Members Present: Gina Reyman (Chair), Mikki Fleming (Vice-Chair), Natalie Ziemba, Andrea
Zimmerman, Greg Hughes, Bob Smith, Chris Colvin, Sophia Fratta, Becca Truluck, Tim Tippin (via
Zoom)
Members Absent: Rod Jones, Jessie Birckhead; Xilong Zhao
Staff: David Stancil, Ardra Webster, Beth Young
Chair Gina Reyman called the meeting to order at 6:30pm. She asked members to introduce
themselves and their interest in Orange County parks.
Review of Meeting Summary/Additions to Agenda:
a. No changes or additions.
Report of the Chair:
a. Reyman gave a summary of the Annual Report and Work Plan presentation at the BOCC
February 16t" meeting. She talked about what she presented to the Board including
emerging trending issues and importance of equity, race and inclusion with Orange
County parks and recreation programs.
New Business:
a. Outside Agencies: The PRC reviewed applications from Bridge II Sports,Triangle
Bikeworks, and Van der Horst Water Safety Initiative for county funding and provided
scoring of the applications via the Orange County Outside Agency Application Scorecard.
After discussion, the Bridge II Sports application scored 77.5 out of 100 available points,
Triangle Bikeworks scored 92.5 out of 100, and Van der Horst Water Safety Initiative
scored 73 out of 100. The Council recommended funding for all applications and
provided comments for each application. These comments ranged from recruitment of
minority participants including genderqueer participants, explanation for low number of
Orange County participants in programs and accessibility for low income residents to be
included in the programs.
Old Business:
a. Resolutions for Bob Smith and Tim Tippin: Reyman thanked members Bob Smith and
Tip Tippin for volunteering to serve on the PRC for 5+years. Bob Smith was presented a
certificate of appreciation and resolution and Tippin was recognized while he attended
via Zoom (certificate and resolution to be sent). Tippin said that he will work with the
Friends of Orange County Parks and Recreation moving forward and will see everyone in
the parks. Bob Smith was appreciative of serving as a representative for Little River
Township.
Report of the Director:
a. Updates: David Stancil provided the Council with an estimated soft opening date for
Blackwood Farm Park. He also mentioned the next Perry Hills Mini Park meeting will be
March 23rd. Chris Colvin asked if there would be an official opening for Blackwood Farm
Park. Stancil said a grand reopening event is being planned and will be held in May.
b. April Meeting Plans: Review potential new member Applications. Reyman asked that
staff provide members with any new applications received prior to the April meeting.
Council and Committee Reports:
a. Intergovernmental Parks Work Group (next mtg April 12)
b. Items from the Council /Sharing of Volunteer Opportunities- none
