• Oaths of Office were administered to the following members prior to the meeting being called
to order:

• Chair Meyers called the meeting to order at 1:05pm
• Mr.Meyers opened the Board for accepting appeals for 2023.No appeals were scheduled for this
convening meeting.
• The following meeting dates for 2023 were reviewed with no objections from the board members:
April 27,2023 1:00-5:00pm(Convene)
June 6,2023 1:00-5:00pm
June 7,2023 1:00-5:00pm
June 8,2023 1:00-5:00pm
June 20,2023 1:00-5:00pm
June 21,2023 1:00-5:00pm
June 22,2023 1:00-5:00pm(Adjourn)
Mr. Phillips explained the likelihood of the need for additional meetings to be scheduled after the
adjournment date of June 6,2023 as appeals will continue to be filed for personal property and
other property tax issues.
• Mr. Phillips offered an explanation of duties for both the regular and alternate board members.
• Mr.Meyers suggested introductions. All attendees introduced themselves and provided their
affiliation with the Tax Office or BOER.
• Mr. Phillips shared information regarding a course offered through the UNC School of
Government that might be beneficial for board members to take. Anyone interested in this course
was instructed to contact him for information about enrolling.
• Mr. Phillips shared a BOER Policy advisory from 2016, a charge from the Board of County
Commissioners of Orange County. Mr. Phillips discussed some of the circumstances listed in the
advisory in which the BOER can exercise their compromise authority, such as hardship or
fairness.
• Mr. Phillips provided a brief training session on using the Spatialest Appeals website and stated
that any information and evidence for upcoming appeals would be available to view no later than
three days prior to the board meeting. Mr. Phillips explained the labels,property record cards and
some of the comparable sale options that can be used in Spatialest and informed the previous
board members that their user IDs and passwords would remain the same from last year. Mr.
Phillips also assured the new members that he would be in contact with them about getting their
Spatialest access. All board members will have"view only"access to Spatialest.

• Board members were asked if they needed a County issued laptop to use during meetings. All
Board members stated they would use their own personal laptops.
• Ms. Salvi asked about the possibility of observing board meetings as an alternate member in
order to get familiar with the BOER process. Mr. Meyers noted that BOER meetings are open to
the public but could be closed to the public if sensitive information, such as income, is going to
be discussed. However, both regular and alternate board members can be present for closed
sessions.
• With no other business items to discuss, Chair Leon Meyers adjourned the meeting at 1:28pm.
