PURPOSE: To consider appointments to the Orange County Housing Authority Board.
BACKGROUND: The goal of the Orange County Housing Authority Board is to provide decent,
safe, and sanitary housing for the low and moderate income families in the County. Due to the
nature of its work, the Housing Authority Board does not make recommendations for
appointments.
The Board of County Commissioners appoints all seven (7) members.

RECOMMENDATION(S): The Manager recommends that the Board discuss appointments to
the Orange County Housing Authority Board.

Background, education and experience relevant to this board:
I currently work for the state managing and implementing nearly$1 billion of Community
Development Block Grant- Disaster Recovery(CDBG-DR)funds. I have nearly 12 years of
experience in housing and am considered an expert in the field of affordable housing
development, specifically related to state and federal requirements. I have experience
coordinating with the North Carolina Housing Finance Agency(NCHFA)and developers across
the state.
Reasons for wanting to serve on this board:
I moved to Chapel Hill in 2021 and have been interested in the development and availability of
affordable housing in the community where I live. I know I can bring expertise and value to the
organization.
Contribution to the diversity of viewpoints on this board:
In addition to North Carolina experience, I have experience in affordable housing (single family,
multi-family, mixed use, e tc.) in Texas, Louisiana, and California. I have seen many different
methods and funding sources to improve access to quality affordable housing.
Conflict of Interest:
Although I currently work for the state, my state projects are unlikely to intersect work in Orange
County. If a conflict does arise, I would apprise the board and my employer to mitigate any
conflict.

I have experience implementing or augmenting public housing rehabilitation and relocation work.
I am familiar with federal requirements related to public housing and have coordinated with other
public housing agencies in the past, including Wilson Housing Authority, the Housing Authority of
Greenville, and the Housing Authority of the City of Lumberton.
Reasons for wanting to serve on this board:
I am interested in contributing to affordable housing in the community where I live.
Contribution to the diversity of viewpoints on this board:
I bring a broad and multi-disciplinary perspective on affordable housing and understand the
complexities of operating public housing.
Conflict of Interest:

I have a masters degree in instructional design and am ABD in Educational Research with an
emphasis in adult education and educational economics. I have taught at two universities and
one community college. Most recently, I served on a volunteer committee for the Chapel Hill
Carrboro City Schools to review their vocational curriculum.
Reasons for wanting to serve on this board:
I am deeply committed to the success of our community college system. As a project coordinator
for a STEM project at Florida A&M, I counseled students who would not have been able to afford
college if they had not been able to complete their general education credits at the community
college. For many students, especially those in rural and under-funded urban high schools, the
community college helps build the study skills and academic independence needed to be
successful in a 4-year school. The community college also serves the needs of adult learners
who need basic academic and technical skills. This is a population that I believe is not always
well represented by academic administrators.

Three years on the Carrboro Affordable Housing Commission, years of informal participation
with the annual homeless count with Carrboro police, full career of working with budgets and
project planning.
Reasons for wanting to serve on this board:
I have the knowledge and skills to help my community.

I am a senior citizen with a physical handicap living on a retirement budget.

I have lived in the Carrboro ETJ for 21 years, convinced the two towns and the county to
authorize a Smith Level Road Task Force, learned a lot about planning and zoning when I
served on the Carrboro Environmental Advisory Board
Reasons for wanting to serve on this board:
The Carrboro ETJ area is in the University Lake watershed. I want to protect that watershed
while still helping the town grow responsibly.

I would represent the residents of the ETJ from a position of experience and an environmental

I am a Section 8 voucher recipient. I have experience with applying for most of the housing help
available in Chapel Hill, local and federal assistance (public housing), as well as various non for
profits like Community Home Trust and Habitat for Humanity. I know what is out there and I
know what it is like to be in the program and dependent. I have a degree in Dance from UNC
Greensboro and graduated magna cum laude. I also studied other subject areas including
psychology and environmental studies. I lived in a shelter in Chapel Hill with my daughter for 6
months. I know what it is to be homeless and bounce from place to place for years. I know the
difficulty and struggle as well as the humiliation of it.
Reasons for wanting to serve on this board:
I am passionate about housing, home ownership, making life better for people, and making
housing better and more stable for people, others as well as myself. Because of my life
experience, I have a deep understanding of the challenges with getting housing as well as a
vision of how things could be better. It is not conceptual or abstract for me, it is experiential and
tangible as well as personal.
Contribution to the diversity of viewpoints on this board:
I dons€TMt know who else is on the board so I cannot answer with assurance, but I would bring
my perspective that has a lot of passion behind it and may be unique based on who I am and the
life experience I have had.

I may not feel fully comfortable expressing myself freely because as a recipient of public
assistance, I am in a dependent and vulnerable position.
