BACKGROUND: The expansion of the uses of the NHSC facility (existing building and proposed Northern Park) requires that: 1) the existing well water (potable water supply) system be replaced; and 2) the existing capacity of the wastewater treatment (on-site septic) system be increased. The NHSC facility's existing well, located in the boiler roam (and adjacent to the old coal storage bin) beneath the building, has water quality issues associated with coal storage byproducts and contaminants. The well may also eventually be impacted by contaminants associated with a fuel oil spill a few years ago. Presently the well continues to supply water for NHSC's non-potable uses while potable water is supplied as bottled water. The facility's wastewater treatment is currently provided by an onsite pump conventional septic system with the grease traps, septic tanks and pumping station located on the western (rear) side of the building and the nitrification field occupying the entirety of the cleared grassy area located on the east (front) side of the building between the building and NC 86. The treatment capacity of the existing system is approximately 2500 gallons per day (gpd). That capacity has, in the past, been exceeded for months at a time due to uncertain causes, but most likely involving a combination of higher than normal building use, infiltration of ground water into the plumbing system and malfunctioning plumbing fixtures. Plans to enhance the use of the NHSC building itself have also included proposals for using the area occupied by the nitrification field for an access drive, parking and landscaping in a manner inconsistent with continued use as a nitrification field. 2 A new, relatively high-yield, well (located within the recently acquired Kennedy tract near the common property line between the original NHSC and Kennedy tracts) was drilled in early 2004, In accordance with the regulatory requirements of the Public Water Supply Section of the NC Division of Environmental Health (PWS), water drawn from the well was subjected to a battery of water quality tests to determine the level of treatment -other than the basic chlorination/ disinfection required of all public water supplies -that would be necessary for this water source. Tests indicated that the water was both acidic (low pH) and high in iron content, The PWS regulations accordingly required that the water be treated (buffered) to neutralize the pH and to address precipitating iron, Furthermore, PWS regulations have required that a water storage tank be integrated into the system to compensate for potential variations between maximum potential demand on the system (water use) and well pumping rate. County Engineering staff, in conjunction with Public Works staff, various equipment suppliers and PWS staff have developed a design that will meet the requirements of PWS regulations as well as the demands of the NHSC facilities. A 10' x 12' precast/prefabricated concrete panel shed-type building/structure will be installed adjacent to the exterior western wall of the NHSG's existing cafeteria. This shed will contain a 500 gallon buffering tank (4' diameter x 5' tall), a 1000 gallon fiberglass water storage tank (5' diameter x 8' tall), two existing 30" diameter pressure tanks (relocated from the boiler room area), a polyphosphate metering pump with 20 gallon storage tank (iron sequesterization), achlorine metering pump with 200 gallon storage, a finished water pressure pump and all associated piping and electrical controls, panels, etc.) Raw -untreated -water from the well will be pumped into this building and treated. Treated water will be pumped through the wall into the overhead portion of the cafeteria area and connected to the facility's existing water heating and distribution network water, All existing potable water equipment, with the exception of the hot water heaters (mounted high above the finished floor), will be removed from the boiler room, The estimated cost of the new water treatment equipment, building, etc,, is $35,000 out-of-packet, Public works staff will provide all necessary installation services except plumbing and setting the prefabricated building (set by building supplier on a gravel pad furnished by the County), The design of this facility has been completed and should be through the permitting phase by November 2005. All construction/installation is projected to be in February 2006, Orange County investigated a number of wastewater system design and development processes for the NHSC facility during the period of January through November 2004, At that time, the Board determined that County engineering and Environmental Health staff would develop and have permitted an innovative technology system that could provide a treatment capacity of up to 6000 gallons per day (gpd). That system would utilize as much of the existing infrastructure as possible, but would also include an advanced secondary treatment component capable of providing a high level of treatment and tertiary treatment providing disinfection. The new system would also provide an expanded nitrification field (the existing field would be abandoned/removed) located on the Vincent tract (directly across NC 86 from the NHSC) which had been acquired for that purpose, To date staff, working with NC Division of Environmental Health regulators and a consulting soil scientist, has concluded the extensive soil and hydraulic conductivity testing of the Vincent tract nitrification field area, The design and the layout of the nitrification field have been finalized, A secondary treatment technology (Advantex filtration systems, pre-approved by state environmental health regulators) has been selected and a package that will be submitted for final state approval nears completion, Final approval local/state environmental health approvals are anticipated to be in hand in December 2005 with bidding and bid award by February 2006 and completion of system construction in June 2006, weather permitting. Overall system design/development elements involving the existing NHSC tract include: 1) converting one of the existing system's septic tanks to a grease trap; 2) installing a new 18,000 gallon septic tank adjacent to the existing grease traps and septic tanks; and 3) converting the existing distribution pumping station to a transmission pumping station (conveying septic tank system effluent to the Vincent tract). System design/development elements involving the Vincent tract include installing: 1) three modular Advantex filtration units (approximately 8'w x 16'I x3.5'd) with re-circulation tanks, pumps, etc.; 2) a distribution pump station; 3) an ultra-violet disinfection system; and 4) a three section nitrification field. A system of at least three ground water monitoring wells will be installed on site: one up-slope of the system to establish background readings and two down-slope to detect any movement of effluent toward properties off~~site. The system will be capable of remote monitoring of operational parameters as well as automated remote system malfunction/failure notification. The portions of the system located on the Vincent tract will be essentially invisible off-site as the shallow filtration units will be bermed/buried; pumping stations, valve vaults will be installed with the taps at or near ground level; piping will be subsurface; and the nitrification field will similar to the existing grassy field in front of the NHSC, etc. Only the electrical control panels will be mounted above ground and visible. The entire installation will also be screened by retention of the existing tree buffer around the property lines. FINANCIAL IMPACT: The estimated additional cost for the well water system (approximately $10,000 has already been expended on the well and pump) is $35,000. The estimated project budget far the wastewater treatment system is $250,000 and capital project funds have been previously allocated in that amount.
