This match continues to SPOT 7. 34 • Nish further explained due to SPOT 6 cancelation, staff is not recommending any new projects. Staff 35 seeks to continue with the same transportation priorities used in SPOT 6. 36 • Amy Cole asked timeline perspective of Spot 7.0 Project. 37 • Nish explained that the new STIP is being adopted by Board of Transportation this spring, same time 38 SPOT 7 is scheduled to start at the MPO/RPO and state. Local jurisdictions need to complete their 39 local process this quarter or early spring. 40 • Orange County continues to coordinate with local jurisdictions to ensure we coordinate and 41 collaborate on our transportation priorities. 42 • Motion by Art Menius to approve spot 7.0 project 43 • Second by Amy Cole 44 • Approved Unanimously 45 46 47 1 DRAFT 48 49 AGENDA ITEM 6:NON-STATE TRANSPORTATION IMPROVEMENT PROJECTS 50 PRESENTED BY NISH TRIVEDI 51 • Amy mentioned looking into the intersection of Davis road& Ode Turner Road due to vision issues 52 • This project will be added to the on-going project list 53 • Bike lane at old hwy86/farmhouse road to Dairyland Road—what is the hold up on moving forward 54 with this project; Carrboro must implement the project so county is waiting on them to get started. 55 • Nish explained Orange County worked with Carrboro on updating their Bike Plan update, we continue 56 to work with them as they seek to make improvements in this area. Orange County can only shape the 57 area west of Calvander intersection and along Dairyland Road only, rest is primarily up to Carrboro. 58 59 AGENDA ITEM 7: CONGESTION MANAGEMENT&AIR QUALITY/CARBON REDUCTION 60 PRESENTED BY NISH TRIVEDI 61 • Nish explained this is a transit specific project and we are seeking to get more Mobility-on-Demand 62 (MOD). Subject: FTA 5307 Direct Recipient Attachment: 1. Authorizing Resolution 2. Opinion of Legal Counsel PURPOSE:To consider a resolution authorizing the Orange County Transportation Service (OCTS) to file applications with the Federal Transit Administration (FTA) to become direct recipients of 5307 Grants. BACKGROUND: OCTS is currently coordinating with the FTA to become a direct recipient of 5307 urbanized formula grants within the Burlington and Durham Metropolitan Planning Organizations (MPOs). OCTS is currently a sub-recipient of through the North Carolina Department of Transportation (NCDOT) who administers and oversees the department's use of the funds. By becoming direct recipients, OCTS will be responsible for grant compliance and reporting requirements attached to the funds. Each decennial census, a greater portion of OCTS service area is encompassed by both the MPOs In order for the department to retain its current level of 5307 grant funding and possibly eligible for more in the future, OCTS must position itself to become a direct recipient. The department is eligible for projects it plans to undertake within MPOs as approved in the 2022 Transit Plan and upcoming Short Range Transit Plan. Authorizing Resolution and Legal Counsel: FTA requires an updated authorizing resolution (Attachment 1) approved by the Board of County Commissioners (BOCC) and Opinion of Legal Counsel (Attachment 2) in order for OCTS to act on the County's behalf. BOCC previously approved the authorizing resolution in 2015. FINANCIAL IMPACT: FTA 5307 grants are formula based and allocated according to MPO Board approved formulas. Orange County receives 4% (estimated $130,000/annually) of Burlington- Graham MPO's and 2.8% (estimated $270,000/annually) of Durham-Chapel Hill-Carrboro MPO's allocation. County is obligated to provide 20% of the local match in order to receive the allocation. County's percentage of MPO allocation increases as its transit service and population in the urbanized area increases, outside Chapel Hill Transit service area. ENVIRONMENTAL IMPACT:The following Orange County Environmental Goal is applicable to this item: • CLEAN OR AVOIDED TRANSPORTATION Implement programs that monitor and improve local and regional air quality by: 1) promoting public transportation options; 2) decreasing dependence on single-occupancy vehicles, and 3) otherwise minimizing the need for travel.
