BACKGROUND: The Adult Care Home Community Advisory Committee works to maintain the intent of the Adult Care Home Residents' Bill of Rights for those residing in licensed adult care homes. The members of this committee also promote community involvement and cooperation with these homes to ensure quality care for the elderly and disabled adults. The Board of County Commissioners appoints all ten (10) members. REMINDER: As of July 1, 2017, House Bill 248 was adopted in the North Carolina General Assembly regarding the training period for pending members of the "Adult Care Home Community Advisory Committee and Nursing Home Community Advisory Committee". Applicants will be selected from the County "Applicant Interest List" for a condensed training, and if the applicant successfully completes the training, the individual would be recommended for appointment. Therefore, when an applicant is recommended for appointment, it would initially be for a one year preliminary term and the training will have already been completed. RECOMMENDATION(S): The Manager recommends that the Board discuss an appointment to the Adult Care Home Community Advisory Committee. 3 Orange County Community Advisory Committee To: Board of County Commissioners From: Autumn Cox, Regional Ombudsman Re: Appointment of Jackie Podger Date: April 28, 2023 On behalf of the Orange County Adult Care Home Community Advisory Committee, I would like to recommend Jackie Podger to be appointment to the committee. Jackie is currently the chair of the Nursing Home CAC and also serves as a member of the Aging Advisory Committee. I realize that Orange County usually only permits a person to serve on two boards at a time, but I am requesting an exception be made given the circumstances of the CAC. As you are aware the state has not resumed training at this time, but anticipates the pilots to begin in the Spring. We are hoping we are one of the four regions selected. Because Jackie is already a certified CAC member, she would not have to wait to go through this training and can begin visits with the ACH CAC almost immediately. The ACH CAC is a committee set for ten members and we currently have three active members and one who is completing training. If Jackie were permitted to join the ACH CAC, we would then have four members and one in training. I am extremely grateful for Jackie and her advocacy work on the committee. She is a huge asset to the team and would bring a wealth of knowledge and experience to the ACH CAC. Thank you for your consideration and please let me know if you need additional information to move this recommendation forward. I am now a member of the Nursing Home Board and Chair of the Orange County Community Advisory Committee. I am a trained med assistant, trained nursing assistant, and trained activity director. Early on I volunteered at a nursing home in my hometown as a Candy Striper. Finally, I worked four years ago at The Stratford Assisted Living facility in Chapel Hill. Please explain your reasons for wanting to serve on this board I would like to be a part of the Adult Care Community Advisory Committee because I really want to help them during this critical period of committee member shortage. This advisory committee has a much lower participation rate than do the other committees in Orange County and have been operating short-handedly for a time. As a retiree I have the time and the passion in this area. How would your particpation on this board contribute to the diversity of viewpoints? I have much experience in the administration of nursing homes as well as adult care homes. I have an understanding of the community and the available resources. Additionally, I have worked in facilities where I had real experience in working with residents.
