BACKGROUND: In recent months, staff has worked,through the CIP process,In identify me potential timetable for the parka and open space projects approved as part of the 2001 bond. The funding distribution for all projects is addressed in the Managers Recommended CIP, and includes projected timetables for the different phases of the projects. Sond projects that are joint projects with the towns are being procedurally addressed through the "Proposed Joint Planning Process for Joint County/fOWo Pats and Open Specs Projects", which is currently being Considered by the Intergovernmental Pats Work Group (with a tentative date of transmittal to the Board of Commissioners of June 4). The attached Park Facility Planning (PFP)document would serve to address pat projects w8hln the County's jurisdiction that are not joint Town/County presets. hisprovidedaea starting point far Seem discussion on the status and phasing of County parks projects. The attached draft begins with thoughts on a set of"basic operating Principles"for the conshu ton of each facility,followed by iwo-page summary sheets for each project. The summary sheets review the status of planning and design for each project, followed by a proposed process for each of two phases of the projects: 1)the concept plan, and 2)bids andconstructlon. A possible approach for public participation,cost estimates and other resource needs is identified for these phases. The summary sheets conclude with three key points: 2 •. Abest-case scenario for the beginning of construction (assuming the project begins July 2002 and there are no unforeseen delays) • A projected park opening date (again assuming no unforeseen delays), and • The actions that would be needed at this time far the Board to pursue the perk project It is important to note that the bealcase sconado for construction and park opening assumes each project begins between May and July 1 of this year. This was done to allow the based to see and compare the relative nature of each, on an equivalent basis. The reality is that staff and financial resource limitations will likely make it impossible for each of the projects to run simultaneously beginning July 1, so some staggering of activities and projects will be needed. However, each project Is already st different stages of planning,which lands itself well W a staggered approach. Because the Chapel Hill Township Park is pad of a much-larger Master Plan concept for a park and educational campus, a separate document has been prepared to outline In greater detail the proposed approach to this design. For purposes of this document, It is assumed Mat the Chapel Hill Township Park will be a County park, although substantial involvement from the Chapel Hill-Canboro City Schools and the Town of Carrboro has also been proposed in the separate 'Chapel Hill Township Park and Educational Campus.' The process outlined in the summary sheet far this poject Is consistent with that considered by the Board this evening. The document concludes with a brief summary of other joint projects—projects that would be covered by the Intergovernmental Park Work Group's"Proposed Joint Planning Process for Joint CountyROwn Parks and Open Space Projects." Finally,a brief summary of other County projects not pad of the 2801 bond(McGowan Creek Preserve, Little River Regional Park)is also provided FINANCIAL IMPACT: There Is no financial impact related to discussion of the PFP process, although decisions on the order of projects undertaken does have financial implications.
