Subject: Orange County Transportation Priorities for SPOT 7.0 Attachment: 1. TARPO MPO—OC Priority List 2. DCHC MPO—OC Priority List 3. BG MPO—OC Priority List PURPOSE: Recommend Board of County Commissioners (BOCC) approve the Orange County Transportation Priorities for Strategic Prioritization of Transportation (SPOT) process. BACKGROUND: Biennially, the North Carolina Board of Transportation (BOT) adopts a ten year Statewide Transportation Improvement Program (STIP) that funds and schedules transportation projects throughout the state for all modes. The STIP implements Metropolitan and Rural Planning Organizations (MPO/RPO) adopted Comprehensive Transportation Plan (CTP) and Metropolitan Transportation Plan (MTP). The CTP and MTP are used by MPO/RPO to determine which projects are submitted for considered in the STIP using the Strategic Prioritization of Transportation (SPOT) process. SPOT P7.0 Schedule and Process Between spring and fall 2023 MPO/RPOs across the state will submit their limited number of projects — based on their population and total centerline miles —to North Carolina Department of Transportation (NCDOT) for inclusion in SPOT 7.0. These projects must be approved by their respective Boards prior to submission to the MPO/RPO for their consideration. Orange County process requires the BOCC approve the list of County transportation priorities prior to submission to respective MPO/RPO. Each MPO/RPO has their own unique process for determining which limited number of projects they submit to NCDOT. • DCHC MPO will only submit projects listed in the adopted MTP • TARPO uses a subcommittee for SPOT 7 project selection • BG MPO uses a multi-criteria process to determine which projects to submit Before MPO/RPO Boards approve the projects for submission, they will conduct a 30 day public comment period and public hearing. SPOT P7.0 Proiect List OCTS staff is recommending Orange County transportation priorities be updated so that projects may compete better. These changes are provided in Attachments 1 - 3. Many Orange County transportation priorities are carried forward, these are in Green. New priorities are recommended in Orange. • Due to Cancellation of SPOT 6, Staff recommends same priorities as previously submitted. • Staff recommending removal of independent bike/ped projects per State Transportation Investment law North Carolina General Statutes § 136-189.11 (d).(3).c.- 600 Hwy 86 N - Hillsborough, North Carolina 27278 Phone (919) 245-2008 - Fax(919) 732-2137 orangecountync.gov/transportation o "The Department shall not provide financial support for independent bicycle and pedestrian improvement projects." • Independent bike/ped projects can be pursued through Federal Surface Transportation Block Grant Direct Allocation (SDBGDA) which is part of STIP. They require 20% local match and local administration. • Staff recommends adding Old NC-86, NC-86, US-70 and NC-54 as County Priorities for SPOT and other funding opportunities TRANPORTATION ADVISORY SERVICE (TAS): TAS met Thursday, January 26, at 10:30 am. Their action will be provided at the meeting. FINANCIAL IMPACT: There is no immediate financial impact associated with this item. However, should County seek any bicycle or pedestrian projects, it will be required to provide 20 percent local match for the project's overall cost. It will also be obligated to provide local administration in addition to the local match. All bike and pedestrian projects will require a resolution or letter of commitment from Orange County indicating the County will provide the local match and administration if any such projects are selected for funding. This will be choreographed with the County's budget process. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this agenda item: Goal: Establish Sustainable and Equitable Land-Use and Environmental Policies The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter,food, clothing and medical care for themselves and their dependents. ENVIRONMENTAL IMPACT:The following Orange County Environmental Goal is applicable to this item: Implement programs that monitor and improve local and regional air quality by promoting public transportation options and incentives within the County that increase connectivity and decrease dependence on personal vehicles, and by selecting alternative fuel and low emission fuels/vehicles for the County"s vehicle fleet. BACKGROUND: The CMAQ program was implemented to support surface transportation projects and other related efforts that contribute air quality improvements and provide congestion relief. The program is jointly administered by Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), and funds are made available through the North Carolina Department of Transportation (NCDOT) and applications are facilitated by the Metropolitan Planning Organizations (MPOs). Under the Moving Ahead for Progress in the 21st Century Act (MAP-21), funds are provided to areas in nonattainment or maintenance for ozone, carbon monoxide, and/or particulate matter. Orange County is classified as an area in Maintenance. CMAQ funds require a state or local match. The typical split between federal and project sponsor is 80 percent Federal, 20 percent State and/or local match. For this grant, Orange County contributed a 20 percent local match. The Bi-Partisan Infrastructure Bill (BIL) established the Carbon Reduction Program (CRP).The U.S. Department of Transportation (DOT) must establish a carbon reduction formula program for states to reduce transportation emissions. Eligible state funding activities include truck stop electrification, diesel engine retrofits, vehicle-to-infrastructure communications equipment, public transportation, port electrification, and deployment of alternative fuel vehicles, including charging or fueling infrastructure and the purchase or lease of zero emission vehicles. Governor's Highway Safety Program is accepting grant applications to fund programs aimed at preventing traffic deaths and injuries on North Carolina roads. This effort was led by Representative Hugh Blackwell/Burke County and the Great Trails State Coalition. The bill makes law recognizing and celebrating North Carolina's comprehensive network of public trails (on land and in water and greenways constructed and managed by local, State, and federal agencies and non- profit partners. Trails and greenways are a vital part of community infrastructure, providing significant health, economic, and transportation benefits, and are the cornerstone of North Carolina's $11.8 billion outdoor recreation industry. Working collaboratively with NC State Parks, the NC Department of Transportation, and other partners across the state, the Great Trails State Coalition has developed an informative and engaging campaign that will reach all of North Carolina through multiple communication channels, including social media, ad- vertising, events, and newsletters, delivering content and stories about the positive impacts of trails in communities across the state. The campaign aims to inspire people of all ages, abilities, and backgrounds to use trails, boost outdoor recreation tourism, advance inclusion and diversity on trails, promote safe and responsible use of trails, and recognize the contributions of volunteers in building and maintaining trails. Department of Transportation proactively plans for winter weather and has crews ready to clear roads, but driving during and after rain, ice or snow can still be dangerous. Although the guidelines on this page can help prevent a wreck, the only way to be certain is to stay off the roads. Before Driving • Be sure your vehicle is running well and equipped properly for driving on potentially dangerous roads. • You should have a supply kit that includes an ice scraper, snow brush, extra windshield wiper fluid and anti-freeze and a basic automotive tool kit that includes jumper cables and flares. • Have a supply kit in your trunk in case you get stranded. Include a flashlight, first-aid kit, blanket, shov- el, sand (to give tires traction), non-perishable snacks and drinking water and safety flares. You might want to include other items based on your personal needs. • Be sure you have at least a half-tank of gas in your vehicle (short commutes can turn into long ones when a storm hits) and a full reservoir of windshield washer fluid. Venturing Out First, don't go out unless you absolutely have to. If you must: • Slow down and maintain a safe following distance between you and other vehicles. Pass with extreme caution. Excessive speed is the No. 1 cause of wrecks in winter weather. • Do not use cruise control. • Approach bridges and overpasses with extreme caution since they accumulate ice first. Do not apply your brakes while on a bridge. • Come to a complete stop or yield the right of way when approaching an intersection where traffic lights are out. Treat this scenario as a four-way stop. • Clear as much as possible snow and ice from your vehicle — from the windows, mirrors, roof, hood, trunk, bumper, headlights and tail lights — of snow and ice to keep it from blowing off and obscuring your view or hitting other drivers' vehicles. • Drive smoothly, without sudden accelerating, braking or turning. Black Ice • Appearing as wet spots on a road, black ice is often the result of melting ice and snow that refreezes in- to thin layers. • Although NCDOT does its best to treat areas that are prone to black ice, it is unpredictable, and most of the time, drivers aren't aware of it until it's too late. • Don't drive unless you absolutely have to do so. The safest way to avoid black ice is to stay off the roads • If you do have to drive, do so at a slow speed and leave plenty of space between you and the vehicle in front of you. If You Start to Slide • Don't panic. • Avoid using your brakes, if possible. If you have to, use them gently. (Apply gentle, steady pressure to anti-lock brakes. For standard, brakes that are not anti-lock, pump the brake pedal gently to avoid locking up). • Wait for your vehicle to slow down enough to regain traction before gently accelerating. • For rear-wheel skids, turn the steering wheel in the direction your rear wheels are headed. Instead of fo- cusing on what your vehicle might be headed toward, focus on getting out of the skid. • For front-wheel skids, shift into neutral and don't try to steer immediately. When your vehicle begins to slow down, steer in the direction that you want your vehicle to go. Then, put the vehicle into gear and gently accelerate. • If you begin to slide, take your foot off the gas and turn the steering wheel in the direction of the slide. Ap- plying the brakes will cause you to further lose control of your vehicle. If You Get Stuck • Don't spin your wheels (doing so will only dig you in deeper). Instead, turn them from side to side to help clear snow, and then turn the steering wheel so the tires are as straight as possible. • Use a shovel to clear the snow in front of and behind your tires. • Spread cat litter, sand or salt in the cleared areas around your drive wheels. • Another strategy involves rocking the vehicle back and forth. (Check your owner's manual first; some ve- hicle transmissions might be damaged using this strategy.) Shift from forward to reverse and back again, using a light touch on the gas pedal. DMV sends a re- minder card to the address on file six months before the expiration date. Customers can renew at any time during this six-month window. • Renew online — In most cases, unless they renewed online last time, customers can renew their creden- tial online. • Make an appointment — If you must go to a driver license office in-person, DMV recommends making an appointment. Appointments can be scheduled up to 90 days in advance at skiptheline.ncdot.gov. • Limited walk-in availability — Most driver licenses offices are able to serve a limited number of walk-ins around scheduled appointments, but this varies day to day because of staffing. . • Be prepared — Check the DMV website to make sure you bring the required documentation for your de- sired service. One frequently forgotten item is a printed document proving liability insurance. REAL ID — Customers have more time to get their REAL ID as the federal implementation date requiring a REAL ID to fly commercially or to visit federal, military, and nuclear facilities has been moved back two years to May 7, 2025. NCDOT Earns Grant to Expand Access to On-Demand Transit for Thou- sands of North Carolinians A new federal grant award of $10.4 million will help expand on-demand transit services for up to 11 North Carolina communities and benefit thousands of North Carolina citizens. The award comes to the N.C. Department of Transportation's Integrated Mobility Division from the U.S. Department of Transportation's Rural Surface Transportation Grant, (Biden-Harris Administration Announces Nearly $274 Million in Funding for 12 Projects to Improve and Expand Transportation Infrastructure in Rural Areas I US Department of Transportation) which is part of the Bipartisan Infrastructure Law. The money will be distributed to expand on-demand transit services for people in Alamance, McDowell, Johnston, Randolph, and Rockingham counties, as well as Sanford, Salisbury and Wil- son. Other regional community organizations that will benefit are: Kerr Area Regional Transit, Tar River Transit and Wave Transit in Wilmington. The funding will pay for advanced transit scheduling software deployment and, in some communi- ties, third-party contracts for vehicles and drivers to support the new on-demand services. The Integrated Mobility Division applied for the funds to expand on-demand transit, in part, be- cause of the success of prior on-demand transit deployments in North Carolina, including the Wil- son RIDE service. That service has garnered national attention for its success and positive im- pacts. NC Clean Transportation Plan In January 2022, Gov. Roy Cooper signed Executive Order 245. This executive order builds upon 2018's Executive Order 80, which established a goal to reduce greenhouse gas emissions by 40 percent and increase zero-emission vehicle (ZEV) adoption to 80,000 vehicles by 2025. As part of EO 246, the N.C. Department of Transportation is tasked with developing a Clean Transportation Plan (NCCTP) within 15 months of the order. The NCCTP will recommend actiona- ble strategies for decarbonizing the transportation sector and shall address- 1. Availability, sales and usage of zero-emission vehicles to levels beyond current market projec- tions, including a focus on medium- and heavy-duty ZEVs. 2. Reductions in vehicle miles traveled. 3. BACKGROUND: August 2022, all transportation roles and responsibilities were consolidated into one department, OCTS. The department works with local, regional, state and federal agencies in the addressing all County transportation issues. OCTS will start each year providing the Board of County Commissioners (BOCC) with an annual update describing the key activities for the current year, some of the key activities for 2023 include: Orange County Multimodal Transportation Plan OCTS will consolidate all transportation related plan, programs, and policies into a single visionary, comprehensive and fiscally constrained document. This will be done in partnership with local, regional and state agencies. OCTS will provide the local match for the project while Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) will fund majority of the funding. Orange County will manage the project, select the consultant and present it to BOCC for adoption. Iredell County Transportation Master Plan is an example of such best practice in Transportation. Strategic Prioritization of Transportation (SPOT) 7.0 North Carolina Department of Transportation (NCDOT) will start the SPOT process in the spring or summer of 2023. OCTS will complete the County's portion of the process by March or April 2023, and present the Transportation Priority projects to BOCC for their consideration. Approved projects are pursued through the DCHC MPO, Burlington Graham Metropolitan Planning Organization (BG MPO) and Triangle Area Rural Planning Organization (TARPO) respective SPOT processes. A brief presentation of the final State Transportation Improvement Program 2024-2033 will be provided when the item is brought before the BOCC. US 70 Multimodal Corridor Study VHB is starting the public engagement process of the US 70 Multimodal Corridor Study from NC-119 west of Mebane to US 751 west of Durham. A website is being created and key stakeholder interviews are being conducted. First round of public meetings will in spring 2023 followed by second round in the fall. Final plan is tentatively scheduled for completion in the winter. OCTS is also exploring opportunities to: • Consolidate and provide for Go Triangle's ODX and Chapel Hill Transit's (CHT) 420 fixed routes by merging them into OCTS' Orange-Alamance and Orange- Chapel Hill fixed routes respectively so that Go Triangle and CHT can pursue other funded projects in the transit plan; and, • Discussing with Hillsborough staff the possibilities of making Hillsborough a Regional Multimodal Transit Center in conjunction with the town's new train station. While these projects are identified but not funded in the 2022 Orange County Transit Plan, OCTS seeks to update the Short Range Transit Plan to address these and other immediate improvements to the County's transit system. Go Triangle is already updating their SRTP through Nelson/Nygaard's assistance and OCTS staff seeks to do the same. Bus Shelters OCTS is in the process of creating three new bus shelters starting with one on North Campus, Orange County Library, and Fairview Community Center. Staff is working with DCHC MPO to flex fund over to transit for the necessary improvements to the existing bus stops. Staff will follow the same process used in constructing the recently completed bus shelters at Home Depot, Hillsborough Police Station and other locations in Orange County. However, it will be done so without the use of the County's transit tax funds.
