PURPOSE: To officially recognize March 2004 as Women's History Month.
BACKGROUND: To recognize the determination, commitment, intelligence and sacrifice of
women who have shaped and enriched our lives, the Orange County Commission far Women
will celebrate Women's History Month, in keeping with a theme of "Women Inspiring Hope and
Possibility," with a luncheon for women and their grandmothers, mothers, daughters or other
women who have through their leadership impacted women's lives.
The event will be held at the Southern Human Services Center in Chapel Hill March 20, 2004 at
11:30a.m. The keynote speaker will be Rev. Freeland. The event is free and open to the
public; however, reservations must be made by calling 245-2250 by March 10.
FINANCIAL IMPACT: None
RECOMMENDATION: The Manager recommends that the Board approve the Proclamation
and authorize the Chair tc sign it.

WOMEN'S HISTORY MONTH
PROCLAMATION
WHEREAS, American women of every culture, class, and ethnic background have made
historic contributions to the growth and strength of our community and Nation in countless ways;
and
WHEREAS, American women have played and continue to play a critical economic,
cultural, educational and social role in every sphere of our lives by constituting a significant portion
of the labor force working inside and outside of the home; and
WHEREAS, American women have played a unique role throughout the history of the
Nation by providing the majority of the volunteer labor force of the Nation; and
WHEREAS, American women were particularly important in the establishment of early
charitable, philanthropic, and cultural institutions in our Nation; and
WHEREAS, American women of every culture, class, and ethnic background served as
early leaders in the forefront of every major progressive social change movement; and
WHEREAS, American women have been leaders, not only in securing their own rights of
suffrage and equal opportunity, but also in the abolitionist movement, the emancipation movement,
the industrial labor movement, the civil rights movement, and other movements, especially the
peace movement, which create a more fair and just society far all; and
WHEREAS, despite these contributions, the role of American women in history has been
consistently overlooked and undervalued, in the literature, teaching and study of American history;
and
WHEREAS, the Orange County Board of County Commissioners on March 25, 1976,
established the Orange County Commission for Women to promote the growth and development
of all Orange County women and the Commission has been doing that for more than 25 years;
NOW, THEREFORE, do we, the Board of Commissioners of Orange County, North
Carolina hereby proclaim March 2004 as "Women's History Manth" and commend this
observance to Orange County residents.
