BACKGROUND: The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program. The informal bidding process is governed by the North Carolina General Statues §143-131 and does not require a minimum number of bids. Additionally, present program procedures provide that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally, all contractors participating in the County's Rehabilitation Program are required to utilize current deconstruction and material recycling methods during the repair process. Sealed bids were solicited from participating contractors on January 20, 2004 a bid opening on January 28, 2004 with three bids were received. Bid results are attached. Silver Fox Enterprises submitted the lowest bid. FINANCIAL IMPACT: The HOME Investment Partnership Program provides funding for this program.
