Discussion ensued with the Trustees and the Superintendent of the School Unit
concerning their proposed budget. The Trustees and the Superintendent were advised
that the decision of the Board would be made known to them at a later date.
Henry Hogan, Reid Roberts and Quentin Patterson, representatives of the Nauss
River Soil Conservation District, requested that funds be made available to them in
order to hire a part time secretary. They explained that no Federal funds were
available to them for clerical help. The Board advised these representatives that
they would take their request under consideration.
Chairman Stanford read a letter from Robert Boyce, representative of the
American Field Service. Mr. Boyce requested permission for the American Field
Service to stage its annual fireworks display in Chapel Hill on Thursday, July
1963.
Upon motion of Commissioner Walker, seconded by Commissioner Bennett, and
unanimously adopted, the American Field Service was granted permission to stage
its annual fireworks display in Chapel Hill on Thursday, July 4, 1963.

June 18, 1963
The Orange County Board of Commissioners met in special session on Tuesday,
June 18, 1963, at 8 o'clock p.m, in the Commissioners room at the courthouse in
Hillsboro, N. C.
Members present: Chairman Donald Stanford, Commissioners Harvey D. Bennett,
Gordon Cleveland, Carl M. Smith and Henry S. Walker.
Members absent: None
Members of the County Board of Education were present. G. Paul Carr, Supt, of
said Unit explained the proposed budget. After the explanation, a general question
and answer session ensued.
J. A McMahon, a member of the County Board of Welfare, and James Wight,
Welfare Director, presented the proposed budget for the Welfare Department.'

There being no further business, the meeting adjourned to meet again on Wednes-
day, June 19th at 8 o'clock p.m.

June 19, 1963
The Orange County Board of Commissioners met in special session on Wednesday,
June 19, 1963, at 8 o'clock p.m. in the Commissioners room at the courthouse in
Hillsboro, N. C.
Members present: Chairman Donald Stanford, Commissioners Harvey D. Bennett,
Gordon Cleveland and Carl M. Smith.
Members absent: Commissioner Henry.S. Walker
The purpose of this meeting was to continue discussion of the proposed 1963-
1964 budget.
The budgets. CTheseowereuall discussed. The County Accountant and County Accountant presented their
the remaining General Fund budgets.
The Register of Deeds informed the Board that under G.S. 161-11.1 the Boards
of County Commissioners are authorized to set the fee for the recording and releasing
of federal tax liens. The maximum fee authorized is $2.00 for recording and $2.00
for the releasing of said lien. She suggested that the fee for Orange County be
designated at the maximum fee.
Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, and

unanimously adopted, the Register of Deeds was authorized to change the fee
schedule for the recording of federal liens from the present fee of seventy five
cents (75¢)'to that authorized by G.S. 161-11.00, this would mean that the fee
for recording a federal tax lien would be two dollars ($2.00) and the fee for
releasing a federal lien would be two dollars ($2.00).
There being no further business to come before this Board the meeting was
adjourned to meet again on Thursday, June 20th, at 8 o'clock p.m.

June 27, 1963, at 1:30 o'clock p.m, in the commissioners room at the courthouse in
Hillsboro, N. C.

Gordon Cleveland, Carl M. Smith and Henry S. Walker.

The purpose of this meeting was to continue discussion of the proposed

Cashe Boggs, County Dog Warden was present and a discussion ensued concerning
the dog program.
The following road petitions were submitted and' the Clerk was requested to
mail same to the State Highway Commission:
