May 6, 1963
The Orange County Board of Commissioners met in regular session on Monday,
May 6, 1963, at ten o'clock a.m. in the Commissioners room at the courthouse in
Hillsboro, N. C.
Members present: Chairman Donald Stanford, Commissioners Harvey D. Bennett,
Gordon Cleveland, Carl M. Smith and Henry Walker.
Members absent: None.
The minutes of the April meetings were read by the Clerk and approved by
the Board after some corrections were made.
The following road petitions were presented and the Clerk was requested to
mail same to the State Highway Commission.
1. 15-501 By-Paas across from Tar Heel Motel
2. Road #1308
3. Road begins at the intersection of Old Highway #10 and
runs thru to the intersection with St. Mary's Road. It
has four section designated as:
1. Colonial Heights Section
2. Golf Course Section
3. Spring Valley Section
4. Palmers Grove Section
A request was presented from the Rev. George Davis, Pastor of Jones Grove
Baptist Church, which is located three miles north of Hillsboro, N. C., on Highway
#86 for the state to provide an ingress and egress for the congregation of said
church. The Clerk was asked to write the State Highway Commission pertaining to
Rev. Davis' request.
A. H. Walker, Jr. Coroner, requested that the per diem for his office be
changed from $8.00 to $16.00; that the mileage be changed from $.7 to $.10 and that
the fee for holding a Coroner's Jury to set at $25.00. A lengthy discussion ensued
concerning the coroner system and the duties and responsibilities plus the cost of
the program.
1963: The following department officials presented reports for the month of April,

and Betty June Hayes, Register of Deeds
E. M. Lynch, Clerk of Court, informed the Board that be had employed a new
bookkeeper and moved another of his employees to the position vacated by Mrs. Nancy
Phelps. Re requested that the salary of the bookkeeper be set at $216.00 per month
and the salary of the Deputy Clerk be set at $250.00 per month. Discussion ensued
on this matter, but no action was taken.
Jim Wight, Welfare Director, presented a graphic chart of the expenditures of
his department through the period of April. Mr. Wight stated that the Foster Home
Program had exceeded the funds budgeted, and he requested that funds sufficient to
cover this program be transferred from the Hospitalization Program and the Aid to
the Blind Program, as surpluses now were available in both these funds.
Upon motion of Commissioner Walker, seconded by Commissioner Bennett, and
unanimously adopted, the Welfare Director was authorized to transfer the needed funds
from the Hospitalization Program and the Aid to the Blind Program to the Foster
Home Program.
Mr. Wight informed the Board that Orange County had been selected as one of the
counties which could participate in a training unit program. Under this program
graduate students from the UNC, School of Social Work, would train for a period of
three months. These students would be under the supervision of a Supervisor
appointed by the Welfare Director. The cost of this program would be underwritten
by federal expenditures. The Board authorized the Welfare Director to proceed with
the plans to have Orange County participate in this training unit program.
Dr. 0. David Garvin, District Health Officer, requested an increase of $6,000.00
for::bis department; plus $500.00 for vaccine the addition of a sanitarian and salary
increases for his employees, in the 1963-1964 budget.
R. J. Smith, Sr., Chairman of the A.B.C. Board, and Dr. D. D. Carroll, member
of said Board, presented the quarterly A.B.C, report. The difference in the nine
months periods of 1962 and 1963 were stated. They are as follows:

Upon motion of Commissioner Cleveland, seconded by Commissioner Walker, and

unanimously adopted, Sberman Shelton was recommended to the State Welfare Board for
re-appointment to the County Welfare Board. This appointment was for a three (3)
year tenure.
C. S. Mintz of the Farm Extension Service and other representstsveis,,-of this
agency were present. They presented the application of George Bryant ?or.the
position of Assistant County Agent and recommended that the Board employ Mr. Bryant.
The Board agreed to meet with Mr. Mintz and Mr. Bryant sometime later in the month.
Burch Compton, Civil Defense Director, presented a copy of a book entitled
Plan for the erational Survival and Total Count Defense Pro rem. Mr. Compton

the publication of the currant prototype plan, would cost 300.00. This publication
would be distributed to all the key officials within the county Civil Defense
organization. The Board authorized Mr. Compton to proceed with the publication of
the county plan.
Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and
unanimously adopted, action was delayed on the Coroner's request for additional per
diem until the Medical Examiners Program might be investigated.
Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, and
unanimously adopted, the request of the Clerk of Court as to the salaries of his two
employees was approved. Mrs.-Agnes Allen, bookkeeper, is to receive $216.00 per
month and Mrs. Anne Miller, Deputy Clerk of Court, is to receive $250.00 per month.
These salaries were granted with the understanding that there would be no
pay raise given to these two employees at the beginning of the new fiscal year.
There being no further business this meeting was adjourned with plans to meet
again sometime later in the month.
