PURPOSE: To discuss appointments to the Agricultural Preservation Board.
BACKGROUND: The Agricultural Preservation Board is charged to promote the economic and
cultural importance of agriculture in the county, and to encourage voluntary preservation and
protection of farmland for future production.
The Board of County Commissioners appoints all 15 members, including eight (8) At-Large
members, and one (1) member from each of the seven (7) Agricultural Districts in the county.

RECOMMENDATION(S): The Manager recommends that the Board discuss appointments to
the Agricultural Preservation Board.

Re: Agricultural Preservation Board Appointment Recommendations
Dear Chair Bedford:
The Orange County Agricultural Preservation Board (APB) discussed membership at its regular
meeting on May 17th, 2023. The APB asks the Board of Commissioners to consider
reappointing the following two current members to new three-year terms. Both will reach the end
of their partial first terms on June 30, 2023 and wish to continue serving on the board:
Reappoint Vaughn Compton to his first full term in the Cedar Grove district position
(position 2).
Reappoint Kim Woods to her first full term in the Caldwell district position (position 3)
In addition to the above reappointments, the APB proposes reappointing member Jane
Saiers (District position 4: New Hope/Hillsborough District) to serve an additional three-
year term as allowed in subsection 48-5 (b)(1) of our Voluntary Farmland Protection
Program ordinance, which permits Agricultural District representatives to be "appointed
and re-appointed as necessary to insure that each Agricultural District is represented."
The APB will continue to have one vacancy in the district position for the Schley/Eno Voluntary
Agricultural District (position 5). This position requires that the applicant be the owner of a
qualifying farm enrolled in the VAD farm located within the boundaries of this district. We expect
to have a qualified farm owner/applicant in the near future to recommend for the BOCC's
consideration. There is also one remaining at-large vacancy to be filled. The APB has initiated a
special effort to reach out to the farm community to identify and recruit new applicants with
strong backgrounds in farming and/or other aspects of food or timber production.

their experience and time to assist with Orange County's agricultural preservation program.

Background, education and experience relevant to this board:
In my time as an Orange County resident, I have worked in large companies (Glaxo,
GlaxoWellcome, GlaxoSmithKline), started and run two small businesses (The WriteMedine,
Inc. and RambleRill Farm, Inc.), and served on the boards of nonprofits. These experiences
have provided me with an understanding of diverse business operations and economic
development efforts as they impact the community. Having spent many years in academia---
first as a PhD scientist and later in life as a beginning farmer---I have a deep appreciation of
the value of education, training, and re-training in providing opportunities for economic
development.
Reasons for wanting to serve on this board
I wish to support initiatives that promote small businesses and foster their cooperative and
integrated activities and thereby enhance local resilience in Orange County. I wish to support
economic development initiatives that enhance quality of life and build community in Orange
County while enabling businesses to thrive.

I would bring the perspective of a small business owner (currently of RambleRill Farm and
formerly of my medical communications company, The WriteMedicine, Inc). I would also bring
the perspectives of a small-scale farmer selling directly to customers and a female business

I had a small poultry farm in VA for many years. I lived in an area where agriculture was being
overtaken by development, and this area seems to have a similar dynamic.

I am an scientist-entreprenuer in the area of agriculture and food and have served this industry
for over 15yrs. Over the years, I have developed the expertise, insight and a practical

explore opportunities for the benefit of the citizens of Orange County. I have a BS in Agriculture

As a member of the community, I have always wanted to participate and contribute, but never
could make the time. Recently, I made a decision to consciously make changes to my life and
