HomeMy WebLinkAbout2023-337-E-Solid Waste-Draper Aden Associates-Groundwater monitioring program FY 2023-2024 TO: Mr. Bruce Woody Orange County Solid Waste Management FROM: Sean Jarvah Environmental Services Division DATE: 06/09/23 SUBJECT: Groundwater Monitoring Program (FY 2023-2024) OCSWM North Landfill: TRC Project No. pending TRC Engineers, Inc., (formerly Draper Aden Associates) proposes to provide professional environmental services to Orange County Solid Waste Management (OCSWM) pertaining to the groundwater monitoring and corrective action program at North Landfill, in accordance with an existing Services Agreement between OCSWM and TRC. The subject proposal is intended to encompass services that will be provided during the 12-month period between July 1, 2023, and June 30, 2024 (FY 2023-2024). This proposal is restricted to services to be provided for OCSWM North Landfill. Specific tasks to be performed during the service period are detailed as follows. A memorandum dated March 13, 2023, by North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management (DWM), Solid Waste Section (Section), stated that all groundwater, surface water, and leachate samples collected at solid waste sanitary landfills after July 1, 2023, are required to be analyzed for per- and polyfluorinated substances (PFAS). This includes any active, inactive, or closed sanitary landfill currently conducting and reporting water quality and/or leachate sampling results to the Section. Per this requirement, PFAS sampling is included in this proposal and additional laboratory analytical fees are reflected in the sampling fees provided below. Task-01 Groundwater Sampling Event 60 (Event 2023 S2) TRC proposes to conduct groundwater sampling event 60 at the Orange County Regional Landfill – North Facility during November 2023. Prior to the event, TRC proposes to develop MW-15 and MW-21D using the dedicated pump currently installed in these wells. These wells had high turbidity during the previous sampling event. Due to the additional PFAS analysis, all efforts should be made to reduce turbidity below 25 NTUs if possible. These activities are only scheduled for the 2023 S2 event. DocuSign Envelope ID: 754C78C8-AE53-4935-9892-9E38717EABDC Mr. Bruce Woody June 9, 2023 Page 2 TRC shall coordinate field and laboratory services, obtain groundwater samples, review sampling documentation received from groundwater sampling personnel, chemically analyze groundwater samples (Eurofins), validate analytical data provided by the contracted laboratory, update historical summary tables, and prepare a report suitable for direct submission to NCDEQ. During the subject sampling event, the laboratory will analyze: ▪ samples obtained from twelve compliance wells (6801-MW04, 6801-MW06R, 6801-MW07R, 6801-MW14A, 6801-MW14B, 6801-MW15, 6801-MW16, 6801-MW17, 6801-MW20, 6801- MW21S, 6801-MW21D, 6801-MW22) and two surface water locations for the constituents listed in 40 CFR Part 258 Appendix I (15A NCAC 13B .1600), plus those constituents listed in Appendix II that have been previously and reliably detected at this facility (mercury, naphthalene, sulfide) ▪ samples obtained from four “nature and extent” monitoring wells (6801-MW21D2, 6801- MW23, 6801-MW24, 6801-MW301), for the constituents listed in 40 CFR Part 258 Appendix I (15A NCAC 13B .1600), plus those constituents listed in Appendix II that have been previously and reliably detected at this facility (mercury, naphthalene, sulfide) ▪ samples obtained from four wells (6801-MW21S, 6801-MW21D, 6801-MW23, 6801-MW24) for chloride, carbon dioxide, manganese, potassium ▪ samples obtained from nine monitoring wells (6801-MW04, 6801-MW110S, 6801-MW110D, 6801-MW21S, 6801-MW21D, 6801-MW21D2, 6801-MW23, 6801-MW24, 6801-MW301) for hexavalent chromium ▪ samples of surface water obtained from two locations along Old Field Creek, for the constituents listed in 40 CFR Part 258 Appendix I (15A NCAC 13B .1600), plus those constituents listed in Appendix II that have been previously and reliably detected at this facility (mercury, naphthalene, sulfide) ▪ additional samples obtained from well 6801-MW04 for constituents required by regulations for monitoring of C&D landfills (manganese, iron, chloride, sulfate, total dissolved solids, alkalinity) (well 6801-MW04 is associated with the monitoring programs for both the active C&D landfill and North sanitary landfill) ▪ all samples (16 wells and two surface water locations) for full list of PFAS compounds (40 analytes) of EPA (draft) method 1633 per NCDEQ requirements ▪ additional samples obtained from well 6801-MW04 for quality control parameters (MS/MSD) ▪ one trip blank for quality control parameters and one duplicate, one field blank and one equipment blank (per media) for PFAS. TRC will prepare a digital version (Adobe Acrobat or functional equivalent) of the report and provide it to OCSWM and to NC- DEQ. Additionally, all electronic data deliverables (EDDs) will be compiled and submitted to the State’s EQUIS database per NCDEQ requirements. This action was previously covered under the regulatory task. Task-03 Environmental Compliance TRC proposes to respond to both anticipated and unanticipated issues concerning environmental regulatory compliance that may arise at North Landfill during the prescribed service period. TRC will prepare one printed copy of any correspondence that may arise in connection with this task, which will be delivered to OCSWM. TRC will also prepare a digital version (Adobe Acrobat or functional equivalent) of each correspondence and provide it to OCSWM and to NCDEQ. OWNER’S RESPONSIBILITIES. Owner shall provide access to TRC personnel to enter the landfill during normal operating hours, or on other days or times as mutually agreed, in order to provide the field services associated with the tasks outlined above.
