PURPOSE: To consider a report and relatetl budgetary considerations from the Orange
County 250"Anniversary Planning Committee.
BACKGROUND: Orange County was officially created on September 9, 1752,when the firat
County court was convened at Grayfelds(near cumeniday Moorefields). During fall 2001,
the Board asked staff to form a committee of interested parties, within and without the
County organization, to begin planning activities to celebrate the 250"anniversary. An
update on the work of the "Orange County 250'Committee was provided at the February 2
Commissioners retreat.
Since that Lima,the Committee(and newly-formed subcommittees)have met on several
occasions to broaden the base of participation in the project planning, and to begin
developing a m0reEetailed game plan for the celebration. As noted at the Board retreat,the
ideals of freedom, education, cu@ural d versrty and preservation are planned to be the
themes for activities throughout the year beginning September, 2002.
Orange County's approach to the celebration has been to develop a grassroots theme, with
events and agivities being planned from within, as opposed to hiring outside consultants to
develop and stage activities for the celebration. In keeping with of this 'home-grown"
approach, "Orange County 250" is planned to have a few County-sponsored events at the
beginning, mid-point and end of the anniversary year. Between these events, the'Orange

County 250"celebration would be augmented greatly by asking other organizations and
institutions to incorporate 250'"activhies into their own events throughout the year.
The Committee has created three subcommittees to develop atldttional ideas and plans:
— A Logo Subcommittee to oversee the "Orange County 250"Logo Competition already
underway(please see attached);
— A Kickoff/Grand Finale Subcommittee which is currently developing ideas for a kickoff
event tentatively planned for the weekend of September 7-8; and
— A Program Committee which is looking to coordinate the activities of many other groups
and organizations, and tlevelop Initial cost estimates.
As can be seen in the attached memorandum, many Ideas have been generated about ways
of communicating and publicizing activities to the general public. Details are also being
prepared on the kickoff event and other activities that could be sponsored, along with a
master list of events and plans to contact those organizations to solicit their involvement

While the Committee has worked to keep activities planned to a small budget and grassroots
approach,the Committee has identified a need for a part-time event coordinator. The
Coordinator would make sure that the major events are pulled together and managed,that
community organizations and institutions are adequately involved, and that the public Is well-
informed on activities In which they might particlpate.
Funding is being proposed for this part-time position, for a proposed 15-month timetable,
along with money to print materials, publicise events and conduct two County-sponscred
events (including the September 2002 kickoff event and the September 2003 Grand Finale).
FINANCIAL IMPACT: The"Orange County 250"Committee has developed a projected
budget of $52,267 over two fiscal years($43,392 in FY 02-03 and $8,875 In FY 03-W).
Potential sources of funding for this project include Boat of Commissioners contingency
fund,Visitor's Bureau undesignaled fund balance, and perhaps small amounts from otter
department budgets, such as the Economic Development Commission and Perks and
Recreation.
RECOMMENDATION(5): The Manager recommends that the Boat receive the report,
provide feedback as needed, and consider the budget request as part of the County budget
deliberations In May-June.
