PURPOSE: To consider an appointment to the Orange Water and Sewer Authority (OWASA)
Board of Directors.
BACKGROUND: The OWASA Board of Directors adopts OWASA's annual budget, approves
bond issues to fund capital projects, makes policy decisions, and sets rates, fees, and charges
based on cost-of-service principles. The Board also appoints an Executive Director, independent
Auditor, and General Counsel.
The Board of County Commissioners appoints two (2) members.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
I have followed OWASA s history since its inception and would like to participate in its
governance.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
I served on the Carrboro Board of Alderman for 9 years and was principal of Carrboro
Elementary for 27 years. I saved on the Planning Board for 2 terms and was have been on the
OUTBoard for 4 terms having been appointed to the original board.

development?
Owasa's role is to insure a dependable, high quality supply for the area it serves

Continue the excellent services that Owasa provides and help coordinate with Orange County
elected officials on matters that affect the county

6. How would your participation on this board contribute to the diversity of viewpoints?
I have filled several roles in Orange County and feel I have a background that would allow me to
speak from a viewpoint based on my experience as an educator and involved citizen.

I currently serve on the Commission for the Environment. This is my 6th and final year. In
those years I have served as Chair and Vice Chair. I am involved in Durham s Third Act
group, which is led nationally by Bill McGibbon.

Orange County Planning Board.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
I see fresh, clean water availability as a major upcoming concern. I'd like to serve because I
understand many of these issues and would like to help solve them, if possible. I enjoy doing
research, learning new science and sharing that information.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
From 2005 to 2019 1 owned an independent jewelry appraisal business. My work plan was
different from most jewelry appraisers because I worked in an office, which included a
professional gemological laboratory. My customers came to my office, rather than a jewelry
store, where they could receive the most impartial and accurate appraisal of value possible. I
would not allow myself to be influenced by jewelers, auctioneers, independent sellers, insurance
companies, or anyone else. As a business owner, I learned and became familiar with much
more than gemology and appraisal science. I learned about budgeting and accounting,
marketing and advertisement, and managing the many different types of personalities that I
encountered. I recognize that my small business compares lightly to a large organization like
OSAWA. However, I came to learn that there are always concerns that are not immediately
recognizable to the everyday observer. I m certain the board members confront many such
concerns.

work/volunteer experience/qualifications that would add to your expertise for this board.
My work history overwhelmingly consists of retail work in small businesses. I operated my own
business for fourteen years. I started and was initial chair for a Toastmasters group in Chape
Hill. In the four years I was involved, I served several different leadership positions. I started the
Climate Reality Chapter for Orange County, NC. I served as chair for four years. We initially
concentrated on climate change education, and I would like to think we made an impact in the
area. Some of us gave many power point presentations to many groups. We organized monthy
meetings with speakers on many topics related to the environment. Later, we began organizing
events such as the Carrboro Earth Day Event and the Electric Vehicle Rodeo. I was the person
who first brought the idea of a resolution for Orange County to be 100%fossil fuel free in 2017. It
was an idea started by the 350.org group. I took the resolution to Renee Price, my representative
on the BOCC. She advised me to take it to the Commission for the Environment. That group,
with staff, actually strengthened the resolution. They approved it, as did the BOCC and I believe
it acts as a guiding document for the current BOCC. I have worked with other organizations and
held leadership positions, but these are my most current roles.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
I see the availability of healthy water as a limiting factor to growth and development. I am aware
of the recent 50 year plan choice to tap into Jordan Lake water as needed. I know this was a
difficult and important decision to make.
4. What do do you hope to accomplish if appointed?
I'm concerned about PFAS and PFOAS in the environment. I believe forcing the water
companies to treat the problem would be a mistake, though at first blush it looks like the right
decision. If my bath rub was overflowing, I could lay towels down on the floor and get a bucket to
empty the water. Or I could simply turn off the faucet. So it is with forever chemicals, they must
be stopped at the source.

I am currently retired and have no commitments, except for the CFE meetings on the second
Monday of the month.
6. How would your participation on this board contribute to the diversity of viewpoints?
I am a privileged white woman. I believe I am different from most people in my level of empathy
for, and commitment to, the environment. When I use the word environment, I mean the living,
breathing ecosystem where each participant is an important part of the whole. Minerals, snakes
and spiders, water and people are part of the environment. I grew up living under the poverty
level and I believe that gives me a level of compassion for certain segments of society that some
others may not have.

like three different issues but they are not. One can not be considered without an understanding

Please see above in the Housing section. I was employed as a Fuel Assistance caseworker. I
determined eligibility for SNAP benefits and helped people obtain those benefits plus disability
benefits, etc.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
I want to learn more about water and sewer issues as related to population growth in the area. I
feel I have a good background by having a Master s degree and past participation on community
boards.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
I served on the Funds Distribution Committee for the United Way where we awarded funds
based on performance. I was President of The Literacy Volunteers of America in my community
which involved annual budgets including hiring staff.

work/volunteer experience/qualifications that would add to your expertise for this board.
I monitored the meeting of a similar board which was tasked with water and sewer issues as part
of LWV.
I was on the board of a local LWV.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
I assume growth and development have a huge impact on current and future concerns including
the impacts of climate change. I do not have current knowledge of OWASA s role. I would guess
the board alerts the communities in Orange County of the future impacts.
4. What do do you hope to accomplish if appointed?
I hope to be a contributing member of the board.
5. Please indicate your availability to attend regularly scheduled meetings.
I am available to attend regularly scheduled meetings plus any special meetings. I am retired.
6. How would your participation on this board contribute to the diversity of viewpoints?
I have lived in several other states including Florida prior to moving to Chapel Hill. We might face
a 1000 years rainfall in the future as Florida did last week. Continued development may impact
future problems with providing water, sewer and other services.
