BACKGROUND In June 1994, a 15-step approach was outlined for the Shaping Orange Captive Future project The process starred with the formation of a Task Force and was intended to and with the Tank Force submitting a Final Report to each jurisdiction in Orange County.The project began getting fully underway during 1996. The projeot won led by a Task Fome made up of dfiz®s of Orange County. There also waz a Steering Commince, nude up of elected officials Goan Chapel Hill Catoro, and Change County,that met peeiothcallym offer advice to the Task Force. Staffing fm this projectGaz been provided by Orange County. Chapel Hill and Caabmro each fat several years during the Ina 1990's, and annual contributions to Orange County to help pay for the staff support of this project. A report firm the Task Force called"Provisional Report and Recommendations"was adopted by the Took Force on April 5, 2000, and sent to local governments with a request for commments. The Chapel Hill Town Council held a public hearing on Us report on September 18, 2000, and on October 11, 2000, toomittd a set of commema to Orege County. October 2000 was the lest time this pmjcct was be!the Town Council. On January 17, 2002, Orange County Manager John LiN: sent us another request for commands on the final recommendations of the reporh In his letter (attached), W. Link asks that the materials he sent be shared with elected officials. W. Link states in his letter that the source document for the tmummadatiova is the"May,2000 Provisional Report and Raommrndadons from the Shaping Orange Cowry's Future Task Force." This was the same document that was 2 6 reviewed by the Town Council in September and October 2000. No changes have been made to the report.' 'Shaping Orange County's Seldom: Provisioral Report and Recommendations;' prepared by the Shaping Orange County's Future Task Force. .BACKGROUND On September 18.2000,the Town Council held a public hearing to hear citizen comments on We Provisional Report(plcsae see Attachment 1;please late this report may also be viewed on-line at Wwog epossillie Irclus). For the public hearing, we prepared a Chapel Hill Staff Addendum 0 an Orange County Staff Report. "Preliminary Staff Evaluation: Lnplications of the Shaping Orange County's Future Provisional Report"dated August 28.2000 (please see Attachment 2). On June 26, 2004 the Town Council re eked comments from advisory boards on the Previsional Report(please see Attachment 3t Following public hearings by the Chapel Hill Town Council, the GaKaom Board of Aldermen, and the Orange County Board of Commissioners, the Shaping Cosmic County's Future Task Force will consider all comments and rc a the Provisional Report. An Assembly of Governments meeting is scheduled for.lanuan's19. 2()()1 to allots elected officials from the three Suriname bodies to receive and discuss this revised typed. DISCUSSION The following comments were offered at the September ISth public hearing: 1. Compact, taxed use unities. A citizen spoke in favor of transit-oriented development featuring compact, mixed use communities, The citizen felt these should be located along rail lines that could become future transit corridors. and-ehae rural yiJluges should be located in Orange County. Comment: The Town's Comprehensive Plan supports mixed use communities in the Town's urban services area, as does the Shapira Charge C'uanly s finurc Pmvisiunul Ripen. The Town's Land Use Plan does not specifically call for the location of the mixed use centers along the existing rail line, but does show nvo future potential neighborhood centers, on EubaMs Read and on the Horace Williams property in the vicinity of the rail line. Larne-scale mixed use or village centers in rural areas of Orange County may not be appropriate in outside of municipal urban service areas. The Shaping Orange County's Future Provisional Report recommends adopting a process to develop, in small increments, large-xale areas as Hamlets, Villages, or Compact Mixed-Use Developments. We believe these should be located carefully where local government policv recommends that urban services should be provided. and not in rand areas of the County 1.
