PURPOSE: To transmit the latest draft of the Orange County Hazard Mitigation Plan to the North
Carolina Division of Emergency Management for their comments.
BACKGROUND: In June of 2001, the North Carolina General Assembly passed Senate Bill 300:
An Act to Amend the Laws Regarding Emergency Management as recommended by the
Legislative Disaster Response and Recovery Commission. Among other provisions,the bill
requires that local governments have an approved hazard mitigation plan which includes a
community assessment and mitigation strategy in order to receive state public assistance fund
(effective for stateEeclered disasters after August 1,2002). Participating municipalities would be
pad of the county-wide plan to aid in coordination and consistency_
On February 25, 2002, the first draft of the Orange County Hazard Mitigation Plan was presented at
public hearing. The Orange County emergency management and planning departments have been
working with a state consultant, Ron Campbell, over the last three months to update and amend
the plan in accordance with public and commissioner comment. The towns of Canboro and
Hillsborough have also provided input, and material from Chapel Hill is expected to be integrated
into the county plan at a future date.
Few substantive changes have been made to the plan since it was brought to public hearing in
February of 2002. The bulk of the changes are organizational and stylistic. The entire body of the
plan (excluding the appendices)has been reorganized and rewritten to improve flow and
readability. The only new information appears in the Historical Summarysection under'Stop 1:
Hazard Identification and Analysis', and that information is the dollar value amounts of damaged
property due 0 recent natural disasters. The appendices have been reordered and the Town of
Hillsborough (Appendix E)submitted new information. A new map has been added to Appendix A;
a couple of maps have been altered to improve appearance, but no substantive changes were

made.
This transmittal does not constitute an approval or adoption of the plan. It serves as an
acknowledgement by the local government that the draft document is being formally
forwarded to the state for their comments.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION(S); The administration recommends that the Board of County
Commissioners approve transmittal of this draft of the hazard mitigation plan to the North Carolina
Division of Emergency Management for comment so that It may be returned In proper time to be
revised, if necessary, and adopted by the Board of County Commissioners by June 27,2002 in
order to be in compllance with the August 1, 2002 deadline.
