BACKGROUND: The Board of County Commissioners reviews proposals to be considered at ptablic hearing for consistency with general County policy and presentation format. The fallowing items are proposed for consideration at the March 29, 2004 JPA Hearing. JOINT PLANNING AGREEMENT Amend Exhibit A to the Agreement (Joint Planning Area Land Use Map) to change the designation of the Chapel Hill Southern Transition Area to Rural Buffer. The May 2000 Chapel Hill Comprehensive Plan and recently adopted Water and Sewer Management Planning and Boundary Agreement removed the Southern Transition Area from the Urban Services Area. Existing low-density development patterns and the lack of future water and sewer extension are compatible with the designation of Rural Buffer which currently bounds the area to the east. JOINT PLANNING AREA LAND USE PLAN (TEXT AND MAP) Amend the text of the Joint Planning Area Land Use Plan to change the designation of the Chapel Hill Southern Transition Area to Rural Buffer and remove references the Southern Small Area Plan. The May 2000 Chapel Hill Comprehensive Plan and recently adopted Water and Sewer Management Planning and Boundary Agreement removed the Southern Transition Area from the Urban Services Area. Existing low-density development patterns and the lack of future water and sewer extension are consistent with the designation of Rural Buffer which currently bounds the area to the east. Densities specified in the Southern Small Area Plan (one unit per acre for areas east of US 15/501 and one unit z per five acres for areas west of Old Lystra Road) differ from the Rural Buffer specification of single-family homes situated on large lots having a minimum size of two acres. 2.. Amend the Joint Planning Area Land Use Plan Map to change the designation of the Chapel Hill Southern Transition Area to Rural Buffer, The May 2000 Chapel Hill Comprehensive Plan and recently adopted Water and Sewer Management Planning and Boundary Agreement removed the Southern Transition Area from the Urban Services Area, Existing low-density development patterns and the lack of future water and sewer extension are consistent with the designation of Rural Buffer which currently bounds the area to the east. ORANGE COUNTY ZONING ATLAS 1. Amend the Orange County Zoning Atlas to rezone the area currently designated Chapel Hill Southern Transition Area and proposed for the Rural Buffer land use category from Chapel Hill R-LD-1 zoning to Orange County Rural Buffer (RB) zoning, The change is needed for plan/ordinance consistency and to recognize the shift in zoning jurisdiction from Chapel Hill to Orange County, NON-PUBLIC HEARING ITEMS 1. Brief report on Agricultural Business Options/Rural Enterprises. This proposal would allow a greater range of agricultural enterprises in the rural areas, focusing on uses that offer farmers supplemental revenue from agricultural products, businesses that are logical extensions of farm uses, and services related to farming. Although this is a countywide planning jurisdiction initiative, the report will focus on the Rural Buffer portion of the Joint Planning Area. 2.. Brief Report on Twin Creeks (Moniese Nomp*). In December 2003, the Board of County Commissioners received the report of the Chapel Hill Township Park and Educational Campus Master Plan Work Group and renamed the 193-acre site Twin Creeks (Moniese Nomp), The Board will review the components of the Master Plan, consider a passible phase I of the park, and discuss issues identified in previous meetings, "Tutelo-Saponi for Twin Creeks, Pronounced Mo-nee-ay-say nom-p, FINANCIAL IMPACT: There is no financial impact associated with this decision. Advertisement costs are included in the budget for County initiated items. RECOMMENDATION(S): The Administration recommends approval of the proposed March 29, 2004 JPA Public Hearing legal advertisement. NOTICE OF JOINT PLANNING PUBLIC HEARING Orange County Board of Commissioners Chapel Hill Town Council Carrboro Board of Aldermen A public hearing will be held in the Southern Human Services Center, 2501 Homestead Road, Chapel Hill, North Carolina on Monday, March 29, 2004 at 7:30 P.M, for the purpose of giving all interested citizens an opportunity to speak far ar against the fallowing items: A. JOINT PLANNING AGREEMENT Amend Exhibit A (Joint Planning Land Use Map) to change the designation of the Chapel Fiill Southern Transition Area to Rural Buffer. Purpose: The May 2000 Chapel Hill Comprehensive Plan and recently adopted Water and Sewer Management Planning and Boundary Agreement removed the Southern Transition Area from the Urban Services Area. Existing low-density development patterns and the lack of future water and sewer extension are compatible with the designation of Rural Buffer which currently bounds the area to the east. This amendment requires the approval of the Orange County Commissioners, Chapel Hill Town Council, and Carrboro Board of Aldermen. B. JOINT PLANNING AREA LAND USE PLAN (TEXT AND MAP) 1. Make the following amendments to the text of the Joint Planning Area Land Use Plan: a. Page 3: Amend map to change the designation of the Chapel Hill Southern Transition Area to Rural Buffer. b. Page 60: Under *Suburban Residential Areas, remove amendment date and paragraph which addresses lower residential densities resulting from the Southern Small Area Plan for certain areas in the Southern Triangle. c. Page 72: Under *Suburban Residential Areas, remove amendment date and paragraph which addresses lower residential densities resulting from the Southern Small Area Plan for certain areas in the Southern Triangle. d. Page 78-c: Remove Southern Small Area Plan Map. Purpose: The May 2000 Chapel Hill Comprehensive Plan and recently adapted Water and Sewer Management Planning and Boundary Agreement removed the Southern Transition Area from the Urban Services Area, Existing low-density development patterns and the lack of future water and sewer extension are compatible with the designation of Rural Buffer which currently bounds the area to the east. Amend the Orange County Zoning Atlas for the area currently designated Chapel Hill Southern Transition Area and proposed for the Rural Buffer land use category from Ghapel Hill R-LD-1 zoning to Orange County Rural Buffer (RB) zoning. Purpose: Changing the Joint Planning Area Land tJse Plan designation of the Chapel Hill Southern Transition Area to Rural Buffer requires a subsequent change in zoning to ensure plan/ordinance consistency and recognize the shift from Chapel Hill to Orange County zoning jurisdiction. This amendment requires the approval of the Orange County Commissioners. D. NON-PUBLIC HEARING ITEMS 1. Agricultural Business Options/Rural Enterprises Purpose: To receive a brief report cn a proposal to allow a greater range of agricultural enterprises in the rural areas, focusing on uses that offer farmers supplemental revenue from agricultural products, businesses that are logical extensions of farm uses, and services related to farming.
