PURPOSE: To consider an appointment to the Carrboro Board of Adjustment.
BACKGROUND: The Carrboro Board of Adjustment hears and decides appeals from any order,
decision, requirement, or interpretation made by the Zoning Administrator. It also hears and
decides on applications.
The Board of County Commissioners appoints two (2) members, representing the Carrboro ETJ
and the Transition Area.

NOTE: The Carrboro Town Council recommended the reappointment of a Carrboro Town resident
to the Carrboro ETJ position due to a lack of applicants from the ETJ at the time they reviewed
applications. Since that review, an application from an ETJ resident has been received.
If the position listed above is filled, no vacancies remain.
FINANCIAL IMPACT: There is no financial impact associated with this item.

SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this item:
• GOAL: ENABLE FULL CIVIC PARTICIPATION
Ensure that Orange County residents are able to engage government through voting and
volunteering by eliminating disparities in participation and barriers to participation.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board discuss an appointment to
the Carrboro Board of Adjustment.

A motion was made by Council Member Haven-O'Donnell, seconded by Council Member
Romaine that the following resolution be approved:
A RESOLUTION MAKING APPOINTMENT(S) TO THE
BOARD OF ADJUSTMENT
Section 1. The Carrboro Town Council hereby appoints the following applicant(s) to the Board
of Adjustment:

Section 2. The Town of Carrboro Town Council requests that the Orange County Board of
Commissioners reappoint John Baker to a three-year term on the Board of Adjustment in the
Extraterritorial Planning Area Seat. There were no other applicants qualified for this
appointment.
Section 3. This resolution shall become effective upon adoption.
This the 7th day of March 2023.

and construction. Holding a masters degree in Landscape Architecture and BS in Natural
Resource Management, I bring a well versed perspective to the table and can help serve to
shape our community.
Reasons for wanting to serve on this board:
As a member of the community, I want to involve myself and contribute to the spirit of Carrboro
and my local district.
Conflict of Interest:
I am currently employed as a landscape architect/planner for TMTLA Associates in Durham.
There is a slim chance a future client could apply for a future development project in my district.
The likelihood is rare, considering the majority of my projects are in Durham,the Triangle and
Raleigh.

and Regional Planning. Other experience includes working as a volunteer on advisory
committees for the Towns of Boone NC and Carrboro NC. The specific focus of these
committees was and is on sustainability in economic development, and the natural environment.
Other relevant experience includes interning with the Department of City Planning in Pittsburgh,
PA. There I gained insights into planning issues and operating procedures of governing bodies,
namely the planning board and board of adjustment.
Please explain your reasons for wanting to serve on this board
My reasons for wanting to serve on this board stems from a desire to create positive outcomes
for the community I live in. I see the need to answer a call for help put out by government to help
others. More than that, this is an excellent opportunity to be involved in practical matters of
implementation, for which there is always a need to understand nuance in order to understand
what success is and to be successful.
How would your particpation on this board contribute to the diversity of viewpoints?

Being young, I have access to viewpoints of upcoming generations. I would have the ability to act
as a voice on issues that matter to them. Additionally, as a member of the LGBT+ community, I
would bring perspective on issues that would impact that demographic, and because of being a
part of a marginalized population, I have a special motivation to advocate for those who are
underrepresented.
Do you have any personal or business interest(s)that could create a conflict of interest
(either real or perceived) if you are appointed to this board?
