Welcome / Call to Order / Introductions Commissioner Anna Richards: Called the meeting to order and welcomed everyone. Since she was on the meeting via her phone. She asked everyone to introduce themselves using the popcorn method. Dave Stancil: Director of the Orange County Department of Environment, Agriculture and Parks & Recreation Charles Harrington – Interim Director Carrboro Recreation and parks Kalani Allen: Admin Support for the Department of Environment, Agriculture and Parks & Recreation Robb English: Hillsborough Board of Commissioners Atuya Cornwell: Town of Chapel Hill Parks and Recreation Chris Colvin: Orange County Parks and Recreation Council Phil Fleischmann - The Parks and Recreation Director for the town of Chapel Hill Tyler Steelman: Chapel Hill Chair of the Parks, Greenway and Recreation Commission Susan Romaine: Carrboro Town Council Wendell Rogers: Facilities Administrator for the town of Carrboro Myra Austin: Orange County Department on Aging Veronica Orange County Commission for the Environment Aaron Davis: Recreation and Parks Director, with the city of Mebane Marabeth Carr: Landscape Architect with the Orange County Department of Environment, Agriculture Stephanie Trueblood: Public Space and Sustainability Manager for the town of Hillsborough Beth Young: Communications Manager for the Orange County Department of Environment, Agriculture and Parks & Recreation 2. Review of Meeting Notes Marabeth Carr asked if anyone had any revisions or comments they would like included to let her know and she would incorporate them. (None were submitted) 3. Orange County Bicycle, Pedestrian and Trails Plan – Scope of Work/Collaboration Ideas Dave Stancil presented a PowerPoint presentation on the Orange County Trails Plan/Bicycle/Pedestrian/Trails Plan • Orange County has been looking at trying to coordinate a lot of different trail planning efforts that exist. • There's not a comprehensive coordinated countywide or even county jurisdictional wide Trails plan • We are looking at the possibility of doing contracting to do that sort of work in the next fiscal year • Some of the plans that are already in place a) Mebane and Carrboro-Trails Plan b) Hillsborough - Connectivity Plan c) Chapel Hill - Mobility and Connectivity Plan d) Orange County - Mountain to Sea Trail Plan • Good Example – 2020 Harnett County Bicycle, Pedestrian, & Greenway Master Plan Dave asked the group for ideas on stakeholders and processes • Mebane- Willing to participate • Hillsborough – Already completed a number of helpful plans • Chapel Hill – Would like to participate 2. Update on the construction progress at Blackwood Farm Park (in place of Community use of Schools item) Marabeth Carr gave the short PowerPoint below as an update on the progress of the construction work at Blackwood Farm Park Questions/Comments from the group: • It was pointed out that the supply chain issues have been a hindrance to the project • It was asked if the guard rail along Hwy 86 was required by DOT? Answer: “Yes” • What kind of surface does the parking area have? Answer: “Gravel” • Is there a disc golf course? Answer: “That is the next phase of construction” • Is the house being renovated? Answer: “Yes; under a separate contract” • It was pointed out that Homestead park also has remnants of the old roadbed that goes through the site • Will the existing entrance be reused? Answer: “Yes; but only for staff and special events • How many people can the amphitheater seat. Answer: “It’s lawn seating…so a lot!” • What kind of restrooms will the park have? Answer: “The park is in the rural buffer so all we could provide are vault toilets” 5. What’s on the Horizon? / Park Plans and Local Updates Mebane - Aaron Davis: • Parks Master Plan is ongoing Chapel Hill - Phil Fleischmann • Hopeful to receive 2.5 million in American Rescue Plan Act funds for parks. For things like an adaptive playground, a splash pad, Form a public private partnership for pickleball courts; repairs at the teen center • Feasibility study for slash pads and inclusive playgrounds • Resurfacing the four tennis courts at Ephesus Park • Family fun day and book back give away • Outdoor Venture Program Summit • Planning to host the Joint Advisory Board meeting Carrboro – Charles Harrington • Also hopeful to receive American Rescue Plan Act fund • Working on Carrboro Connects Comprehensive Plan • Feasibility study for a community center with some type of pool or water feature • Just completed a new sidewalk to increase accessibility to Baldwin Park • Getting ready to resurfacing the tennis courts at Anderson Park • Town information kiosks have been installed in lower income neighborhoods to help with communication • Just finished the 25th annual Carrboro Music Festival (First time the performers were compensated) • November 18-20th Carrboro Film Festival • October 16th Kidical Mass Bike Event Hillsborough - Stephanie Trueblood • Parks and Rec Board is continuing to work on the Master Plan for Gold Park • Contracted with Fifth Pocket Skate Parks to design a park in Kate's Creek Park and will host some design workshops with local skaters in the area • Our new Greenway has a name; Ridge Walk. It will connect downtown Hillsborough to the future train station property behind Collins Ridge and over interstate eighty-five into Beckett's Ridge Waterstone and eventually linking up to Kate's Creek Park. • Also still working on a Sustainability Plan • Doing some multi modal corridor studies to look at adding pedestrian friendly facilities • There are lots of events happening in October that can be found on the towns Master Calendar Orange County – Dave Stancil • October 29th annual Halloween Event; outdoors on the field behind Central Recreation • Development of a mountain bike skills course at Little River Regional Park • Started planning for a mini park for the Perry Hills Community • Resurfacing of some of our courts • Added pickle ball striping to the courts at Fairview Park • Replacement of the basketball goals at Central Recreation • Repairs to the ice rink at the Sportsplex • Hiring 2 Parks Coordinator positions • Adding a youth delegate to the Parks and Recreation Council OC Department On Aging- Myra Austin • In the process of working on our Master Aging Plan. We just completed the plan for the next five years. One of the domains is looking at outdoor spaces and buildings. Would like to reach out to other group to join in the planning; such as Eno River Association and State Parks Dave Stancil thanked everyone for attending and adjourned the meeting at 7pm.
