PURPOSE: To discuss appointments to the Commission for the Environment.
BACKGROUND: The Commission for the Environment advises the Board of Commissioners on
matters affecting the environment with particular emphasis on protection. It educates public and
local officials on environmental issues and performs special studies and projects. It also
recommends environmental initiatives and study changes in environmental science and local and
federal regulations.
The Board of County Commissioners appoints all 15 members, including 10 At-Large members
and 5 members with expertise in specific fields.

I hold a masters and PhD from UNC Chapel Hill in environmental science related to NC water
quality. My professional work has focused on water policy at the federal and state levels. I saw
that there is a request for someone with experience with water resources.
Reasons for wanting to serve on this board:
I want to serve the community. In my work in state government I care about public service. I m
curious to learn more about the work of the board.
Contribution to the diversity of viewpoints on this board:
Background in community, Tribal, and stakeholder engagement and I recognize the importance
of communication early and often in the decision making process. I bring experience in policy
development and the perspective from government which could help develop policy
recommendations that are useful to government agencies.
Conflict of Interest:
I am a policy advisor for the NC Department of Environmental Quality. If selected, I would need
to check to see if I am allowed as a government employee to serve at the local level on a
volunteer board. I don t think this is a problem but would want to double check.

During my career with a global corporation I developed and managed businesses in a range
from $1 mm to to $2bn. My experience covers a wide range of industries from Paper, Plastics,
Coating, Electronic Materials to Personal Care and Life Science. I lived and worked in Europe,
Asia and the USA. In my role as executive consultant I worked with investment funds and a
diverse range of clients in equally diverse industries. I am very comfortable interacting with C-
lever executives and have a deep understanding of how large corporations work and what they
need for investment or relocation decisions.
At the same time, I fully understand and live in the world of startup and micro businesses. During
the time in North Carolina/Orange County I coached various local startups and was on the Board

real estate, manufacturing, to ecommerce.
Reasons for wanting to serve on this board:
Orange County with its talented, educated and innovative work force has tremendous potential to
attract and to grow business. la€T'd like to make best use of my experience to help facilitate this
effort. I5€Tmd like to take a strategic approach to the economic development of Orange County
AE" leta€TMs define where we want and need to be and then come up with a plan to get us there.
I had a reputation as a successful change agent in my corporate past and would like to build on

I am a licensed attorney and a ten-year resident of Orange County. I currently work for the NC
Office of State Budget and Management s Disaster Recovery Team where I assist North
Carolinians suffering from the effects of climate change and climate disasters throughout the
state. In doing so, I have gained extensive experience in advising the officea€TMs General
Counsel and staff on environmental statutory and regulatory compliance in leading state
recovery and resiliency efforts. By regularly conducting legal research for OSBM, I have played a
key role in directing and writing the officea€TMs policies and have learned the importance of
working as an advisor to an organization tasked with navigating the world of environmental law
and policy.
Before working with OSBM, I was an attorney with Legal Aid of NC where, among other things, I
was involved in the organization s broader impact-work, investigating state violations of
environmental regulations and assisting with community resiliency efforts. In law school, I took
courses in environmental and planning law, earning the highest grade in my Environmental
Justice course and writing my law school capstone paper on how BIPOC and low-wealth
communities in NC have been disproportionately affected by climate change and climate
disasters.
Ultimately, I have a grasp on the environmental issues facing our state and facing our
community. While I still have much to learn in my young career, I equally feel that my dedication
to this type of work and subject matter would enable me to be a valuable addition to the county s
Commission for the Environment.

Reasons for wanting to serve on this board:
I care deeply for this community. After graduating from UNC, my partner and I could not stand
the idea of moving away--our close friends and neighbors feel the same. Indeed, Orange County
is one of the fastest growing counties in the state and in the country. As more folks flock to the
area, decisions concerning development practices, land and water conservation efforts, and
local response to climate change and climate disasters become all the more consequential.

informed and prudent decisions possible as our community grows. I want to serve on this board
to play my own small part in serving the community that has given me so much.
Contribution to the diversity of viewpoints on this board:
As stated above, much of career experience has focused on natural disaster recovery and
resiliency work for the state. While this is a niche field, it is becoming more relevant as climate
change causes more and more frequent disaster events--our own community is no stranger to
flooding. With that in mind, my participation on this board would maybe bring specific and
diverse viewpoints regarding community resiliency towards future climate events, how the State
can assist communities with environmental planning efforts, and how different pockets of our
county may be disproportionately affected by decisions made (or indecision) by our local leaders.

Ethics Guidelines for Orange County Advisory Boards and Commissions
I agree by my signature below that, if appointed, I pledge to comply with the following ethics
guidelines for advisory boards and commissions as adopted by the Orange County Board of
Commissioners.
• Conflict of Interest
1. During advisory board meetings, a member shall immediately disclose any potential
conflict of interest and request to be excused from voting when he or she has a conflict of
interest.
2. During appeal proceedings, the applicant has the right to question the interest of any
voting member. The advisory board chair should consult with the County Attorney or
staff attorney on any potential conflict of interest in appeal matters.
3. In determining from existing facts and circumstances whether a conflict of interest exists
the determining party shall consider the facts and circumstances as would an ordinary
and reasonable person exercising prudence, discretion, intelligence, and due care.
• Gifts
1. An advisory board member shall not directly or indirectly ask, accept, demand, exact,
solicit, seek, assign, receive, or agree to receive any gift or honorarium for the advisory
board member, or for another person, in return for being influenced in the discharge of
the advisory board member's official responsibilities.
2. This section shall not apply to gifts or awards authorized by Orange County Policies,
Resolutions, or Ordinances.
• Code of Ethics
1. Advisory board members should act with integrity and with independence from improper
influence as they exercise the functions of their offices. Characteristics and behaviors
that are consistent with this standard are:
1. Adhering firmly to a code of sound values.
2. Behaving consistently and with respect towards everyone with whom they interact.
3. Exhibiting trustworthiness.
4. Living as if they are on duty as appointed officials regardless of where they are or
what they are doing.
5. Using their best independent judgment to pursue the common good as they see it,
presenting their opinions to all in a reasonable, forthright, consistent manner.
6. Remaining incorruptible, self-governing, and not subject to improper influence, while
at the same time being able to consider the opinions and ideas of others.
7. Disclosing contacts and information about issues that they receive outside of public
meetings, and refraining from seeking or receiving information about quasi-judicial

matters outside of the quasi-judicial proceedings themselves.
8. Treating other advisory boards and advisory board members and the public with
respect, and honoring the opinions of others even when they disagree.
9. Being careful not to reach conclusions on issues until all sides have been heard.
10. Showing respect for their appointed office and not behaving in ways that reflect
badly on the office, the advisory board, Orange County, or the Orange County
Board of Commissioners.
11. Recognizing that they are part of a larger group and acting accordingly.
12. Recognizing that individual board members are not generally allowed to act on
behalf of the board, but may only do so if the board specifically so authorizes, and
that the board must take official action as a body.
13. Being faithful in the performance of the duties of their offices.
14. Acting as especially responsible residents whom others can trust and respect.
15. Faithfully attending and preparing for meetings.
16. Carefully analyzing all credible information that is properly submitted to them, and
when applicable, being mindful of the need not to engage in communications
outside the meeting in quasi-judicial matters.
17. Being willing to bear their fair share of the board's workload.
18. To the extent appropriate, they should be willing to put the board's interests ahead
of their own and shall avoid the appearance of a conflict of interest and shall, under
no circumstances, use their position on any board for personal gain or profit.
2. Members of the Planning Board, Board of Adjustment, Economic Development
Commission, and Board of Equalization and Review shall upon initial appointment, and
prior to December 31 annually thereafter, disclose:
1. Any interest he or she or his or her spouse or domestic partner has in real property
situated in whole or in part in Orange County and the general description of that
property.
2. Any legal, equitable, beneficial or contractual interest he or she or his or her spouse
or domestic partner has in any business, firm or corporation, which is currently
doing business with Orange County pursuant to contracts awarded by Orange
County, or which is attempting, or has attempted in the past calendar year, to
secure the award of a bid from Orange County or the approval of any Board or
Agency of Orange County.
3. Failure to file a disclosure statement setting out the above required information shall
result in immediate removal of the member from the applicable board.

I have and extensive background working as director and member of cross functional teams for
the development of products or services with several years training for this type of environment.
Furthermore, I was engineering lead for 3 cogeneration facility feasibility studies, directed the
installation of a cogeneration system for Paul Masson Winery in Saratoga CA, performed HVAC
system facility study at USAF Hospital in Marysville, CA and Ceterfied Energy Auditor with CA,
CEC.

Reasons for wanting to serve on this board:
Because climate change is real and becoming more of more of a crisis situation. My goals
would be to prepare Orange county for this coming situation and guide the preparedness of this
eventuality.

By seeking out current ways to improve the environment by reduce impacts to the environment
of existing practices and policies and suggest more environmentally compatible policies.
