At your request, Draper Aden Associates (DAA) is pleased to offer this proposal support services related
to the public engagement activities required by the County to acquire the subject parcel and obtain
zoning approvals for the parcel owned by Orange Water and Sewer Authority (OWASA) on the
northeast corner of Orange Grove Road and NC Highway 54. This proposal outlines our understanding
of the project scope, tasks to be completed, assumptions underlying our fee proposal, and fees for the
project.
PROJECT DESCRIPTION: The project will consolidate and replace the two existing waste and recycling
centers located on Bradshaw Quarry Road and the second on Ferguson Road. The proposed site is
located between two centers the County is planning to close located on Bradshaw Quarry Road in the
Cane Creek Reservoir watershed and on Ferguson Road in the University Lake watershed. As a
requirement by OWASA and Orange County, the Orange County Solid Waste Department must
institute a public engagement plan to obtain input from the surrounding property owners, the overall
community, and the project stakeholders.
SCOPE OF SERVICES
Colored Graphical Rendering: DAA will provide one (1) Color Rendered Site Plan of the proposed site
improvements on a 24”x36” presentation board as shown within the Land Purchase Boundary,
approximately 7.68 Acres. This color rendering will illustrate the proposed site improvements edge of
pavement, ancillary structures, yard bins, stormwater management area, and aerial photograph
background image. A digital version of the rendering will be included for the OCSW’s use for posting
online.
In addition to the above rendering, a printed 24”x30” site aerial photograph and a 24”x36” site
boundary map will be produced to assist with presentations at the community meetings and the
Board meetings for OWASA and Orange County.

Community Meetings Support: DAA will assist OCSW in preparing presentations, messages, and other
items necessary to support the community meetings to be held at a location near the proposed site.
This includes preliminary meetings with OWASA and two (2) community meetings to be scheduled.
DAA personnel will attend the community meetings to provide technical support and assist with
engagement with attendees.
FEES: These lump sum fees will be invoiced monthly based on our estimation of the percentage
complete on each task.

TERMS AND CONDITIONS: The proposed services will be provided in accordance with the
conditions presented herein and an existing agreement between Draper Aden Associates and Orange
County Solid Waste Management.
