constraints for each time horizon, Nelson\Nygaard will hold a workshop with the CTT to use the prioritized strategy list to align specific projects to each time period,taking into consideration how different projects may be complementary and need to be implemented at the same time. BACKGROUND: The North Carolina Department of Transportation (NCDOT) Division 7 is beginning the project development, environmental, and engineering studies for State Transportation Improvement Program (STIP) Project Number B-6037, Replacement of Bridge No. 670049 on NC 86 over Norfolk Southern Railroad in Orange County, NC. The project is included in NCDOT's 2020-2029 STIP and is currently scheduled for right of way and construction in Fiscal Years 2024 and 2025, respectively. The attached figures show the vicinity and study area maps for the proposed project. NCDOT has agreed to fund and construct sidewalks on both sides of the new bridge and additional sidewalk north of it, connecting it to the existing sidewalks at Home Depo and future Aldi. In order for the state to accomplish this, it requests a standards sidewalk maintenance agreement with the County for its maintenance. OCTS updated the standard agreement with County's legal and Asset Management Services, in context of the current project and present attachment 1 for Board of County Commissioner (BOCC). Sidewalk maintenance agreements like these have been in place for almost a decade, with Counties like Durham, Jackson and Pender paying little to nothing for their maintenance. OCTS seeks this sidewalk maintenance agreement as a means of implementing the County's Complete Street and Vision Zero Policies, and support the state's efforts to do the same. STIP B-6037 (attachment 2) is the state's investment in the County, including the sidewalks on the bridge connected to the existing network north of it. NCDOT Participating in FHWA's State Transportation Innovation Councils NCDOT is participating in FHWA's STIC (State Transportation Innovation Councils) program which allows each state transportation community to evaluate and deploy innovations that best fit their program needs and put the innovations into practice quickly. This program will assist in the research and deployment of low cost, temporary bicycle and pedes- trian countermeasures related to FHWA's Safe Transportation for Every Pedestrian (STEP) pro- gram. The project will identify the necessary process steps for launching such a program with local stakeholders (including schedule, cost, logistics) to support the success of future programs, or the possibility of dedicated funding to establish a countermeasure program in coordination with Divi- sion resurfacing schedules. This project will form the foundation for future deployment work with regard to bicycle and pedestrian countermeasures. The lead for this project is Edward Johnson at IMD. Appointments will only be available in the mornings through the 11 a.m. hour and can be booked at skiptheline.ncdot.gov. Even with this change, walk-in customers may still have the opportunity for morning-hour service if there is time between scheduled appointments or if a customer does not appear for a scheduled appointment. Estimated Office Wait Time to be Available Online Soon As appointment scheduling shifts toward more walk-ins, a new feature will soon be available on the NCDMV office locations webpage to show the public the current estimated wait time at driver license offic- es. This will allow customers to see the current estimated wait time at different locations so they can make the best decision on which office to go to, or whether they want to try again another day. Saturday Hours Begin June 3 As in years past, NCDMV is preparing to offer Saturday hours at 16 locations this summer during its peak season. These offices will open from 8 a.m. to noon on Saturdays from June 3 to Aug. 26: Asheville, Charlotte-University City, Charlotte South, Fayetteville West, Greensboro East, Greensboro West, Green- ville, Hudson, Huntersville, Jacksonville, Monroe, Morganton, Raleigh North, Raleigh West, Wilmington South, and Winston-Salem South. System Wide Ride Free 5.26.2023 As PART's Route 10 Randolph County Express service expansion approaches one year in August of this year, we will celebrate with a System Wide Ride Free All Day event on May 26th. This planning group comes together with a collective understanding that some people who want to attend classes or work at their institutions need transportation options.They are also aware that their communities want environmentally friendly options.This team has also voiced a common interest that more parking lots and parking decks will not solve their ongoing transportation needs—for economic and environmental reasons. The goal is, that this collaboration will encourage dialogue that creates change in the way institutions of higher learning approach transportation demands.Through sharing what has worked and what has not, these TDM professionals will build on each other's strengths with a goal to effect change beyond individual campuses and into the greater Piedmont Triad Region.
