PURPOSE: To recognize Mildred 'Mama Dip"Council as third human up of the U.S. Small
Business Administration's (SBA) National Small Business Pension of the Year, and as winner of
North Caroline's Small Business Person of the Year.
BACKGROUND: The national small business awards are a highlight of SBA's National Small
Business Week Celebration which occurred May 5.11, 2002. National Small Business Week
honors the contribution of the nation's small business owners. The winners are selected on
their record of stability, growth in employment and sales,financial condition, innovation.

On Wednesday, May 7,2002, Mrs. Council was recognized as North Carolina's Small Business
Person of the Year. She was selected as third mnner up as National Small Business Perron of
the Year from among other small business persons representing the M states,the District of
Columbia, Puerto Rico, and Guam. The attached resolution recognizes and honors Mildred
Council for this achievement. General Information on Mrs. Council's achievement is attached
for reference purposes.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that Me Board approve the resolution
and authorize the Chair to sign it.

Resolution Honoring Mildred"Mama Dip" Council
WHEREAS, Mildred 'Mama Dip"Council opened a restaurant In 1976 with limited
experience and limited resources; and
WHEREAS, Mama Dip's Country Kitchen is now a successful and profitable business
institution and Chapel Hill institution;and
WHEREAS, Mildred Council was duly nominated and duly chosen as North Carolina's
Smell Business Person of the Year for 2002; and
WHEREAS, Mildred Council"a selected as third runner up in national competition by
the U.S. Small Business Association from among state Small Business Persons of the
Year representing the 5D states, the Distnct of Columbia, Puerto Rico,and Guam;
NOW THEREFORE BE IT RESOLVED that the Orange County Board of
Commissioners recognizes and honors the achievements of Mildred Council as an
entrepreneur and small business person.
