PURPOSE: To consider a resolution of Intent to site a satellite campus of the Durham
Technical Community College in Orange County; and to confirm Me composition of the site
selection work group.
BACKGROUND:
Resolution of Intent
Last year, the Board of County Commissioners endorsed the establishment of an Orange
County Setllhe Campus of the Durham Technical Community College. This action followed the
recommendations outlined in a Teak Force Report that explored the feasibility of the satellite
facil8y. (This report may also be viewed on the County's Website: www omngl3 nc ve in the
agendalrepod section— November 21,2000). The report indicated a significant and on-gging
need to offer accessible and affordable educational opportunities available through the
community college programs. Further, public comments heard at the two public hearings(April
2 and April 16, 2002)supported the establishment of the campus. (Background information

www orange nc us in the agenda/report section for the respective dates.)
In star for the project to be initiated by the State of North Carolina,the Board of
Commissioners must adopt Resolution of Intent to Establish a Durham Technical Community
College Satellite Campus in Orange County. This indicates the County's willingness to match
Me State's $4 million allocation for the campus from the voter approved 2000 State bond
proceeds. The County match may be accomplished through cash. an in-kind match such as the
donation of property valued at S4 million, or a combination of the two. The County has moluded
$4 million over two years in its 2002-2012 Capital Investment Plan to meet Its match obligation.
Site Seledian Process
Commensurate with discussions between no Board of Trustees for Durham Technical
Community College and County Commissioners, the County Commissioners will be responsible
for siting the facility within the County. A Committee, established by the Commissioners,will
recommend a location for Commissioner approval. Suggested representation on the committee

will advertise for applications)
• Durham Tech Trustees from Orange County(2)

School System Representatives(1 from each of the two districts)
• Staff including.
• Durham Tech Vice President of Administrative and Support Services
• Orange County Director of Purchasing and Central Services
• Orange County Engineer
• Orange County Planning Director
• Orange County Economic Development Director
Appointments of Individuals interested in serving will be brought back for Board consideration
during the August 20,2002 Board meeting to allow adequate time for solicitation of the at-large
and employer representatives.
The work group will recommend the final criteria, establish a rating system whereby sites may
be evaluated, and will ultimat* bring forward the recommendation for consideration by the
Board of Commissioners. Selection of the site is anticipated by June 30, 2003 in order that
construction can be completed by the targeted opening data In fall 2006,
FINANCIAL IMPACT: The 2002-2012 Capital Investment Plan includes a total of$4 million,
funded over two years to meet any cash match requlremen s of the County.
RECOMMENDATION(S): The Manager recommends that the Board:
• Approve the Resolution of Intentto Establish a Durham Technical Community
College Satellite Campus in Orange County;and
• Authorize the Chair to sign on behalf of the Board and
• Approve the site selection process and task group composition; and
• Direct the Clerk to advertise for the at-large and employer membership and present
the results at the August 20, 2002 Board of Commissioners meeting.

RESOLUTION OF INTENT TO PURSUE A SATELLITE CAMPUS OF THE DURHAM
TECHNICAL COMMUNITY COLLEGE IN ORANGE COUNTY
Whereas,the Orange County Boom of Commissioners appointed a Community College Task
Force in March 2000 to explore the feasibility of a satellite campus of the Durham Technical
Community College(DTCC) In Orange County;and
Whereas,the Task Force findings indicated that Orange County was the largest County in
North Carolina without community college services and that thousands of Orange County
residents are enrolled for community college offerings each semester at community college
campuses in the area; and
Whereas, DTCC already has a strong presence in Orange County through its classes offered at
over 40 different locations throughout the County, including a strong partnership with both
public school systems in the County; and
Whereas,the presence of a DTCC satellite campus would offer an affordable eltemative to a
four-year college for Orange County resistants and would provide an opportunity for residents to
upgrade their skills for higher paying lobs as well as to allow workers who may have been laid
off from their previous lobs to retrain within their resident county for different and better jobs;
and
Whereas, the Board of County Commissioners received evidence of public support for the
satellite campus at both public hearings held on the matter; and
Whereas,the formal declaration of the Board of Commissioners' intent to pursue a DTCC
satellite campus will allow the Stale of North Carolina and the Trustees of the DTCC, in
collaboration with the Orange County Commissioners, to move forward with planning for the
project's opening in the fall of 2006; and
Whereas,the Board of Commissioners has earmarked S4 million in Orange County's 2002-12
Cal Investment Plan to match the State bond funds that ware approved by voters for
community collegea in 2000 and are earmarked by the State of North Carolina for an Orange
County satellite campus;
Now Therefore be it resolved that the Orange County Board of Commissioners hereby
approves this Resolution of Intent to Pursue a Satellite Campus of the Durham Technical
Community College In Orange County.
