BACKGROUND: The State of North Carolina provides grants to local government to help support the local emergency management programs. The grants are based on the county populations and a share of the program rust Counties with over 200,000 population are eligible for a 100%matching cost based on contain emergency management functions. Counties with less then 200,000 population are eligible for a 50% match. The grants are awarded each year and may vary depending on the federal funding available_ Staff pursued applying for Me grant as pad of the budget process lest year and was awarded a grant in the amount of$ 19,289. The grant had been fair$20,334 the previous year The grant applied for this year will be approximately at me same level, with the final amount to be determined after the State receives all the applications. FIANCIAL IMPACT: The grant produces funds that offset a part of the cost for new Emergency Management Specialist position approved by the BOCC earlier in FY 2001-02. That position, which has an important role In the regional anti-terrorism planning, will be partially funded through this grant in FY 2002-03. The cootdinemr must have a fall time or Pro time(at least 50%)Emergency Program manager; 4. The political subdivision must have a current Emergency Operations Plan: 5. Employees must be covered by an approved Pay Plan.I however,the Coordinator may be isaimpt from this requirement, 6. The poetical subdivision must have an accepmble local travel regulation plan or senior the Stare travel restrictions; 7.
