BACKGROUND: Or Dana Leinenweber and Ms. Joyce Moore, members of the joint Orange County Child Fatality Prevention Team (CFPTpCommunity ChIO Protection Team (CCPT)will present information to the Commissioners as required by General Statute 78-1406 of the North Carolina Juvenile Code. This General Statute establishes a Community Child Protection and Child Fatality Prevention Team in each county across North Carolina. The Community Child Protection Team's mandate is in part to review selected active cases in which children are being served by child protective vertices, and the Child Fatality Prevention Team's charge is to review the records of ell child fatalities in the County. The required members of these teams are Crewe from social services, health department, Guardian ad Litem, metliwl examiner's office, law enforcement, and others. Orange County funcdona with a merged team since the required members overlap to a great extent. The joint Team meets bimonthly and reviews all child deems and chill protection cases. This presentation covers fiscal year 2002 to date. The attached report has some of the finings and recommendations of each of the teams. FINANCIAL IMPACT: None, RECOMMENDATION(S): The Manager recommence that the Board hear the presentation. z ORANGE COUNTY CHILD FATALITY PREVENTION TEAM/ COMMUNITY CHILD PROTECTION TEAM ANNUAL REPORT Fiscal Year 2002 Introduction Germal Slwuw bB-1406 of the Ncrth Cmoline Juvesdle Code established Child Fatality Prevention Teams in every worry mthe start, The Child Fatality Prevention Team's(CPPT)charge Is to review the records of all child fatalities in the county. Community Chad Protection Team(CCPT)were established is response to Executive Order 142 in May of 1991. The duties and responsibilities of the CCPT were adoptel as North Carolina Administrative Code 411 .0400. The original purpose and composition of the team was feather formalized and expanded by G.S. 913 1406 offactive July I, 1993. The CCPT's mandate is,in pelt,to review selected active cases in which children are being served by child protection services. Both teams are required by statute m submit mnaedy to the Board of County Cwwwdaiorms recommendations,if any,and advocate for system improvenms and needed resources ounce apps and deficiencies may exact. The statutes Nrther list the required team momhem,which include Soci:d Services,F3ealus Department, (function tal Liaem,Medical Examiner's office, Law Endowment,Emml;mcy Medical services, School persomel,and so Amway fiom the District Attorneys office. Since the pastiness aed goals oflwth teams are so closely linked and the composition office teams is nearly identical, the rescue agreed in 1998 to pool their rauumes and create one team that fulfills the functions ofboth. no combined CCPT/CFPT meets every ether month and conducts both types of ravicays. This seduces fragmentation and the time of team members is utilized more emcisarly, Reports from each of the teems are anacued for review. 3 Community Child Protection Team Report Purpose The purpose of the Cevwwdty Child protection Team(CCPT) includes the fallowing: • To ensure this[families have resources available to them to enhance their ability to provide sate mvionawn s for their children. • To mfmm the community regarding child protection issues that impact the ability of families to protect their children. • To facilitate collaboration of team and emwmruty resources in order to protect vulnerable children The local COPT rev involving child deaths due to abuse or neglect and Cowes of severe maltreatment. [he collective knowledge of the team is utilised m the advamage of childrenandf ilia. Advocwyforchild mdfamiliesisapimaryptnposeof[ e process and safety for children is the ultimate goal. The team makes reeommmdations to the state Division of Social Services where review findings can be wed to detestmine trends,target prevention strategics,identify family and community needs,and support local agm rw in their services to children and families. Case Renew Process The team has reviewed 17 cases of child abuse and neglect to date an fiscal year 2002. To assess the opportunities for preventing child abuwetneglect the team requires information from agencies which provided service to each child's Tandy. The teem is auWUrnall to access all medical records,hospital retard,records maintained by any state,county,or local agency w necessary to carry out the proposal of the law,including police itwestigatim data medical examiner data,mental halm rands,and social servoices records which may be required to conduct a comprehensive review of each maiVs circumstances. The team operates by strict confidentiality rcquhmrmta and prcservee tech family's ripJv to�ivacy. Thcmectmgsofthe CCHuenotsubjectrote open Mechanics Law. a Issues Identified The following issues were idcntifiai in a majority of the cases reviewed: Substance abuse • Mental illness • Family violence • Unemployment • Lack mfpamnting skills Three problems frcquendy were contributing furors to the abuser alert of children and issues which fmilies experienced difficulty in successfully addressing. Aecommendetions The CCPT makes the following recoolmendatione: • Continue close coordination between law enforcement and DSS in ones of domestic violence when there arc children in the Fame. • Support prosecution in cases of severe child abuschioglect. • Continue consolatory education regarding child abusteneglect identification, reporting, and how to access smites to support children and turning. • Continue to animus collaboration and information sharing among conurunity agencies Nat serve families and children including law enhancement and the medical community. • Support the availability of a curriculum of services for families and children including substance abuse treawent for parents and residential trcatmcnt services for children with seriow emotional,behavioral,and/or psychological problems. Conclusion The CCPT has Provided valuable input in cues of serious child maltreatment. The teem has enhanced interagency collaboration and irtformvion sharing on behalf of children and their fatties. Shaffer,MSW Joyce Moore,RN,MPH Orange County CCPT Co Chun Course County CCPT Co-Chair Child Fatality Preveo[ioa Team Orange Country Child Fatality Statistical Information (type and number of fatalities reviewed) The Omuge County CFPT reviewed 7 child fatalities between July 2001 end de present. The causes of child deaths were varied. The v different child deaths reviewed were all from different causes. The various causes included heart-related illnesses,SIDS,birth defmts, and other serious pednatal conditions such as prematenty and bronchopneumonia Analysis and Recommendations llaee deaths reviewed were due to respiratory conditions due to severe premalun y, Since 1999,the Change Counry CFPT has reviewed four Sudden Want Death Syndrome (SIDS)deaths. With some backgrouM research,it was identified that all Orange County children who died of SOS in this time period were Pound to be sleeping together tither with the child's mother in with another adult member of due household. This oHen makes me SIDS deaths somewhat suspicious for possible asphyxiation. Recommendations The Orange County CFIT has made recommendations to the State m raise awareness regarding the need for smoke detectors in rental properties. With the help of similar recommendations from come county CFPT's,the legislature mandated that landlords provide smoke detectors in all rental properties in the lam lmd's. Actions Taken As aAmult of the noted trends in SIDS related deaths,the Orange County CFPT has began hacking the following infirrim o r for all SIDS related deaths: 1) Was there dreg use by the mother; 2) Where was We baby sleeping when found; I) Was Here tobacco use in the home; 4) Was a death scene investigation done; 5) Was the hourly on Medicaid; fi) When type of heat was used in the home? 6 Furthermore,we have requested that all records of child deaths with EMS involvement or contact always be sent to the Medical Examiner's office and DNC Hospital. It was found that this was not always consistently done. Training Needs Identified The CFIT co-chain attended"Child Death Scene Investigations"training February 37'h and2goin Chatham County. This training wen provided add taught by staff fmm the State Mcical Examiner's Office. We will be requesting that this same contains be provided to all Orange County CFPT numbers within the next few months. The focus of this dainiog is to educate, barn,said assist local CFPT teams in proper child death medicolegal investigated techniques and to advise them of trends in childhood fatalities. This training's primary objective is to identify and close gaps in systems designed to protect children's well being and thereby reduce child deaths ch North Carolina Conclusion The Orange County Child Fatality Prevention Team bas difigently worked to become a meme solidified and cohesive team We have consistently sought involvement loom local law enforcement agencies,medical examiner's Sides,medical providers and school panomel. A a result ofdds consistency, we have excellent reprenentadon from a wide a rtayefducipdnes. Weare takingacloser look atdrnds in SIDSdeads. Wehave ordered brochures on child safety and shared then with other county agencies. The Orage County CFIT takes its fespedinu lity seriously and hopes in do everything possible to reduce the number of future child deaths.
