BACKGROUND: Establishing the new Little River Regional Park and Natural Area is a cooperative project among the partners Orange County, Durham County,fire Triangle Land Conservancy and the Eno River Association. The 391acre park will be jointly awned and managed by Orange and Durham counties. Late last year, both the Orange and Durham county boards of commissioners approved a preliminary pads design plan that incorporates the following elements: entrance mad and parking area, picnic shelter, restroom facility, children's play area, group camping area, and trail system (with separate walking/hiking, mountain biking, and equestrian trails). Trial Issues related to park uses (camping and horseback riding facilities)are expected to be discussed and resolved when representatives from bath county boards meet later this Spring to finalize an interracial agreement for the park's operation and maintenance. For that meeting of board representatives,the county managers have directed staff to prepare background information related to the park operations and maintenance needs, park security and emergency response issues, caretaker residence, and county cost share considerations. The draft interlocal agreement is expected to go to both boards for approval by August. Z i. The next important action for bi consideration Is hiring a firm ro develop a conceptual design and site plan for the construction of the park fa pities. Orange County recently solicited proposals for identifying a qualified and experienced firm to conduct the work. Four firma submitted responses and the County interviewed three firms on March 13. Selection criteria included, but was not limited to, experience of the firm and the design team, the nature of previous park projects and their adherence to budget, ability to work with groups and make public presentations, technical capabilfies, and on time completion of previous projects. Based on those crferia,the selection committee chose Haden-Stanziale to perform the requested services. Haden-Stanziale has 20 Were of experience with creating recreational facilities throughout the state and with several park design projects in the Triangle region. Examples include Lake Johnson Park and Crave Park, both in Raleigh, and West Chapel HIII Park, Hillside Park, Campus Hills Park and Valley Springs Park in Durham. The project would be designed within 90-120 days after which construction bids would immediately be solicited. The concept plan will address potential location of a caretaker structure, trail design and camping areas. Construction is expected to begin in Fall 2002 and Me Little River Regional Park should be open to the public by March 2003. A timetable for park development is attached. Funding for the park designlshe plan(and development) comes from a grant from the Land and Water Conservation Fund (LWCF), awarded to Orange and Durham counties for developing the Little River Regional Park. The LWCF grant($262,000) is due to expire on September 30,2002. Staff intends to request an extension once the design rim is hired because Nat would help demonstrate progress and staff would know the proposed adjustments to the grant's budget line items. FINANCIAL IMPACT: Hadar-Stanziale will provide design services through the bidding/award phase for an amount not to exceed $27,120, plus reimbursable expenses (such as printing,travel, etc.). Contract/Construction Administmfion will be handled by Durham and Orange county staff. Any services rendered by consultant for cool construction administration will be billed per their hourly fee schedule,which is included in the attached agreement. Again, Ponds for the design project will be from Me LWCF grant.
