RE: Information Item - Greene Tract
This Information Item provides an update on various aspects of work that is in progress
regarding the Greene Tract.
Conservation Management Plan
Following the recording of the recombination plat, Orange County Department of Environment,
Agriculture, and Parks and Recreation (DEAPR) will initiate a Conservation Management Plan
for the County-owned (60 acres) tract, also known as the Headwaters Preserve. DEAPR staff
will lead this effort with support from Planning Department staff and engage with planning and
town staff throughout the process.
Greene Tract Website
The Greene Tract webpage has been redesigned to include a StoryMap providing additional
information in a more user-friendly manner. The StoryMap includes interactive maps
incorporating data from the 2020 Greene Tract Environmental Assessment.

Master Plan
Framework
The 2021 Resolution Approving the Draft Recombination Plat and Conceptual Plan for
the 60-acre Portion of the Greene Tract in County Ownership and the 107-acre Portion
of the Greene Tract in Joint Ownership, adopted by the BOCC on November 16, 2021,
identified four main elements or next steps. This included the continuation of soliciting
input from the public, governing boards, specialized staff, and housing partners, during a
master planning and development agreement process. As part of this element, staff
initiated efforts to draft a Master Plan for the Greene Tract to feature action items, a
project framework, and a detailed timeline. .
The Master Plan shall build upon the goals and conceptual plan contained in the adopted
2021 Greene Tract Resolution, completed site analysis work, and existing plans
completed on the Greene Tract and immediate area, including the Historic Rogers Road
Neighborhood. The plan will include goals and objectives, which correspond with
development recommendations related to land uses and open space. These elements
will be used to guide future development and set forth guidelines applicable to the Greene
Tract. In addition, the plan shall focus on affordable housing needs, support the Historic
Rogers Road Neighborhood, and address access and connectivity on and off the site.
Drafting of the plan would include significant community engagement and input.
Request for Proposals
Due to concerns with staff's proposed timeline and organizational capacity, the
Managers, Mayors, and Chairs (MMC) group met on January 10 to discuss hiring a

consultant to assist the three local governments in the drafting of the Master Plan. At that
time, the MMC directed staff to draft a Request for Proposal (RFP). Following the meeting,
staff drafted and finalized a RFP featuring the framework detailed above for release on
March 10.
Next Steps
Based on the 2021 Greene Tract Interlocal Agreement (ILA), Orange County will release the
RFP and coordinate the bid process with the Towns. In addition, the County will manage the
contract and coordinate all payments. The County will notify the Towns for reimbursement based
on the cost share agreement contained in the ILA (43% Orange County/43% Chapel Hill/14%
Carrboro). At this time, the RFP does not include a budget for services. The RFP will request a
cost breakdown of individual elements to allow for future modifications to the scope of work in
negotiating or drafting of the final contract. All bids will be presented to the MMC for review and
discussion in April.
Due to the County's lead role on this project, an agenda item may be on a BOCC agenda in June
to allow the County Manager to execute the contract and to approve a budget amendment. The
tentative timeline for this process is below:
