Fikes, eA. 2490 TELEPHONE NUMBERS: Hillsborough 7324181 Chapel HIII 961 Durham 688-7331 Mebane 336-2274031 PURPOSE: To approve the impact fee reimbursement request from Habitat for Humanity of Orange County, NC, Inc. for$24,000 for eight new homes. BACKGROUND: On November 1, 1995, the BOCC approved! a policy for impact fee reimbursement to local non-profit crganizations that met the established eligibility criteria. This policy was last revised on March 4, 1998. The policy requires the following: 1. Housing must be developed for first-time bomebuyers with incomes at of below 80% of HUD published median income for the Raleigh-DurhamChapel Hill, NC Ml 2. Affordable housing is defined as owner-ccoupied housing which can be purchased for no more than 2 5 times annual family income; and 3. The non-puf it organizaaon must certify in writing that, for owner-occupied housing, it will remain affordable to the anticipated beneficiary or benefdariee for a pedod of a minimum of ninety-nine (99)years. A Declaration of Restrictive Covenants will secure this requirement. 4. The non-profit organization is responsible for providing documentation of impact fee payment The County has received a reimbursement request for $24,000 from Habitat for Humanity of Orange County, NC, Inc. (HHOC) for eight homes being built in the Richmond Hills subdivision. HHOC has provided evidence that the impact fee for all eight homes has been paid and house construction is in varying degrees of completion. Habitat anticipates completion of these homes by June 20, 2001 The request has been reviewed in accordance with the above stated eligibility criteria and determined eligible for reimbursement. 2 Results of EI'a'b IM Fillew 1. Cartiicebon of 99 year Affordability: Habitat for Humanity of Orange County, NC, Inc. certifies in writing that the four homes will remain affordable to families coming less than 80% of the area median income for at least ninety-nine(99)years. 4. Documentation of Impact Fee Payment yes FINANCIAL IMPACT: The approved 2001-02 budget included a total of$126,000 for relmbursement of impact fees. This payment is for eight(8) homes of a total of 25 homes to be completed in Richmond Hills in Phase I for sale to low homebuyers. RECOMMENDATION (5): The Manager recommends approval of the impact fee reimbursement request from Habitat for Humanity of Orange County. NC, Inc. for$24,000 for eight new homes.
