PURPOSE: To consider appointments to the Orange County Planning Board.
BACKGROUND: The Planning Board studies Orange County and surrounding areas to
determine objectives in the development of the County. It prepares and recommends plans to
achieve that development, including the suggesting of policies, ordinances, and procedures. It
reviews development applications and makes recommendations to the Board of
Commissioners. Due to the nature of its work, the Planning Board does not make
recommendations for appointments.
The Board of County Commissioners appoints all twelve (12) members.

community organizing. I have the unique perspective of being an affordable housing provider and
member of the Orange County Affordable Housing Coalition. I have been involved with
establishing Conservation Overlay Districts in Chapel Hill. I have been involved in community
planning for several developments in Orange County.
Reasons for wanting to serve on this board:
I believe my experience with affordable housing and community for the last twenty years will be
of value to this board.
Contribution to the diversity of viewpoints on this board:
I bring the perspective of an African American woman that has produced affordable housing,
manages a business incubator and constantly keeps a pulse on low wealth communities
including mobile home parks.

I'm a career scientist, with 30 years experience, working for a major corporation. I have a
Bachelor's degree and a Masters degree in geology. In my career, I was responsible for planning
the business. That kind of experience teaches you to look at the big picture, but understand the
details, and how they might impact a course of action. My career also was rich with opportunities
to work collaboratively with others. Things like, effective meetings, facilitation, and strong
interpersonal skills were learned over the course of my career, and would be highly relevant here.
Reasons for wanting to serve on this board:
First of all, I'd like to get back to the community in my retired life. I've been very fortunate to have
a career that was fulfilling. My sense of gratitude is strong, and I just feel the need to serve.
Plus, I like the way Orange County works. And I would love the opportunity to serve a County.
Contribution to the diversity of viewpoints on this board:
I am an independent thinker. I respect the opinions of others, and see myself as an active
facilitator in meetings. I think that this skill helps to ensure that the full range of opinions is made
clear. I also was responsible for leading inclusion and diversity efforts in a major corporation for
two years.

If appointed, I bring to the Orange County Planning Board more than 25 years' experience in an
array of industries, including film, television (DreamWorks, VH1, HBO). I also have a startup
under my belt which I successfully exited in 2014 (Stroome, the web's first collaborative video
editing site). Since returning to my native North Carolina five years ago, I have been working in
the residential real estate space, both in Chapel Hill as well as the broader Triangle area. I have

(MA/Communications Management); IESE Business School-Paley Center for Advanced

Reasons for wanting to serve on this board:
Since 2017, 1 have served as a two-term member of the Chapel Hill Board of Adjustment. During
that time, I have heard dozens of variance cases regarding the Chapel Hill Land Use
Management Ordinance. As a member of that quasi-judicial body I've not only gained significant
subject matter knowledge on land use management, I've developed quite an interest in the
interpretation and development of policy around the town's land development programs and
strategies. My primary interest in joining the Orange County Planning Board is to obtain a
broader perspective beyond the "stone walls"of Chapel Hill.
Contribution to the diversity of viewpoints on this board:
During my five years on the Chapel Hill Board of Adjustment I have been exposed to, and am
acutely aware of, many of the topics I believe will come before the Orange County Planning
Board (appropriate and acceptable land use strategies, environmental protection, affordable
housing, economic development as well as addressing and servicing the "missing middle"). I
view my appointment to the Planning Board as a way to continue developing an informed point of
view that can impact the broader conversation across the county.

I have served on the Hillsborough planning board as a member for 3 years, a Vice chair for 1

learn and grow. I am term limited with my current position and would like to continue to
contribute to my home area.

I have experience in planning board and would like to continue to grow and learn and see how
the county handles the growth our communities are seeing.

In my time as a member of the Hillsborough planning board I have found that everyone cares

Ethics Guidelines for Orange County Advisory Boards and Commissions
I agree by my signature below that, if appointed, I pledge to comply with the following ethics
guidelines for advisory boards and commissions as adopted by the Orange County Board of
Commissioners.
• Conflict of Interest
1. During advisory board meetings, a member shall immediately disclose any potential
conflict of interest and request to be excused from voting when he or she has a conflict of
interest.
2. During appeal proceedings, the applicant has the right to question the interest of any
voting member. The advisory board chair should consult with the County Attorney or
staff attorney on any potential conflict of interest in appeal matters.
3. In determining from existing facts and circumstances whether a conflict of interest exists
the determining party shall consider the facts and circumstances as would an ordinary
and reasonable person exercising prudence, discretion, intelligence, and due care.
• Gifts
1. An advisory board member shall not directly or indirectly ask, accept, demand, exact,
solicit, seek, assign, receive, or agree to receive any gift or honorarium for the advisory
board member, or for another person, in return for being influenced in the discharge of
the advisory board member's official responsibilities.
2. This section shall not apply to gifts or awards authorized by Orange County Policies,
Resolutions, or Ordinances.
• Code of Ethics
1. Advisory board members should act with integrity and with independence from improper
influence as they exercise the functions of their offices. Characteristics and behaviors
that are consistent with this standard are:
1. Adhering firmly to a code of sound values.
2. Behaving consistently and with respect towards everyone with whom they interact.
3. Exhibiting trustworthiness.
4. Living as if they are on duty as appointed officials regardless of where they are or
what they are doing.
5. Using their best independent judgment to pursue the common good as they see it,
presenting their opinions to all in a reasonable, forthright, consistent manner.
6. Remaining incorruptible, self-governing, and not subject to improper influence, while
at the same time being able to consider the opinions and ideas of others.
7. Disclosing contacts and information about issues that they receive outside of public
meetings, and refraining from seeking or receiving information about quasi-judicial
matters outside of the quasi-judicial proceedings themselves.
8. Treating other advisory boards and advisory board members and the public with
respect, and honoring the opinions of others even when they disagree.
9. Being careful not to reach conclusions on issues until all sides have been heard.

10. Showing respect for their appointed office and not behaving in ways that reflect
badly on the office, the advisory board, Orange County, or the Orange County
Board of Commissioners.
11. Recognizing that they are part of a larger group and acting accordingly.
12. Recognizing that individual board members are not generally allowed to act on
behalf of the board, but may only do so if the board specifically so authorizes, and
that the board must take official action as a body.
13. Being faithful in the performance of the duties of their offices.
14. Acting as especially responsible residents whom others can trust and respect.
15. Faithfully attending and preparing for meetings.
16. Carefully analyzing all credible information that is properly submitted to them, and
when applicable, being mindful of the need not to engage in communications
outside the meeting in quasi-judicial matters.
17. Being willing to bear their fair share of the board's workload.
18. To the extent appropriate, they should be willing to put the board's interests ahead
of their own and shall avoid the appearance of a conflict of interest and shall, under
no circumstances, use their position on any board for personal gain or profit.
2. Members of the Planning Board, Board of Adjustment, Economic Development
Commission, and Board of Equalization and Review shall upon initial appointment, and
prior to December 31 annually thereafter, disclose:
1. Any interest he or she or his or her spouse or domestic partner has in real property
situated in whole or in part in Orange County and the general description of that
property.
2. Any legal, equitable, beneficial or contractual interest he or she or his or her spouse
or domestic partner has in any business, firm or corporation, which is currently
doing business with Orange County pursuant to contracts awarded by Orange
County, or which is attempting, or has attempted in the past calendar year, to
secure the award of a bid from Orange County or the approval of any Board or
Agency of Orange County.
3. Failure to file a disclosure statement setting out the above required information shall
result in immediate removal of the member from the applicable board.

My background includes engineering, human services, entrepreneurship in the business & non-
profit sectors, teaching, and strategic planning.
My formal education includes a BS in Physics followed by a Masters in Engineering. For 8 yrs I
was a consulting engineer/project manager. Following that I started & run multiple small
companies and four(4) non-profit organizations, including my wife & I living 3 yrs in South Africa
interfacing with the Provincial Dept of Ed to establish an NGO focused on HIV/AIDS prevention.
Since 2007 living in Hillsborough I have operated a commercial construction company, helped
local schools as a volunteer teacher for both economics &character development, &started a
local private school. My background & experience provides a good basis to understand
development needs joined with ensuring harmonious coordination of the lives of involved people
and the larger community.

My background has produced skills in coordinating people and projects, both in the private and

Reasons for wanting to serve on this board:
There are so many people who own and live in homes for years if not generations. The rapid rise
in property values is driving up property taxes.
Contribution to the diversity of viewpoints on this board:
I handled my mother's property(in another state) until she died. The property tax was a huge
burden on her finances. I was constantly looking for programs within the state, county and city
that would decrease her tax burden. I also handled the finances for a family trust that held
property that was in the family for 4 generations. Again, there was a large increase in property
taxes over the years.

I have lived in OC since 2004. The growth in the county is exploding. I saw this in my hometown.
In order to control how the area grows, it requires input on what can happen if zoning is
changed. There are things that some people may think could not happen, when in reality it
can...like increasing density and not height. Some think the density can t be done but it can and
will with special approvals and then change to height.
Reasons for wanting to serve on this board:
I want to help growth in Orange County to continue but be smart. I want to help preserve the
lifestyle that we sought by moving here. Money is not everything.
Contribution to the diversity of viewpoints on this board:
My experience of seeing a small town grow into a place with tall buildings, housing affordably
issues, over crowded school and traffic may help with the planed growth of OC.

Background, education and experience relevant to this board:
I hold an MBA and an MS, Regulatory Affairs, and have managed project budgeting. When
working, I was required to budget large multi-facet clinical trials for our department to assure that
all elements were accounted for. For example, a cancer study required extra dollars to cover
elements that were more expensive for that type of study vs a common cold study. I also
handled all of my mother s finance which included senior funding sources and services. Like the
VA Elder Care program, Medicaid for people whose income was over the limit and Medicare
Hospice designation, There were many free or cheaper vendors for things like converting
tub/showers to walk-in and then wheelchair accessibility or installing grab bars. I also helped to
interview caretaker services and then the candidates they presented. Being a young senior could
help the Board to hear about issues that were not thought of. I have already helped friends with
reaching out to the Department of Aging for their parent.
Reasons for wanting to serve on this board:
I enjoy sharing knowledge of resources and helping to make people s live a little easier. I just
shared information about the VA Elder Care Program, so now her parents are going to receive
an addition $1,800 a month. Very helpful since my friend was paying for everything.

I came from a working class family. After my divorce, my two children were on Aid For
Dependent Children, WIC, food stamps, and lived in public housing. The experiences I have had
in my life have opened my eyes to issues that some may never have thought of.

Background, education and experience relevant to this board:
As an architect, affordable housing is always a critical topic of concern. I practiced in residential
architecture at the beginning of my career. I have also volunteered with Habitat for Humanity in
Charlotte, Asheville, and Raleigh/Durham. My previous experience working with general
contractors and construction managers also allows me to understand the ramifications of
costing, constructability, and project management.
Reasons for wanting to serve on this board:
Affordable housing is a very important and apt topic locally and nationally. As an active
professional in this region, I continue to see how this area is being shaped for both the positive
and negative.
Contribution to the diversity of viewpoints on this board:
I believe that the diversity I could bring to the Affordable Housing Advisory Board could certainly
be an asset for Orange County. Having lived in other communities in this state (Asheville,
Charlotte, Raleigh, Durham), as well as having spent time studying abroad in Italy and Germany,
I have seen a variety of strategies that address housing. In many instances this housing has
been shaped by how the urban or rural fabric is shaped. Orange County has the opportunity to
really be a leader in driving affordable housing strategies forward as the county grapples with
issues of growth and long-term planning strategies. I have seen this while working on single-
family and multi-family residential projects and how the divide between building types is critical.
Having seen how other communities grapple with affordable housing is also very important to
me. Affordable housing is always a very difficult and contentious topic. I have previously been a
part of a design/build architectural studio that focused solely on designing and building a home
for a low-income family. I have seen how carefully and thoughtfully the process can be executed.
Much of the process comes down to creating an architecture of decency for the people that
inhabit these homes.
