PURPOSE: To designate the week of March 14 through 20, 2004 as Severe Weather
Awareness Week.
BACKGROUND: Governor Michael F. Easley has proclaimed the week of March 14 through
20, 2004 as Severe Weather Awareness Week. A statewide tornado drill will be held on March
17, 2004. The drill consists of practice watches and warnings being issued by the National
Weather Service, and will be broadcast to the public over NOAA weather radio, The purpose of
the drill is to heighten residents' awareness and allow their participation by practicing in-place
sheltering in safe areas of their homes or offices. All County schools typically exercise their
tornado plans during this time.
FINANCIAL IMPACT: There is no significant financial impact to Orange County,
RECOMMENDATION(S): The Manager recommends that the Board adapt the proclamation
designating the week of March 14 through 20, 2004, as Severe Weather Awareness Week in
Orange County, and encourage residents to learn more about severe weather preparedness,

March 14 through 20, 2004
WHEREAS, Governor Michael F. Easley has proclaimed the week of March 14 through 20,
2004 as Severe Weather Awareness Week, and
WHEREAS, Orange County is vulnerable to severe weather, including the devastating impacts
of tornadoes, and
WHEREAS, Tornadoes and severe weather occur in North Carolina each year, and
WHEREAS, The need for residents to learn more about severe weather and how to protect
themselves should be emphasized,
THEREFORE, The Board of County Commissioners hereby proclaim the week of March 14
through 20, 2004, as Severe Weather Awareness Week, and encourage all
residents to learn more about tornadoes and be aware of the dangers of severe
weather, especially during the spring season.
Adopted this 4th day of March, 2004.
