PURPOSE: To consider an appointment to the Board of Social Services.
BACKGROUND: The Board of Social Services is charged with selecting the Director of Social
Services and advising the County and municipalities on ways to improve the social conditions of
the community. It also consults with the Director of Social Services to solve problems and to plan
the budget.
The Board of County Commissioners appoints one (1) County resident and one (1) member of
the Board of Commissioners.

The Board of Social Services (DSS) would like to recommend that the Board of County Commissioners
consider the reappointment of Ms. Jane Garrett to the DSS Board.
Ms. Garrett has served on the Social Services Board since 2020. During the last twelve months she has not
missed a single meeting. She is eligible for reappointment to the Social Services Board under G.S. 108A-4 and
G.S. 108A-6.
Ms. Garrett is a Chapel Hill resident and retired from Orange County. She brings years of knowledge and
insight about the community to the DSS Board.
We believe that Ms. Garrett is a valuable asset to the Social Services Board. Please consider her for
reappointment. Thank you.

Reasons for wanting to serve on this board:
There are various needs in the community, especially now with an unsure economy. Just having
seen how economics effect every phase of one s life. The ability to provide the basics i.e. to
shelter, clothe, feed, health needs, etc. My passion has always been to serve and assist others,
helping them where their specific need arises.

My age is a major factor. I can bring a different perspective based on the vast knowledge that I

that will liberate survivors from their abusers/traffickers to promote their security and improve
their quality of life.

To provide insight to the board and offer my perspective having seen first-hand the benefits of
trusting DSS and fully participating in these services.

domestically and internationally. My career highlights include increasing awareness and
reducing alcohol and substance abuse, teen pregnancy, school dropout, and violence. I ve
assisted nongovernmental organizations and governments in strategic planning to address
critical needs in mental health services expansion, substance abuse services expansion, suicide
prevention, improving law enforcement response and even community policing relations, as well
as other social issues that contribute to public health.
I ve served with the Health Resources and Services Administration since 2010, providing consult
work in reviewing major grants addressing vital health and human needs. I have a keen
understanding of financial trends within government agencies and how it effects community
strategies.
I worked with the President s Task Force on 21st Century Policing in the Obama Administration

and contributed through conducting topic research and synthesized and analyzed thousands of
data from verbal and written testimony, contributing to the Presidents Report.
My education includes a Bachelors degree in management and organizational development,

graduate in Spring of 2020.

I want to serve because I have a responsibility to further the work of human relations, as a
member of this community. I believe in empowering people and community groups to make a
difference and to ensure that opportunities for personal growth can be achieved. It is an honor
to serve my community and I believe my extensive experience in various social justice issues as
it often relates to public health and prevention, contributes insight into effective community
responses and strategies providing another voice at the table.

I bring with me 25 years of diverse experience in working with underserved and marginalized
population groups in the United States as well as internationally, bringing about awareness and
putting forth solutions that address equality and justice. I have also worked within depressed
regions with people who are underrepresented and have little resources. i.e. people with
disabilities, gender-based violence, alcohol and substance abuse prevention among youth,
community policing.

I have served 25 years in the public health sector serving community interests in the following
areas: Rural Health; Substance abuse prevention and recovery; Gender-based violence;
community policing; human trafficking; suicide prevention; miscarriage, stillbirth, and newborn
baby death; food safety; and government and community relations. I earned a Ph.D. in Public
Policy and Administration; MBA in Finance, and a BS degree in Management and Organizational
Development. I have served in numerous capacities working internationally and domestically
alongside marginalized populations addressing critical issues within individual peers, family,
schools, and community domains. I served for over 20 years working with International, Federal,
state, local, and foundational and corporate grants either administering them directly, writing and
submissions, pre and post-award responsibilities, and as a peer-reviewer on national review
boards. I have a very broad perspective of public health and how decisions and policies impact
real people on the community level. I bring with me knowledge, experience, and particular skill
sets that would add to the positive work being accomplished in Orange County.

My reason for wanting to serve on the Board of Health is to be able to continue to contribute my
knowledge, experience, skills, and my hands-on dedication to people, so as to improve the
quality of life of those who reside in my community.

My contributions to the diversity of viewpoints would include my extensive experience
internationally and domestically working on the community level. My expertise within the public
health sector is community coalition building and sustainability and that also brings extensive

As a young adult in our county, I feel a sense of responsibility to help provide our community s

mental health crisis and overdose epidemic, but young people have been the most affected

Please see above in the Housing section. I was employed as a Fuel Assistance caseworker. I
determined eligibility for SNAP benefits and helped people obtain those benefits plus disability
benefits, etc.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
I want to learn more about water and sewer issues as related to population growth in the area. I
feel I have a good background by having a Master s degree and past participation on community
boards.

I served on the Funds Distribution Committee for the United Way where we awarded funds
based on performance. I was President of The Literacy Volunteers of America in my community
which involved annual budgets including hiring staff.

work/volunteer experience/qualifications that would add to your expertise for this board.
I monitored the meeting of a similar board which was tasked with water and sewer issues as part
of LWV.
I was on the board of a local LWV.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
I assume growth and development have a huge impact on current and future concerns including
the impacts of climate change. I do not have current knowledge of OWASA s role. I would guess
the board alerts the communities in Orange County of the future impacts.
4. What do do you hope to accomplish if appointed?
I hope to be a contributing member of the board.

I am available to attend regularly scheduled meetings plus any special meetings. I am retired.
6. How would your participation on this board contribute to the diversity of viewpoints?
I have lived in several other states including Florida prior to moving to Chapel Hill. We might face
a 1000 years rainfall in the future as Florida did last week. Continued development may impact
future problems with providing water, sewer and other services.
