BACKGROUND: In November 2001, Orange County voters approved a $20 million bond package far parks and open space. Included in this package was $2 million to create a Soccer Superfund to fund new soccer fields around Orange County. This concept grew out of the Soccer Symposium Task Force report of 2000, which investigated needs for soccer fields throughout the County. Before any funding can be appropriated from the Soccer Superfund, the Board asked that a policy and guidelines be developed regarding uses of the fund. County staff, in conjunction with Commissioner Jacobs, have developed the attached draft document in recent months, and it is provided here for the Board's initial review and feedback. The draft policy and guidelines would propose to: • Identify the purposes of the SuperFund (construction of new fields and, as a secondary use, acquisition of land for new fields) • Outline guidelines far construction of new fields by the County • Create a matching grant option for qualified private and non-profit entities • Develop conditions and criteria for evaluating appropriations from the Superfund • Outline guidelines far use for land acquisitions Qnce the Board has discussed and is comfortable with these guidelines, the document would be brought back for action, The Board discussed the proposed policy and guidelines on February 3`d, and again on February 12th. The draft policy (attached) incorporates accepted revisions and highlights those proposed on the 12th, Remaining areas for discussion include the following: • Whether or not to allow private agencies for a matching grant program at all. • Identification of the basic premises which to apply for matching grants, or to provide will be assumed and included in contract language for grant awards. FINANCIAL IMPACT: This policy and guidelines would govern the types of expenditures made from the Soccer Superfund, at the Board's discretion, There is no provision that requires funds to be appropriated, as such decisions would be up to the legislative decision- making of the Board, The Soccer Superfund had $500,000 appropriated in FY 2002-30. According to the 2002 Band and Alternative Financing Timetable, $600,000 was to be appropriated in the current FY 2003-04 fiscal year, with a like amount in FY 2004-05, The proposed FY 2005-06 allotment is $300,000. RECOMMENDATION(S): The Manager recommends that the Board complete its discussions on the draft document, focusing on the paints listed above as identified on Febnaary 12th and providing feedback and input to staff as desired, The final document will he brought back as a consent item at a subsequent meeting, REVISED DRAFT Proposed Soccer Superfund Policy and Guidelines February 20, 2004 Orange County has created a "Soccer Superfund," funded initially by bonds approved by County voters in November 2001. At its discretion, the Board of County Commissioners may consider appropriation of funds (as available) from the Soccer Superfund. Purposes of the Soccer Superfund Funds from this source are intended to be used primazily for the development of fields used exclusively for soccer in Orange County. A secondazy purpose for these funds is for the purchase of land in Orange County for the development of soccer fields.. The Board of County Commissioners may reserve n~an approximately '/x of the total fund will be reserved for a Soccer Park of at least six (6) Fields, A. Consfruction of Public Soccer Facilities Facilities funded by the Soccer Superfund should be developed using a process that includes opportunities for public hearings, comment and review, 1. Facilities Constructed by Orange County a. Facilities should be constructed on land that is owned by Orange County. b, Facilities should be designed by, and oversight of construction should be managed by, the Orange County Environment and Resource Conservation Department and the Recreation and Parks Department, as defined in their depaztmental duties. Other persons or entities may be involved as directed by the County Manager or the Board of County Commissioners, a Facilities should be managed by Orange County Recreation and Parks Department, which should be responsible for the programming and use of the facility. The Recreation and Parks Department will schedule these facilities for use by Orange County programs, and when available, for use bynon-profit outside recreation agencies and groups which demonstrate outreach and other practices promoting equality and goodwill regardless of an individual's race, color, creed, religion, national origin, sex, disability, age, veteran status or familial status. 2, Facilities Constructed Through Matching Grants to Qualified Private Non-Profit or Public f4gencies Entities Qualified private agencies or public agent-ies entities may apply for up to 50% matching funds from the Soccer Superfund to assist in soccer field development projects, The acceptance of in-kind services toward the private match will be considered on a case-by-case basis by the Board of County Commissioners.. The Board of Commissioners will make a determination on the approval of matching grants, at their discretion and as funds permit, To apply for matching funds, an application request must be submitted to the County, The application should state the name of the applying agency, its Federal tax status (501 c.3 or other qualifying status), the purpose of the proposed project, the anticipated cost of the project, and other details as shall be specified on the application form. Facilities Constructed Through Matching Grants to Public Entities Qualified public entities may apply for rlp to 50% matching funds from the Soccer Superfund to assist in soccer field development projects.. Project proposals must include proof of free and clear public ownership of the land on which the fields will be developed. The application should state the name of the applicant organization, the purpose of the proposed project, the anticipated cost of the project, and other details as shall be specified on the application form. The application will be evaluated by County staff, with a recommendation submitted to the Board of Commissioners. 3. Conditions and Priorities for Funding Consideration Priority consideration for funding (both County projects and matching grant projects) will be given to projects that meet the following criteria. Projects that meet multiple criteria will receive higher weighting: 1) Incorporate economies of scale (i.e., two or more fields situated together that share lighting and ancillary facilities) 2) Construct full size fields (approximately 360' in length by 225' in width) 3) Construct fields which include planned lighting 4) Construct fields which include planned irrigation 5) Construct fields that are readily accessible for public use 6) Construct fields that have access to Public Transportation 7) Construct f elds that receive approval of appropriate regulatory agencies 8) Locations where water and sewer is available (especially for proposed "soccer park" projects). 9) Construct new fields that are not previously approved as part of a park master plan or concept plan as of the November 6, 2001 bond referendum. (Southern Contntunity Pat lc, Efland-Cheelrs Conamatity School Park and all Schools occupied as of ---------------, 2004 are not eligible to receive Soccer Supet fund fzmding.) 4. B. Purchase of Land for Construction of Soccer Fields The Soccer Superfund may also be used to fund the acquisition of land(s), which will contain fields to be used exclusively for soccer, at the discretion of the Board of Commissioners and as funds are available. The following criteria will be used to evaluate proposals for land acquisition projects, whether by County or by matching grant application. (Note: Matching grant proposals shall use the same application form as for facility development): 1. At least C7% of the total land area in the proposal must be used for soccer fields or other related facilities associated with the fields 2. The compatibility of the proposed land acquisition with the Master Recreation and Parks Plan (Parks and Recreation Element of the Comprehensive Plan) :3. The proximity of the site to population centers and geographic location of other fields 4. Accessibility of the site for transportation purposes (including public transportation) 5. The impact of construction of fields on the proposed site on natural and cultural resources either present on site or within a reasonable proximity to the site 6. Compatibility with existing zoning and other development regulations, and potential for site plan approval of field construction 7, Potential for co-location with other public facilities under the management of Orange County Government, 8. Finite plans for development of fields through the matching grant program must accompany a land acquisition application. Contractual language will stipulate that construction of fields must begin within three (.3) years, C. Other Funding from the Soccer Superfund will be made available by the Board of Commissioners at their discretion as part of the annual budget process. Approval of projects is contingent on availability of funds.. This policy shall be amended by the Board of County Commissioners as needed. In the fall of 1999, the Orange County Board of County Commissioners received several requests to address the need for improved soccer facilities. Further, the county's Economic Development Commission and the Recreation and Parks Advisory Council endorsed the idea of establishing an organizing committee to promote a meeting of various interest groups to discuss soccer interest and needs. Accordingly, in November the Board of County Commissioners authorized the creation of a task force that would be responsible for hosting a soccer symposium at which all interested parties could express their needs and concerns. The working charge of the task force provided a broad framework for discussing the issues at the symposium, including: • current private and public soccer resources and facilities; • demand for additional resources by type and location within the county; • alternatives far public/private coordination, cooperation and funding for additional resources that are identified; • means for broadening participation; and • the possibility for multi-purpose fields. The Soccer Symposium Task Force was also charged with summarizing and organizing what was presented at the symposium and making recommendations to the Commissioners, to the towns of Carrbarc, Chapel HiII and Hillsborough, to the school boards for the Chapel Hill- Carrboro City Schools and the Orange County Schools, and to advisory boards such as the Orange County Economic Development Commission and Recreation and Parks Advisory Council. As specified in the resolution authorizing creation of the task force, membership was to include representatives from at least the following groups: *Orange County Recreation and Parks Advisory Council *Chapel Hill Parks and Recreation Commission *Carrboro Recreation and Parks Commission *Hillsborough Recreation Board *Orange County Economic Development Commission *Orange Ccunty School Board *Chapel Hill-Carrboro School Board *Rainbow Soccer *Durham-Chapel Hill Strikers *Liga Hispana (now disbanded) *Carolina United (now Triangle Futbol) *Carrboro Board of Aldermen *Chapel Hill Town Council *Hillsborough Board of Commissioners 11 *Orange County Board of Commissioners *Three to five interested citizens at-large After an extended recruitment effort directed by the County Clerk's office, a total of twenty individuals agreed to serve on the task force. Two task force planning meetings were held in March and the symposium was held on April 26th. After the symposium, the group has held five follow-up meetings of the entire task force, as well as subcommittee meetings dealing with the specific policy issues of access, public/private partnership models and economic development, and inter-league cooperation. Task force members hope that the information and recommendations contained herein will be useful to the Board of County Commissioners in planning far the provision of sports facilities for all the citizens of Orange County. Soccer 5ymposium Summary As noted previously, the Task Force charge included sponsoring a symposium to disseminate basic information on soccer programs, on available facilities in Orange County, and to solicit input from citizens about their needs and concerns relating to soccer. We briefly summarize each below. Soccer Programs Prior to the symposium, staff (working with representatives of the soccer leagues) gathered data on existing soccer programs, The data revealed that there are three major instructional and league programs in which large numbers of Orange County residents participate -Rainbow Soccer, Carolina United (now Triangle Futbol), and the Durham-Chapel Hill Strikers, Rainbow Soccer has a total of 1,600 - 1,800 participants per season (fall and spring), Approximately 90 percent of these participants are Orange County residents and roughly 97 percent are white, Of the total participants: 20 percent are under age 6; 35 percent are 6-10 years old; 18 percent are ages 11-12; 4 percent are teens; and 23 percent are adults. Approximately 70 percent of all participants are male. The program has 6 paid staff and about 225 volunteers. Fees are $50 per player (with a reduction far multiple children in the same family and for volunteers); scholarships are available to all that apply. The program uses 4 adult fields awned by UNC (which become 8 youth fields), plus two youth fields at a local church and school when available. Triangle Futbol has a total of 1,000 participants, approximately 35 percent of whom are Orange County residents. All participants are between the ages of 4 and 18; about 60 percent of participants are male and 91 percent are white, The program has three paid staff and 40 volunteers. Fees are $50 to $600, with 10 scholarships available, The organization uses 15 practice and 8 game fields, all of which are leased. In Orange County, they lease fields, as available, from the town of Chapel Hill, and from both school systems; most practices and games are in other counties, 12 Durham-Chapel Hill Strikers has a total of 450 participants, with about 44 percent of these residing in Orange County. Approximately 70 percent of participants are male and 90 percent are white.. The program has no paid staff and 50 adult volunteers. Fees average $68 per season. The group rents six fields for practices and four for matches; in Orange County, the Strikers lease Scroggs and Homestead fields.. In addition to these larger programs, instructional soccer is offered by the Orange County Recreation and Parks Department and by the Chapel Hill/Carrboro YMCA. Orange County Recreation and Parks offers Micro Soccer in the fall to Orange County residents aged 12 and under; the program had 143 participants last fall and currently has 166 enrolled, In 1999, approximately 54 percent were females and 91 percent were white. The program has two paid staff and 12 volunteers and uses a softball field at the Northern Recreation Center.. Fees are $30 per person,. The Chapel Hill•Carrboro YMCA offers lessons and league play to approximately 300-400 youth in Fall and Spring. The cost is $55 for members and $70 for nonmembers.
