Questions for the OWASA Board of
Directors
PURPOSE: To consider approving proposed supplementary questions for applicants seeking
County appointment to the Orange Water and Sewer Authority (OWASA) Board of Directors.
BACKGROUND: At the November 11, 2022 Work Session, members of the Board of County
Commissioners expressed interest in updating the application questions for the OWASA Board of
Directors and implementing an interview process for applicants to that Board. Since that time,
staff has worked with BOCC Chair Jamezetta Bedford and the County's current OWASA
appointees to create application questions specific to the OWASA Board of Directors.
The proposed supplementary application questions for the OWASA Board of Directors are
attached for Board consideration.
If approved, the attached questions will be converted to an online application through the existing
boards and commissions database. The questions would be coupled with the County's standard
volunteer application for individuals seeking appointment to the OWASA Board.
FINANCIAL IMPACT: There is no financial impact associated with this item.
SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal associated with this
item.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board approve the proposed
supplementary application questions for the OWASA Board of Directors.

2. The OWASA Board of Directors addresses a wide variety of issues including infrastructure
investment, employee compensation and benefits, finance and rate setting, customer service
and affordability, environmental protection, forestry, public health, and community engagement,
among others.

that you can offer in the areas of budget, personnel, and management.
b. In addition, please list the work or volunteer experience/qualifications that would add to your
expertise for this board.

5. The OWASA Board of Directors meets at 6:00 pm on the second Thursday of the month in
Chapel Hill, in addition to Committee Meetings. Please indicate your availability to attend these
regularly scheduled meetings.
6. How would your participation on this board contribute to the diversity of viewpoints?
