PURPOSE: To approve the transfer of properties back to the Caldwell Fire Insurance District that
had previously been transferred to the East Orange Fire Insurance District due to not being in the
rated insurance district prior to the certification of Caldwell Fire Station 2.
BACKGROUND: This is the same concept used in the past by other county fire departments to
address insurance concerns for property owners.
Certain properties in the southern area of the Caldwell Fire District were located greater than six
miles from Caldwell Fire Station 1 located at 7020 Guess Road. As a result, those properties were
not in the Caldwell Fire Insurance District and were rated as a protection class 10. Eno Fire
Department Station 2 is located at 5501 St. Mary's Rd in the northern area of the East Orange
Fire Insurance District and serves an area which is adjacent to the Caldwell Fire District. In 2019,
those properties, as depicted on the first attached map, were transferred to East Orange Fire
Insurance District so they could be in a rated district.
The Fire Marshal's Division worked with representatives from the Caldwell Fire Department and
the Eno Fire Department to identify properties originally transferred to East Orange Fire Insurance
District that are now in the Caldwell Fire Insurance District due to the certification (by the Office
of State Fire Marshal) of the Caldwell Fire Station 2 located at 3726 Hunt Road. Staff also worked
with Orange County Geographic Information Systems (GIS) to identify those parcels that were
transferred to East Orange Fire Insurance District.
Staff proposes to move these parcels back into the Caldwell Fire Insurance District, which will
allow those property owners to be included in that rated district and be eligible for insurance

premiums in the original insurance district. GIS staff developed the attached revised map showing
those parcels to be added back into the Caldwell Fire Insurance District.
Upon approval by the Board of County Commissioners, the Office of the State Fire Marshal can
legally approve the transfer of those affected parcels to the Caldwell Fire Insurance District. The
area is located in the Lipscomb Grove Church Road/St. Mary's Road portion of the County.
FINANCIAL IMPACT: The approval of this item has no financial impact on the County. This is
an administrative action only and no changes in fire protection, service delivery or tax rates will
be reflected by approval of the Board of County Commissioners. Upon approval by the Board and
the NC Department of Insurance, property owners in the transferred area will be eligible for fire
insurance premiums in their original fire insurance district.
SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated
with this item.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board approve the transfer of
these properties back to the Caldwell Fire Insurance District as depicted on the attached Property
Transfer from East Orange Fire Insurance District to Caldwell Fire Insurance District map.
