BACKGROUND: The Board of Equalization and Review is quasi-judicial body that hears appeals from residents concerning various property tax issues, including valuation and exemption appeals. The Board of Equalization and Review is charged with ensuring that all taxable property is appraised and assessed according to the standards required by the North Carolina General Statutes. Due to the nature of its work, the Board of Equalization and Review does not make recommendations for appointments. The Board of County Commissioners appoints three (3) members and seven (7) alternates, and designates the Chair. Appointees serve two year terms, but there is no limit to the number of terms one may serve. However, the type of real estate investment I engage in would not. I do not purchase tax foreclosures or any other type of foreclosure and I see absolutely no personal benefit to serving on this board, other than the opportunity to serve my community. This experience has given me an intimate understanding of local property values and trends as well as how those trends impact local neighborhoods and communities. As I previously mentioned (don t want to bore you with redundancy), I have written grants for local nonprofits, implemented grants and managed the finances of local nonprofit organizations. What do you see as the responsibilities of this board, and what do you hope to accomplish if appointed? I believe that this board is responsible for understanding property values and how they are impacted by local neighborhoods and local trends such as development and zoning changes as well as market conditions such as supply and demand and even larger macroeconomic forces such as interest rates. The board holds a fiduciary responsibility to the community to ensure that tax revenue is met based on perceived valuations; but also holds a responsibility to individual property owners in this area to protect them against blanket valuations that overestimate the value of their property and place an unreasonable tax burden on them. I would like to offer my experience as an investor in local real estate as well as someone who has served the local community through nonprofit work. Reasons for wanting to serve on this board: There are so many people who own and live in homes for years if not generations. The rapid rise in property values is driving up property taxes. Contribution to the diversity of viewpoints on this board: I handled my mother's property(in another state) until she died. The property tax was a huge burden on her finances. I was constantly looking for programs within the state, county and city that would decrease her tax burden. I also handled the finances for a family trust that held property that was in the family for 4 generations. Again, there was a large increase in property taxes over the years. The growth in the county is exploding. I saw this in my hometown. In order to control how the area grows, it requires input on what can happen if zoning is changed. There are things that some people may think could not happen, when in reality it can...like increasing density and not height. Some think the density can t be done but it can and will with special approvals and then change to height. Reasons for wanting to serve on this board: I want to help growth in Orange County to continue but be smart. I want to help preserve the lifestyle that we sought by moving here. Money is not everything. Contribution to the diversity of viewpoints on this board: My experience of seeing a small town grow into a place with tall buildings, housing affordably issues, over crowded school and traffic may help with the planed growth of OC. Conflict of Interest: Advisory Board on Aging Background, education and experience relevant to this board: I hold an MBA and an MS, Regulatory Affairs, and have managed project budgeting. When working, I was required to budget large multi-facet clinical trials for our department to assure that all elements were accounted for. For example, a cancer study required extra dollars to cover elements that were more expensive for that type of study vs a common cold study. I also handled all of my mother s finance which included senior funding sources and services. Like the VA Elder Care program, Medicaid for people whose income was over the limit and Medicare Hospice designation, There were many free or cheaper vendors for things like converting tub/showers to walk-in and then wheelchair accessibility or installing grab bars. I also helped to interview caretaker services and then the candidates they presented. Being a young senior could help the Board to hear about issues that were not thought of. I have already helped friends with reaching out to the Department of Aging for their parent. Reasons for wanting to serve on this board: I enjoy sharing knowledge of resources and helping to make people s live a little easier. I just shared information about the VA Elder Care Program, so now her parents are going to receive an addition $1,800 a month. Very helpful since my friend was paying for everything. Contribution to the diversity of viewpoints on this board: I came from a working class family. After my divorce, my two children were on Aid For Dependent Children, WIC, food stamps, and lived in public housing. The experiences I have had in my life have opened my eyes to issues that some may never have thought of.
