PURPOSE: To consider appointments to the Human Relations Commission.
BACKGROUND: The Human Relations Commission advises the Board of County
Commissioners on solutions to problems in the field of human relationships. It also makes
recommendations designed to promote goodwill and harmony among groups in the County
irrespective of their race, color, creed, religion, ancestry, national origin, sex, sexual orientation,
disability, age, marital status or status with regard to public assistance.
The Board of County Commissioners appoints all twelve (12) members.

The Orange County Human Relations Commission (HRC) recommends Deborah Baker to fill
position #1 (at-large), Jameelah Merritt to fill position#8 (at-large), Lynn McGee to fill position
#10 (at-large), and Josh Ravitch to fill position#12 (at-large).
All applicants bring different perspectives, particular professional expertise, and life experiences
that would be positive additions to the HRC.
Finally,the HRC asks the Board of County Commissioners to consider postponing appointing the
final available seat until after the HRC March 2023 meeting. The HRC will discuss the current
applications and others received during that time.

Reasons for wanting to serve on this board:
My educational background gives me first hand experience in our public schools and I am
concerned at the amount of negative involvement from the public regarding book banning, and
various other negative and false accusations.

I taught for over 10 years in Title 1 schools and most of my students were from economically
disadvantaged families. I am a firm believer in public education and hold educators in high
regard. Educators should be respected and remunerated accordingly.

I have 20+ years of experience in strategic communications -from my stint as a Peace Corps
volunteer in Ukraine right after college and as an adjunct professor at NYU s School for Public
Service (teaching policy and recommendation writing)to my time at Mastercard overseeing
thought leadership and eventually stepping up as Chief of Staff to help the CEO and Executive
Chair handle the relationships required during the pandemic and CEO transition. Throughout my
career, I ve always focused on missions that serve people -going so far as to use my time as a
consultant to take best practices from for-profits and share them with my non-profit clients, and
bringing the values and missions of non-profits to my for-profit clients. Across all of these, my art
has been one of diplomacy and bridge building, helping to convince people and groups that we
are stronger if we work together. Also, while at Mastercard, I drafted the company s decency
policy, it s human right s policy and oversaw the creation of it s financial inclusion principles to
help further work with a wide range of governments and non-profits in its work to enable more
economic opportunities in every corner of the globe.
Reasons for wanting to serve on this board:
I am a new resident, having moved here for my husband s job with the Oak Foundation. It is
important to me to become involved in my community, contributing in whatever ways possible.
The Human Relations commission feels like a great spot where I can put my experience creating
inclusive and collaborative coalitions and encouraging constructive conversations to bear for my
new hometown.

I think that preserving and improving our parks and public spaces is critical work that benefits all
citizens. Making sure that such work is properly resourced, and that those resources are
equitably distributed across Orange County, is important for the health and welfare of the people
who live here, and is necessary to ensure that Orange County will continue to be an attractive
location for families and businesses.

I'm relatively new to Orange County, having moved to Chapel Hill from Durham in April 2022, so
I may have a bit of an outsiders perspective. Also, as an attorney, I may bring some expertise

Reasons for wanting to serve on this board:
Increasing cross-cultural awareness, equity, and diversity is perhaps the most important
responsibility of public bodies in today s world. Fostering collaborative and constructive dialogue
between diverse groups with differing agendas is difficult but crucial. I'd like the opportunity to
help do this work across Orange County.
Contribution to the diversity of viewpoints on this board:
Diversity of viewpoints is critical in any public endeavor, and especially this one. While I identify
as a straight white male, I am constantly striving to better my understanding of the stories and
life experiences of those different from myself.

Background, education and experience relevant to this board:
I practiced employment law for over 25 years and represented both employees and employers,
plaintiffs and defendants. Much of my work involved claims of discrimination of every type (race,
gender, sexual orientation, transgender, age, religion). I have represented clients in front of
federal, state, and local human relations commissions. Literally every one of my cases involved
attempts at settlement or mediation. Consequently, I m very experienced in attempting to
understand competing positions and working towards a compromise solution. Finally, in my 29
year career as a Marine Corps Officer I successfully managed and led organizations ranging in
size from 15 to 200 individuals, both military and civilian. Each organization was populated by
diverse people with different backgrounds, experiences and agendas. To ensure the success of
the organization, I had to understand these various viewpoints and integrate them into a well
functioning unit. Each of these aspects of my background and experience enhance my potential
contribution to advising on solutions in the field of human relations and making
recommendations designed to promote goodwill and harmony among groups in the County.
Reasons for wanting to serve on this board:
I have been generally aware of racism, inequity, and the vulnerability of certain communities
throughout my legal career, especially in the course of representing clients in employment
discrimination cases. In the past six years, however, I have become much more acutely aware
of the history of racism in America and its continuing impact. Upon reading the biography of
Ulysses S. Grant by Ron Chernow, I gained a deeper understanding of slavery, Reconstruction,
and Jim Crow. Soon thereafter, I read The Color of Law: A Forgotten History of How
Government Segregated America by Richard Rothstein, an eye-opening review of the various
manifestations of de jure racism persisting well into my lifetime. I have continued to study these
topics by reading such books as Caste: The Origins of Our Discontent by Isabel Wilkerson and

The 1619 Project. Current issues in the news and culture highlight additional vulnerable
communities such as other minority communities, the LGBTQ community, and the poor.
Reading and ruminating on these topics in the past few years has focused my desire to use my
legal skills and experience for a greater purpose. My hope is that by serving on the Human
Relations Commission I can have a positive impact on such communities and positive influence
in addressing difficult issues.
Contribution to the diversity of viewpoints on this board:
Understanding and representing different viewpoints has been at the core of my professional life
as a lawyer and Marine leader. I take pride in trying to not only understand the positions of other
people, but also to try to understand the why of their position - i.e. what in their background
influences their position, what imperatives drive their thinking, what is their logic? I think this
perpective and approach would make me a valuable addition to the Commission.
