PURPOSE: To provide an update on the Comprehensive Plan Land Use Element Update and
proposed community outreach.
BACKGROUND: The County has been developing its Comprehensive Plan, Land Use Element
since spring 2001 when it began receiving Census 2000 data. Since then, open meetings have
been held with various boards and committees to address the growth management challenges
that lie ahead while incorporating the excellent work that has been conducted by many county-
wide task forces and local governments over the last 10 years.
Even though this work has been supported by many years of research and data collection,
committee and task force reports, the next phase is important. The outreach process will begin
to communicate some of the findings and ideas to manage growth and maintain the quality of
life in the future and solicit the public's input.
The Comprehensive Plan Land Use Committee (CPLUC) identified thirteen (13) challenges
(see attachment 1) and staff has posed various options and ideas since January 2003. The
presentation has been reformatted as a result of comments received at the November 24, 2003
Joint BOCC/Planning Board dinner meeting, December 17, 2003 meeting with County Mana~er
and BOGC Chair, .)anuary 21, 2004 Presentation Advisory Meeting, and February 4`h and 10 ,
2004 Planning Board meetings. These various reviews by no means indicate a sanctioning of
the recommendations, but have helped shape the format of the presentation. Staff has realized
that it is nearly impassible to create a "one size fits all" PowerPoint presentation (attachment 2
distributed at meeting) because various people have different interest and need for data and
analysis.

To achieve a balance, the presentation will be a simple topic outlined briefing. Those interested
with deeper background and statistical analysis will have the opportunity with "drill down"
support material. The outreach meetings will primarily be in an "open house" format with
different stations accenting different challenges. Staff will be available to answer questions.
The walls of the roam will be replete with maps, photos and charts far discussion purposes,
The intent of the meetings are to receive perspective from the citizens through written
comments and ideas that will be considered as the process of update nears the formal stage
later this year. The meetings will be held in the seven townships in primarily rural settings
chosen by area residents,
In summary, this outreach phase is an "inclusionary' process to collect ideas for addressing
land use issues in the future. This is not the last opportunity to comment, but the start of
bringing many ideas and past efforts to the outreach phase. A schedule of proposed activities
is attached. (See attachment 3)
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Board receive the update and
provide comments as desired,
