PURPOSE: To award twe housing rehabilitation contracts for the HOME and CDBG Housing
Rehabilitation Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program.The informal bidding process is governed by the North Carolina Ganeml Statues
§143-131 and does not require a minimum number of bids. Additionally, present program
procedurea provide that housing rehabilitation contracts be awarded to the lowest responsible
bidder. Additionally, all contractors participating in the Countys Rehabilitation Program are
required to utilize current deconstruction and material recycling methods during the repair
process.
Sealed bids were solicited from participating contractors on March 11, 2002. Bid results are
attached. Three bids were received far each unit with Taylor Home Improvements submitting
the lowest bid for each dwelling unit.
FINANCIAL IMPACT: The HOME and! CDBG Programs provides funding for this program.
RECOMMENDATION(5): The Manager recommends inventing the fdlowing housing
rehabilitation contract:
