PURPOSE: To consider an appointment to the Orange County Housing Authority Board.
BACKGROUND: The goal of the Orange County Housing Authority Board is to provide decent,
safe, and sanitary housing for the low and moderate income families in the County. Due to the
nature of its work, the Housing Authority Board does not make recommendations for
appointments.
The Board of County Commissioners appoints all seven (7) members.

I have a masters degree in instructional design and am ABD in Educational Research with an
emphasis in adult education and educational economics. I have taught at two universities and
one community college. Most recently, I served on a volunteer committee for the Chapel Hill
Carrboro City Schools to review their vocational curriculum.
Reasons for wanting to serve on this board:
I am deeply committed to the success of our community college system. As a project coordinator
for a STEM project at Florida A&M, I counseled students who would not have been able to afford
college if they had not been able to complete their general education credits at the community
college. For many students, especially those in rural and under-funded urban high schools, the
community college helps build the study skills and academic independence needed to be
successful in a 4-year school. The community college also serves the needs of adult learners
who need basic academic and technical skills. This is a population that I believe is not always
well represented by academic administrators.

Three years on the Carrboro Affordable Housing Commission, years of informal participation
with the annual homeless count with Carrboro police, full career of working with budgets and
project planning.
Reasons for wanting to serve on this board:
I have the knowledge and skills to help my community.
Contribution to the diversity of viewpoints on this board:
I am a senior citizen with a physical handicap living on a retirement budget.

I have lived in the Carrboro ETJ for 21 years, convinced the two towns and the county to
authorize a Smith Level Road Task Force, learned a lot about planning and zoning when I
served on the Carrboro Environmental Advisory Board
Reasons for wanting to serve on this board:
The Carrboro ETJ area is in the University Lake watershed. I want to protect that watershed
while still helping the town grow responsibly.

I would represent the residents of the ETJ from a position of experience and an environmental
ethic.

I have been a Housing Choice Voucher participant for 20+ years with the rearing of my children,
then returning upon retirement. I would like to be a part of change and building hope. Truly
concerned about the future of housing.
How would your particpation on this board contribute to the diversity of viewpoints?
Diversity is common in communities. Therefore opinion among groups are formed, for I have
assisted many, and my commitment to serving others, where there is the lack or absence of.
Often viewpoints will be among fact, rather than the eye and emotions.

molding the attitudes about differences. i had extension work on affordable housing via webinars
and fair housing conference. we i was a housing testers for a year

i have aided and mentored several persons seeking housing. the difficulty i saw with people who
are disabled has been humbling. there is no paces for this populations in shelters. to in bridging
the gaps understanding and misunderstanding about people with dosbaolities needs thus

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
I want to learn more about water and sewer issues as related to population growth in the area. I
feel I have a good background by having a Master s degree and past participation on community
boards.

boards/commissions that you have in the areas of budget, personnel, and management.
I served on the Funds Distribution Committee for the United Way where we awarded funds
based on performance. I was President of The Literacy Volunteers of America in my community
which involved annual budgets including hiring staff.

work/volunteer experience/qualifications that would add to your expertise for this board.
I monitored the meeting of a similar board which was tasked with water and sewer issues as part
of LWV.
I was on the board of a local LWV.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
I assume growth and development have a huge impact on current and future concerns including
the impacts of climate change. I do not have current knowledge of OWASA s role. I would guess
the board alerts the communities in Orange County of the future impacts.
4. What do do you hope to accomplish if appointed?
I hope to be a contributing member of the board.

I am available to attend regularly scheduled meetings plus any special meetings. I am retired.

I have lived in several other states including Florida prior to moving to Chapel Hill. We might face
a 1000 years rainfall in the future as Florida did last week. Continued development may impact
future problems with providing water, sewer and other services.
