BACKGROUND: The Carrboro Planning Board studies and makes recommendations to the Carrboro Town Council for proposed and actual developments in Carrboro. It also develops and recommends policies, ordinances, and administrative procedures, and performs any other duties assigned by the Town Council. The Board of County Commissioners appoints two (2) members, representing the Carrboro ETJ and the Transition Area. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this item: 2 • GOAL: ENABLE FULL CIVIC PARTICIPATION Ensure that Orange County residents are able to engage government through voting and volunteering by eliminating disparities in participation and barriers to participation. ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal impact associated with this item. RECOMMENDATION(S): The Manager recommends that the Board discuss appointments to the Carrboro Planning Board. 3 Council Member Foushee made a motion, seconded by Council Member Posada,to recommend the following appointment to the Orange County Board of County Commissioners: A RESOLUTION RECOMMENDING APPOINTMENTS TO THE PLANNING BOARD ETJ SEAT Section 1. For many students, especially those in rural and under-funded urban high schools, the community college helps build the study skills and academic independence needed to be successful in a 4-year school. The community college also serves the needs of adult learners who need basic academic and technical skills. This is a population that I believe is not always well represented by academic administrators. I want to protect that watershed while still helping the town grow responsibly.
