PURPOSE: To consider appointments to the Orange County Parks and Recreation Council.
BACKGROUND: The Orange County Parks and Recreation Council consults with and advises
the Department of Environment, Agriculture, Parks and Recreation, and the Board of County
Commissioners on matters affecting parks planning, development and operation; recreation
facilities, policies and programs; and public trails and open space.
The Board of County Commissioners appoints all 12 members with representatives from each of
the County's townships plus the municipalities.

RECOMMENDATION(S): The Manager recommends that the Board discuss an appointment to
the Orange County Parks and Recreation Council.

Re: Appointment and Reappointment
Dear Chair Bedford:
The Orange County Parks and Recreation Council(PRC)reviewed vacant positions at their April
meeting, and recommends Louise Flinn to the vacant Bingham Township position, and Hannah Darr to
the At-Large position,held by Jessie Birckhead whom will now represent the Little River Township
position vacated by the expired term of Robert Smith. The Council also recommends that Grayson Shinn
be appointed to the second vacant Youth Delegate position.
Furthermore,the Council recommends that member Andrea Zimmerman be reappointed to a full first
term.Ms. Zimmerman was just appointed to fill an unexpired term on September 20,2022. Finally,the
Council also recommends that member Xilong Zhao be reappointed to his second full term. Mr. Zhao has
served in the Chapel Hill Township position since May 14,2020.

I'm a lifelong Orange County resident with a deep love for the unique natural features we have
here. My professional background is mostly in communications, education, graphic design, and
outreach in the public sector(shoestring budgets!). I am a graduate of, and currently work for,
UNC-Chapel Hill. My outdoor hobbies include foraging and plant identification, supporting native
species conservation, and visiting local trails.
Reasons for wanting to serve on this board:
I have a love for nature and a strong belief in the coexistence of environmental conservation and
sharing the benefits of getting people outdoors. In looking at past meeting minutes, I think my
background in communications and marketing could help solve awareness issues around OC
parks.
Contribution to the diversity of viewpoints on this board:
I'm unsure of the interest areas of all the board members, but I am particularly passionate about
trails, green spaces and greenways, which may represent a different viewpoint. I am a big
picture thinker and enjoy seeing how different pieces interconnect for more possibilities.
I am also a relatively young person (squeaking in under 40) :)

I am currently a second-year Master of Public Health student focusing on public health
leadership at UNC. I am also a graduate research assistant with the Lineberger Cancer
Center for the Fort Bragg-UNC Public Health Partnership. Here, my work primarily
focuses on food insecurity among soldiers and their families through research and aiding
with the newly formed Fort Bragg-Cumberland County Food Policy Council.

Before moving to Chapel Hill in May/2021, I previously spent 5 summers working for the Parks &
Recreation Department for the City of Nappanee in Indiana. Here, I held the role of Director of
Summer Tennis and worked for the Parks Programming Office. I thoroughly enjoyed these roles,
as they gave me opportunities to create meaningful, low-cost programs for my community.
Further, I gained a good understanding of the day-to-day functions and operations of parks and
recreation. Outside of this professional experience, I am currently a second-year Master of
Public Health student at UNC, focusing in public health leadership. I can contribute my
educational knowledge of leadership, program development, and community engagement to the
Orange County Parks and Recreation Council.
Reasons for wanting to serve on this board:
I desire to serve on the Parks and Recreation Council as I am seeking ways to give back to the
Orange County community. Further, I am passionate about providing recreation opportunities to
youth. As the Director of Tennis for the City of Nappanee, I saw how my programs provided
enriching opportunities for low-income youth to develop friendships, get outside, and try new
activities. Overall, parks and recreation contributes to a community s health and wellbeing.

I could contribute to diversity of viewpoints on the board, as I have both worked in a parks and
recreation setting and have educational experience in public health. My parks and recreation
professional experience allows me to promote policies, programs, and ideas that are both

I am a Certified Wildlife Biologist with a B.S and M.S. in Wildlife Management/Science. I spent 4 years
working with The Nature Conservancy and 5 years with the NC Wildlife Resources Commission before
stepping into my current work in leadership development at NC State University where I am the Assistant
Director of the Caldwell Fellows. Prior to moving to Orange County I was a County Appointee to the
Durham City County Environmental Affairs Board, a position I hated leaving when we decided to purchase
a home in northern Orange County. I have extensive volunteer experience with groups such as the
Triangle Land Conservancy. I am also a trained meeting facilitator and event planner and I have been
involved personally and professionally in local and state government advocacy and decision making
processes, primarily related to land conservation, ordinance development, and climate policy making. I
have extensive experience with grant writing and grant making in the non profit and government spheres.
While at the NC Wildlife Resources Commission I was the agency's land acquisition manager and have
deep familiarity with local and state land conservation programs and the administration of these programs
for both species management and public recreation. I was a co-chair of the Forestry Committee of the
team that developed North Carolina's Natural and Working Lands Plan for addressing climate change.

Ethics Guidelines for Orange County Advisory Boards and Commissions
I agree by my signature below that, if appointed, I pledge to comply with the following ethics
guidelines for advisory boards and commissions as adopted by the Orange County Board of
Commissioners.
• Conflict of Interest
1. During advisory board meetings, a member shall immediately disclose any potential
conflict of interest and request to be excused from voting when he or she has a conflict of
interest.
2. During appeal proceedings, the applicant has the right to question the interest of any
voting member. The advisory board chair should consult with the County Attorney or
staff attorney on any potential conflict of interest in appeal matters.
3. In determining from existing facts and circumstances whether a conflict of interest exists
the determining party shall consider the facts and circumstances as would an ordinary
and reasonable person exercising prudence, discretion, intelligence, and due care.
• Gifts
1. An advisory board member shall not directly or indirectly ask, accept, demand, exact,
solicit, seek, assign, receive, or agree to receive any gift or honorarium for the advisory
board member, or for another person, in return for being influenced in the discharge of
the advisory board member's official responsibilities.
2. This section shall not apply to gifts or awards authorized by Orange County Policies,
Resolutions, or Ordinances.
• Code of Ethics
1. Advisory board members should act with integrity and with independence from improper
influence as they exercise the functions of their offices. Characteristics and behaviors
that are consistent with this standard are:
1. Adhering firmly to a code of sound values.
2. Behaving consistently and with respect towards everyone with whom they interact.
3. Exhibiting trustworthiness.
4. Living as if they are on duty as appointed officials regardless of where they are or
what they are doing.
5. Using their best independent judgment to pursue the common good as they see it,
presenting their opinions to all in a reasonable, forthright, consistent manner.
6. Remaining incorruptible, self-governing, and not subject to improper influence, while
at the same time being able to consider the opinions and ideas of others.
7. Disclosing contacts and information about issues that they receive outside of public
meetings, and refraining from seeking or receiving information about quasi-judicial

matters outside of the quasi-judicial proceedings themselves.
8. Treating other advisory boards and advisory board members and the public with
respect, and honoring the opinions of others even when they disagree.
9. Being careful not to reach conclusions on issues until all sides have been heard.
10. Showing respect for their appointed office and not behaving in ways that reflect
badly on the office, the advisory board, Orange County, or the Orange County
Board of Commissioners.
11. Recognizing that they are part of a larger group and acting accordingly.
12. Recognizing that individual board members are not generally allowed to act on
behalf of the board, but may only do so if the board specifically so authorizes, and
that the board must take official action as a body.
13. Being faithful in the performance of the duties of their offices.
14. Acting as especially responsible residents whom others can trust and respect.
15. Faithfully attending and preparing for meetings.
16. Carefully analyzing all credible information that is properly submitted to them, and
when applicable, being mindful of the need not to engage in communications
outside the meeting in quasi-judicial matters.
17. Being willing to bear their fair share of the board's workload.
18. To the extent appropriate, they should be willing to put the board's interests ahead
of their own and shall avoid the appearance of a conflict of interest and shall, under
no circumstances, use their position on any board for personal gain or profit.
2. Members of the Planning Board, Board of Adjustment, Economic Development
Commission, and Board of Equalization and Review shall upon initial appointment, and
prior to December 31 annually thereafter, disclose:
1. Any interest he or she or his or her spouse or domestic partner has in real property
situated in whole or in part in Orange County and the general description of that
property.
2. Any legal, equitable, beneficial or contractual interest he or she or his or her spouse
or domestic partner has in any business, firm or corporation, which is currently
doing business with Orange County pursuant to contracts awarded by Orange
County, or which is attempting, or has attempted in the past calendar year, to
secure the award of a bid from Orange County or the approval of any Board or
Agency of Orange County.
3. Failure to file a disclosure statement setting out the above required information shall
result in immediate removal of the member from the applicable board.

I am an advocate for the environment and wish to move the agenda forward for the protection
and longevity of our natural resources for future generations. I hold a BS and MS in science and
past experience focused on environmental research and life sciences, as well as sustainability. I
also hold a MBA degree and have worked within and with various global organizations and
collaborated and led a number of successful projects where sound decision making, ideation,
project execution, cross functional collaboration/communication are key.

I grown up in desert and Gobi area of China, pursued my education in green southern area, and
worked in Beijing before coming to this beautiful country 22 years ago. I lived in Chicago for 9
years before nesting at Chapel Hill in 2006. This is a beautiful place that I called home, not
because it has picturesque natural views but also the harmonious communities with diversified
cultures. Beautified and multifunctional parks and the community recreation activities are
becoming an important and healthy part of residents living in this area.
My education background and working experience is from public health, environmental and
agricultural sciences. travel, photography and gardening are my long term hobbies.
In the past ten years, I actively co-organized and participated local community cultural and
recreational events. My diversified knowledge and practices and also the experiences as a
Cultural and Art commissioner in Chapel Hill will be a good asset to Orange County PRC by
introducing healthy living, diversified cultures, arts, residential recreation events, and sustainable
environmental concepts into the PRC programs.

local residents and attracting the visitors through development of recreation programs and good
management of parks in Orange County.

Before I came to this beautiful country in 1997 to pursue my career development, I have been
living in different areas of China for 30+years. In the past 20+years, I live in Chicago area and
North Carolina triangle area, and visited many places in this country. Both Asian culture and
American culture are combined in my daily life today. I have diversified working experiences as a
bioscience researcher in both academic and industrial institutions and college teacher. Critical,
analytical and creative thinking is the basic expertise that I have been trained in many years of
research work. In addition, I have 15+years of experience in community services as a member
of Chapel Hill Culture and Arts Commission, chair of Asian Business Community, member of
Diversity and Inclusion Council, HOA landscaping officer and so on. I have been served as an
organizing committee member for Chapel Hill LIGHTUP (4 years), Raleigh Food and Culture
Festival (2 years), and others. I am also an active volunteer in events organized by Chapel Hill
Park and Recreation Commission. I believe my multiculture and education background,

Hillsborough. I am the chair of the Hillsborough Tree Board in my fourth year of service

six years ago. I worked as a gardener at Montrose Gardens and started my own landscape
design business five years ago when my daughter was born. I work primarily on residential
projects but have consulted on several public realm projects. I am currently the chair of the
Hillsborough Tree Board in my fourth year of service. As a designer, resident and parent living in
Orange County I m interested in contributing to the development of our public spaces with a
specific focus on sustainability and examining the way humans interact with our natural
landscapes.

I am interested in learning more about the county processes and procedures and contributing to
the development of our public spaces on this scale. I feel passionately that our public spaces
should support both human activity and our ecology. I believe that Parks and Recreation boards

I was born and raised in NC from a middle class family. For college I went to school to study
Biology at NC State. After graduation I like many young people today faced challenges finding
housing. My wife and I originally lived in RTP but were priced out, and were lucky to find a nice
home for us here in Orange. Since moving here I have served as a teacher at Orange High and
have seen first hand the impact improper housing has had on my students, and would like to get
involved.
Please explain your reasons for wanting to serve on this board
I believe housing is one of those most important issues facing society as a whole today. Not
having affordable housing impacts many facets of life from; occupation availability, health,
savings, etc. Additionally as someone who has had trouble finding affordable housing I know the
importance of this board, and its job. By serving on this board I wish to have an impact on one of
the pressing issues for the community.
How would your particpation on this board contribute to the diversity of viewpoints?
As a newcomer to the area as last year I can bring a fresh perspective that can differ from those

My interest on serving on the board is twofold. First I believe the nature present in Orange is one
of the things that makes life here so amazing. Protecting it should be our goal just not for our
physical health but are mental health as well. Additionally serving on the commission will allow
me to talk to my students about ongoing concerns in their area and to educate them on how
local government impacts them.

I agree by my signature below that, if appointed, I pledge to comply with the following ethics
guidelines for advisory boards and commissions as adopted by the Orange County Board of
Commissioners.
• Conflict of Interest
1. During advisory board meetings, a member shall immediately disclose any potential
conflict of interest and request to be excused from voting when he or she has a conflict of
interest.
2. During appeal proceedings, the applicant has the right to question the interest of any
voting member. The advisory board chair should consult with the County Attorney or
staff attorney on any potential conflict of interest in appeal matters.
3. In determining from existing facts and circumstances whether a conflict of interest exists
the determining party shall consider the facts and circumstances as would an ordinary
and reasonable person exercising prudence, discretion, intelligence, and due care.
• Gifts
1. An advisory board member shall not directly or indirectly ask, accept, demand, exact,
solicit, seek, assign, receive, or agree to receive any gift or honorarium for the advisory
board member, or for another person, in return for being influenced in the discharge of
the advisory board member's official responsibilities.
2. This section shall not apply to gifts or awards authorized by Orange County Policies,
Resolutions, or Ordinances.
• Code of Ethics
1. Advisory board members should act with integrity and with independence from improper
influence as they exercise the functions of their offices. Characteristics and behaviors
that are consistent with this standard are:
1. Adhering firmly to a code of sound values.
2. Behaving consistently and with respect towards everyone with whom they interact.
3. Exhibiting trustworthiness.
4. Living as if they are on duty as appointed officials regardless of where they are or
what they are doing.
5. Using their best independent judgment to pursue the common good as they see it,
presenting their opinions to all in a reasonable, forthright, consistent manner.
6. Remaining incorruptible, self-governing, and not subject to improper influence, while
at the same time being able to consider the opinions and ideas of others.
7. Disclosing contacts and information about issues that they receive outside of public
meetings, and refraining from seeking or receiving information about quasi-judicial

documents and worked architects and construction teams to update buildings and infrastructure.
Reasons for wanting to serve on this board:
I am very interested in parks and outdoor spaces! I take daily walks and enjoy the numerous
outdoor activities in our area. When my kids were growing up, my family was very involved with
the local sports leagues and relied on day camps, etc. I know that parks and recs are a great
public recourse!

I have always worked with a very diverse group of people and have always leaned much from
people who come from other backgrounds. I spent decades collaborating with teams of people
to achieve goals to serve the public.

I think community colleges are very important and I have a lot of experience in working in higher
education.

I have a background of participating in sports leagues in and around orange county for almost 30
years. While obtaining a political science and business law degree from Western Carolina
University I participated in intramural sports and volunteered for local political campaigns. I also
spent a semester interning with the US House of Representatives. I believe this makes me an
attractive candidate to serve on the Parks and Recreation Council because I know, and have
experienced, how important parks and recreation is to the local community in Orange County.
Reasons for wanting to serve on this board:
I want to serve on the Orange County Parks and Recreation Council because I want to get
involved with my local community and ensure that the programs and sports leagues that I
enjoyed participating in for so long remain available.

I am not familiar with the current board or council members so I am not sure how my
participation might deviate from the current viewpoints. I imagine my 30+ year history of being an

Ethics Guidelines for Orange County Advisory Boards and Commissions
I agree by my signature below that, if appointed, I pledge to comply with the following ethics
guidelines for advisory boards and commissions as adopted by the Orange County Board of
Commissioners.
• Conflict of Interest
1. During advisory board meetings, a member shall immediately disclose any potential
conflict of interest and request to be excused from voting when he or she has a conflict of
interest.
2. During appeal proceedings, the applicant has the right to question the interest of any
voting member. The advisory board chair should consult with the County Attorney or
staff attorney on any potential conflict of interest in appeal matters.
3. In determining from existing facts and circumstances whether a conflict of interest exists
the determining party shall consider the facts and circumstances as would an ordinary
and reasonable person exercising prudence, discretion, intelligence, and due care.
• Gifts
1. An advisory board member shall not directly or indirectly ask, accept, demand, exact,
solicit, seek, assign, receive, or agree to receive any gift or honorarium for the advisory
board member, or for another person, in return for being influenced in the discharge of
the advisory board member's official responsibilities.
2. This section shall not apply to gifts or awards authorized by Orange County Policies,
Resolutions, or Ordinances.
• Code of Ethics
1. Advisory board members should act with integrity and with independence from improper
influence as they exercise the functions of their offices. Characteristics and behaviors
that are consistent with this standard are:
1. Adhering firmly to a code of sound values.
2. Behaving consistently and with respect towards everyone with whom they interact.
3. Exhibiting trustworthiness.
4. Living as if they are on duty as appointed officials regardless of where they are or
what they are doing.
5. Using their best independent judgment to pursue the common good as they see it,
presenting their opinions to all in a reasonable, forthright, consistent manner.
6. Remaining incorruptible, self-governing, and not subject to improper influence, while
at the same time being able to consider the opinions and ideas of others.

7. Disclosing contacts and information about issues that they receive outside of public
meetings, and refraining from seeking or receiving information about quasi-judicial
matters outside of the quasi-judicial proceedings themselves.
8. Treating other advisory boards and advisory board members and the public with
respect, and honoring the opinions of others even when they disagree.
9. Being careful not to reach conclusions on issues until all sides have been heard.
10. Showing respect for their appointed office and not behaving in ways that reflect
badly on the office, the advisory board, Orange County, or the Orange County
Board of Commissioners.
11. Recognizing that they are part of a larger group and acting accordingly.
12. Recognizing that individual board members are not generally allowed to act on
behalf of the board, but may only do so if the board specifically so authorizes, and
that the board must take official action as a body.
13. Being faithful in the performance of the duties of their offices.
14. Acting as especially responsible residents whom others can trust and respect.
15. Faithfully attending and preparing for meetings.
16. Carefully analyzing all credible information that is properly submitted to them, and
when applicable, being mindful of the need not to engage in communications
outside the meeting in quasi-judicial matters.
17. Being willing to bear their fair share of the board's workload.
18. To the extent appropriate, they should be willing to put the board's interests ahead
of their own and shall avoid the appearance of a conflict of interest and shall, under
no circumstances, use their position on any board for personal gain or profit.
2. Members of the Planning Board, Board of Adjustment, Economic Development
Commission, and Board of Equalization and Review shall upon initial appointment, and
prior to December 31 annually thereafter, disclose:
1. Any interest he or she or his or her spouse or domestic partner has in real property
situated in whole or in part in Orange County and the general description of that
property.
2. Any legal, equitable, beneficial or contractual interest he or she or his or her spouse
or domestic partner has in any business, firm or corporation, which is currently
doing business with Orange County pursuant to contracts awarded by Orange
County, or which is attempting, or has attempted in the past calendar year, to
secure the award of a bid from Orange County or the approval of any Board or
Agency of Orange County.
3. Failure to file a disclosure statement setting out the above required information shall
result in immediate removal of the member from the applicable board.
